What is the Gujarat ZED certification assistance?
The Aatmanirbhar Gujarat Scheme for assistance to MSMEs is an umbrella package notified by the Industries and Mines Department, Government of Gujarat, under Government Resolution No. MIS-102022-1271(1)-I(CH) dated 5 October 2022. It runs from 5 October 2022 to 4 October 2027 and carries sixteen separate components, of which "Financial Support to MSMEs in ZED Certification" is the seventh.
Under this component, a micro, small or medium enterprise in Gujarat that obtains ZED certification is reimbursed 50% of all expenses, subject to a maximum of Rs 50,000. The support is a reimbursement, not an upfront grant: the enterprise pays the certification body, gets certified, and then claims.
ZED: Zero Defect Zero Effect; is a national certification run by the Ministry of Micro, Small and Medium Enterprises through zed.msme.gov.in. It rates an enterprise's manufacturing quality and environmental practice at Bronze, Silver and Gold levels. Gujarat's incentive sits on top of the central subsidy on certification cost, which the Ministry of MSME sets at 80% for micro, 60% for small and 50% for medium enterprises, with an additional 10% for enterprises owned by women, SC or ST entrepreneurs.
Gujarat has been an active participant in ZED. According to state government statements reported in May 2025, the state led the country in ZED certifications, and roughly Rs 245 crore had been released against more than 2,400 ZED-related claims.
Who is eligible for ZED certification support in Gujarat?
An enterprise can claim if:
- It is registered as a micro, small or medium enterprise and located in Gujarat, with a valid Udyam registration.
- It meets the scheme's classification test, which is based on fixed capital investment in plant and machinery: micro up to Rs 1 crore, small above Rs 1 crore and up to Rs 10 crore, and medium above Rs 10 crore and up to Rs 50 crore.
- It has actually obtained a ZED certificate and incurred certification expenditure that can be evidenced by invoices and payment records.
- It is in manufacturing, or in an eligible service activity listed in Annexure-A of the Government Resolution.
Who cannot apply or is not eligible:
- Individuals with no registered enterprise cannot apply. This is a business incentive, not a personal benefit; there is no payment to a person.
- Pure trading businesses are outside the scheme's eligible activities.
- Enterprises above the medium threshold, investment in plant and machinery over Rs 50 crore — fall outside the MSME scheme and must look at the Aatmanirbhar Gujarat schemes for large or mega industries.
- Enterprises that have not yet been certified cannot claim in advance; the certificate and the expenditure must both exist.
- An enterprise cannot claim the same expenditure twice. Where a central subsidy has already covered part of the certification cost, only the balance expenditure borne by the enterprise is relevant.
What are the other conditions attached to the scheme?
The Government Resolution imposes a set of common conditions on enterprises drawing incentives under the Aatmanirbhar Gujarat MSME package. These matter because a failure on any of them can hold up a claim:
- The enterprise must furnish information on production, sales, turnover and employment annually to the concerned District Industries Centre before the end of September each year.
- The enterprise must observe pollution control measures prescribed by the Gujarat Pollution Control Board.
- An enterprise inside a municipal corporation area must hold a shop and establishment registration.
- The enterprise must employ at least 85% of its total workforce and 60% of supervisory and managerial staff from persons domiciled in Gujarat.
How to apply for ZED certification assistance in Gujarat
- Get ZED certified first. Register and take the ZED pledge at zed.msme.gov.in, complete the assessment through the Quality Council of India process, and obtain the Bronze, Silver or Gold certificate. Keep every invoice and payment receipt for certification fees and assessment charges.
- Register on the Investor Facilitation Portal at ifp.gujarat.gov.in, the single online window of the Industries and Mines Department. Create the investor login, then open the incentive application for the Aatmanirbhar Gujarat Scheme for assistance to MSMEs.
- Fill the claim form for the ZED component and upload the Udyam registration, the ZED certificate, GST registration, invoices and payment proof, the CA certificate of expenditure, and bank details for credit.
- Submit the physical set to the District Industries Centre for the district where the unit is located, using the application form and checklist published by the MSME Commissionerate at msmec.gujarat.gov.in.
- Respond to the DIC's verification. The General Manager of the District Industries Centre is the sanctioning authority for MSME cases, and the office may seek clarification or a site check before sanction.
- Track the application on the IFP dashboard until the sanction order is issued and the amount is credited.
How to apply offline
- Download the application form and checklist for the Aatmanirbhar Gujarat MSME scheme from msmec.gujarat.gov.in or collect them from your District Industries Centre.
- Attach the self-attested Udyam registration, ZED certificate, invoices, payment proof, CA certificate and cancelled cheque.
- Submit the file at the District Industries Centre counter and collect the dated acknowledgement. Even where papers are filed physically, the online application on IFP is the record the department works from, so file both.
What does ZED certification itself involve?
ZED certification is obtained from the Ministry of MSME's portal, not from the Gujarat government. An enterprise registers on zed.msme.gov.in, takes the ZED pledge, and is then assessed against the scheme's parameters at one of three levels: Bronze, Silver or Gold. The Ministry offers a joining reward of Rs 10,000 to each MSME that takes the pledge, which is set off against the certification cost before the central subsidy is calculated. Gap analysis and handholding support are also available under the national scheme to help an enterprise move up a level.
The Gujarat incentive only enters the picture once that process is complete and the enterprise has spent money on it. Practically, that means an enterprise should budget for the full certification cost first, claim the central subsidy through the ZED portal, and then file the state claim for 50% of its expenses up to Rs 50,000 through the Investor Facilitation Portal.
How to check the status of a ZED claim
Log in to ifp.gujarat.gov.in with the investor credentials used at the time of application and open the incentive application dashboard, which shows the stage each application has reached. Common reasons ZED claims are rejected
- Certification not complete at the time of claim, or the certificate has lapsed.
- Expenditure not evidenced: invoices in the name of a different entity, or cash payments with no bank trail.
- Annual return to the DIC not filed by the end of September, breaching a common condition of the scheme.
- Local employment condition not met; fewer than 85% of workers domiciled in Gujarat.
- GPCB consents missing or expired for the manufacturing activity.
- Duplicate claim for expenditure already reimbursed under a central scheme.
Most of these are curable. Where a claim is returned for want of a document, the enterprise can re-file with the missing paper rather than starting a fresh application, so keep the original acknowledgement number.
