What is the Assistance Scheme for Occupational Diseases?

This matters because construction is one of the few occupations where the work itself, and not an accident, causes long-term illness. Silica dust from stone cutting, cement dust, asbestos, solvent fumes, welding fumes, chronic vibration and repeated heavy lifting all produce conditions that appear years after exposure and then permanently reduce a worker's earning capacity. A daily-wage worker who develops a lung condition after fifteen years on site has no employer-provided cover and no sick pay. This scheme is what stands in that gap.

Who is eligible for occupational disease assistance in Gujarat?

You can claim assistance if:

• You are a construction worker registered with the Gujarat Building and Other Construction Workers Welfare Board. The Board's eligibility line for this scheme is exactly that — a registered construction worker.
• You fall within the categories of construction workers notified by the state government from time to time.
• You have been diagnosed with one of the 15 occupational diseases or have suffered one of the 23 severe injuries listed in the scheme's annexures.
• A certifying surgeon has issued a certificate stating your percentage of incapacity, with signature and seal.

You cannot apply, or will not be eligible, if:

• You are not registered with the Board. Registration as a construction worker is the gateway to every GBOCWWB scheme, and an unregistered worker must register first before any claim can be considered.
• Your condition is not among the listed occupational diseases or severe injuries. A general illness unrelated to construction work is not covered by this scheme, though other Board schemes for medical assistance may apply.
• You have no certifying surgeon's disability certificate. Without a stated percentage of incapacity, the Board cannot decide whether the Rs 1,500 or Rs 3,000 monthly rate applies.
• You do not submit the six-monthly life certificate, in which case the continuing monthly assistance stops.
• You are a worker in another sector. Organised-sector factory workers are covered by the separate Gujarat Labour Welfare Board schemes, not by GBOCWWB.

How much does the scheme pay?

The monthly allowance is the part most workers rely on, because it replaces some of the wage that the illness has taken away. The Rs 3 lakh figure is the outer limit of assistance the Board will bear for a case; it is not a lump sum paid on sanction.

What documents are required?

The Board publishes prescribed formats for the life certificate and the certifying surgeon's certificate on the Sanman portal. Use those formats rather than a plain letter, because a certificate in the wrong format is one of the easiest ways for a file to be sent back.

How to apply for occupational disease assistance

1. Confirm that you are registered with the Gujarat Building and Other Construction Workers Welfare Board, and keep your registration card ready. If you are not registered, register first on the Sanman portal.
2. Get a certificate from a certifying surgeon stating your percentage of incapacity, with the surgeon's signature and seal, in the Board's prescribed format, and collect your hospital discharge certificate.
3. Open sanman.gujarat.gov.in, register as a citizen user or log in, and choose the BOCW scheme list, then the Assistance Scheme for Occupational Diseases.
4. Fill in your details, your Board registration number, the disease or injury, the incapacity percentage and your bank account details with IFSC code.
5. Upload the certifying surgeon's certificate, the discharge certificate, the bank passbook copy and the ration card copy.
6. Submit the application and keep the application number safe.
7. If you cannot file online, submit the physical form at the district office of the Board. The District Project Manager will submit it online for you.

What happens to your application after you submit it?

The Board publishes the exact processing chain for this scheme, which is useful because it tells you where a delayed file is sitting:

1. The worker submits the application on the Sanman portal, or hands in a physical form that the District Project Manager then submits online.
2. The District Inspector approves the application at the district level.
3. The file is submitted to the State Project Manager at the head office.
4. It is then approved by the Government Labour Officer at the head office.
5. Final approval is given by the Member Secretary of the Board.
6. After approval, the assistance is credited to the worker's account through DBT.

Five levels means a file genuinely takes time, so track the stage on the portal rather than filing a second application.

1. Open sanman.gujarat.gov.in and use the Application Status option on the home page, or log in with your citizen credentials.
2. Enter the application number given at submission.
3. Match the stage shown against the approval chain above to see which office is holding the file.
4. For a stalled file, contact the district office of the Board where your registration is held, and ask for the District Project Manager.

Why occupational disease claims get rejected or delayed

• Worker not registered with GBOCWWB, or registration lapsed and not renewed.
• No certifying surgeon's certificate, or a certificate without a stated percentage of incapacity, or without the signature and seal.
• Diagnosis not on the list of 15 occupational diseases or 23 severe injuries.
• Discharge certificate missing where hospital treatment was taken.
• Bank account problems. A closed account, a wrong IFSC code, or an account in a different name, all of which cause the DBT credit to fail.
• Life certificate not submitted at the six-month point, which stops the monthly assistance even after it has begun.

The life certificate requirement deserves particular attention. Workers commonly receive two or three monthly payments and then find the money stops, and the reason is almost always the missed six-monthly life certificate rather than a cancellation of the claim. Diarise it.
