What is the Coaching Assistance Scheme for Recruitment Exams (SCW-11)?

Coaching Assistance Scheme for Preparation of Recruitment Exams for Scheduled Caste Students is a scheme of the Director, Scheduled Caste Welfare, under the Social Justice and Empowerment Department, Government of Gujarat. It carries the scheme code SCW-11 and has been running since 2017-18.

The scheme pays a Scheduled Caste graduate Rs 20,000, or the actual fee payable, whichever is lower, towards coaching for government recruitment examinations. The money is credited by direct benefit transfer to the student's own bank account, and the directorate's page states that payment follows completion of the training rather than preceding it.

What the scheme covers. The examinations named are the Class 1, Class 2 and Class 3 recruitment examinations of the Union Public Service Commission and the Gujarat Public Service Commission, other state commissions, the banking, LIC and insurance sector, secondary services selection boards, and district panchayat selection committees. In plain terms it spans everything from the civil services down to a clerical post in a district panchayat, which is the ladder most first-generation graduates actually climb.

Why the scheme exists. Government recruitment in India is decided by competitive tests whose preparation market is entirely private. A GPSC or bank PO coaching course in Ahmedabad, Surat or Rajkot costs a meaningful multiple of a rural household's monthly income, and it is paid before any job exists. SCW-11 removes that entry price for Scheduled Caste graduates, while imposing conditions. A 50% degree, an age ceiling, no parallel job, one-time use, that keep the money going to candidates who are genuinely preparing full time.

Who is eligible for SCW-11 coaching assistance?

You can claim the assistance if:

• You belong to the Scheduled Caste category and hold a caste certificate from the competent authority in Gujarat.
• You have a bachelor's degree with at least 50% marks.
• You are not older than 35 years if male, or 40 years if female.
• Neither you nor your parents are in government employment.
• You will not pursue full-time studies, a job or a business elsewhere while the training runs.
• You have not taken this benefit before. It is available once per person.
• Your coaching institute meets the institutional conditions below.

The coaching institute must:

• Have at least three years of operating experience.
• Hold a valid GST number or PAN card.
• Run a biometric attendance system.
• Employ faculty holding at least a graduate degree, with competence in general knowledge and the subjects taught.
• Be registered under the Mumbai Public Trust Act 1950, the Companies Act 1956, or the Shops and Establishments Act 1948.

You are not eligible, and cannot apply, if:

• You are not a Scheduled Caste student of Gujarat, or your caste certificate is from another state. Other categories are served by separate directorates.
• Your graduation percentage is below 50%.
• You are above the age limit, over 35 for men, over 40 for women.
• You or your parents hold a government job. This exclusion is explicit and is checked.
• You are simultaneously in full-time education, employment or business. A student who is working while attending an evening class does not satisfy the scheme's condition.
• You have already received this benefit once.
• Your coaching institute fails any of the five institutional conditions; most commonly the three-year experience requirement or registration under one of the three named Acts.

How to apply for the recruitment exam coaching assistance

1. Check your eligibility against the four hard filters — Scheduled Caste category, 50% in graduation, age within 35 or 40 years, and no government job held by you or your parents. Failing any one of these ends the claim, so check before paying a coaching fee.
2. Verify that your coaching institute qualifies. Ask in writing for its registration under the Mumbai Public Trust Act 1950, the Companies Act 1956 or the Shops and Establishments Act 1948, its GST number or PAN, and confirmation that it runs biometric attendance and employs graduate faculty.
3. Register on the e-Samaj Kalyan portal at esamajkalyan.gujarat.gov.in as a new user, entering your Aadhaar number, name, date of birth, email address and caste details, then log in with the credentials created.
4. Complete your user profile with every mandatory field. The portal will not let you file a scheme application against an incomplete profile.
5. Select the coaching assistance scheme for recruitment exams from the scheme list on the home page.
6. Fill the application form with your academic details, the institute's name and registration details, and your bank account particulars.
7. Upload the supporting documents listed above, including the institute board photograph and the admission certificate.
8. Accept the terms and conditions and submit. Print the submitted form and note the application number for tracking.
9. Complete the training. The directorate's process states that students approved online by the concerned Deputy Director are paid after the training is completed, so attendance through the course is what converts an approval into money.

How and when is the money paid?

SCW-11 pays Rs 20,000 or the actual fee, whichever is lower, by direct benefit transfer into the student's own bank account. A course costing Rs 12,000 draws Rs 12,000; a course costing Rs 60,000 draws the Rs 20,000 ceiling.

Payment is not an advance. Approval is given by the Deputy Director (Scheduled Caste Welfare) of the district after the online application is scrutinised, and disbursement follows completion of the training. This is why the institute's biometric attendance requirement is not a formality. The attendance record is the evidence that the training was actually undergone.

The benefit is once in a lifetime. A student who draws it for a GPSC course cannot draw it again for a banking course, so it is worth using the entitlement on the course that matters most rather than the first one available.

How do I check my application status?

1. Log in to esamajkalyan.gujarat.gov.in with the credentials you created.
2. Open the application status section and enter your application number.
3. The portal shows whether the application is pending scrutiny, approved by the Deputy Director, or returned for correction.
4. If the file has not moved, contact the district Deputy Director (Scheduled Caste Welfare) office, quoting the application number and scheme code SCW-11.
