What is the Coaching Help Scheme for JEE-GUJCET-NEET Exams?

Coaching Help Scheme for JEE-GUJCET-NEET Exams is a Gujarat state scheme run by the Gujarat Unreserved Educational and Economical Development Corporation, usually shortened to GUEEDC, under the Social Justice and Empowerment Department. The scheme reimburses entrance-exam coaching fees for science-stream students from Gujarat's non-reserved classes. The group commonly described in Gujarati as bin anamat; up to Rs 20,000 a year.

The problem the scheme addresses is specific. Entrance coaching for NEET and JEE in Ahmedabad, Rajkot, Surat and Vadodara costs far more than most families of modest means can find, and reserved-category students already had corporation-run coaching schemes available to them. Non-reserved students of similar economic standing had none. GUEEDC was set up to close that gap, and the coaching scheme is one of its flagship products alongside education loans, foreign study loans, hostel food-bill assistance and self-employment loans.

GUEEDC works in tandem with the Gujarat State Commission for Unreserved Classes, which has functioned from Block 1, Karmayogi Bhavan, Sector 10, Gandhinagar since 4 April 2018 and is the policy body behind the corporation's scheme design.

The three exams named in the scheme title are the ones that matter for a Gujarat science student. JEE is the national engineering entrance test, NEET the national medical entrance test, and GUJCET the Gujarat Common Entrance Test used for admission to state engineering, pharmacy and allied courses.

Who is eligible for the coaching assistance?

You can claim if:

• You belong to a non-reserved (general) class of Gujarat and hold a certificate to that effect from the competent authority.
• You are a science-stream student.
• You scored 70 per cent or more in the qualifying class: Class 10, Class 11 or Class 12, depending on the stage of your claim.
• Your annual family income is within GUEEDC's notified ceiling, published by the corporation and widely stated as Rs 4.5 lakh. Confirm the current figure for your application year before obtaining an income certificate.
• You are enrolled with a coaching institute meeting the scheme's experience condition, commonly stated as at least three years of operation.
• You are a resident of Gujarat.

You are not eligible if:

• You belong to SC, ST, OBC or any other reserved category. Separate corporations run parallel coaching schemes for those categories, and drawing from both is not permitted.
• You are in the commerce or arts stream. The scheme is tied to medical and engineering entrance preparation.
• Your marks are below 70 per cent in the qualifying class.
• Your family income exceeds the notified ceiling.
• You are studying outside Gujarat as a non-resident of the state.
• You are preparing for civil services, banking or railway recruitment exams rather than JEE, GUJCET or NEET. That is a different GUEEDC scheme.
• You have already drawn coaching assistance for the same academic year from another government source.

How much assistance is paid?

The benefit is Rs 20,000 per year or the actual coaching fee, whichever is lower. Two consequences follow from that wording:

• A student who pays Rs 32,000 in coaching fees receives Rs 20,000 — the cap bites and the balance is out of pocket.
• A student who pays Rs 14,000 receives Rs 14,000, not Rs 20,000. There is no surplus to be claimed.

The assistance is paid into the student's own bank account by transfer, which is why the passbook must match the applicant's name rather than a parent's.

How to apply for the Coaching Help Scheme for JEE-GUJCET-NEET Exams

1. Get the two certificates that take the longest. Apply to the competent revenue authority for your non-reserved class certificate and to the Mamlatdar for a family income certificate. These routinely take longer than the rest of the process combined, so start here.
2. Confirm the coaching institute qualifies on the scheme's experience condition before you pay the fee, and get a proper admission letter and a numbered fee receipt rather than a plain acknowledgement.
3. Register on gueedconline.gujarat.gov.in as a new user. Keep the username and password safe; the portal is also where you will later check status.
4. Complete your profile with personal, educational, category and bank details exactly as they appear on the underlying documents.
5. Select the coaching assistance scheme from the scheme list and open the application form.
6. Fill in the form and upload the documents, Aadhaar, non-reserved class certificate, income certificate, marksheets, science-stream bonafide, institute admission letter and fee receipt, bank passbook and residence proof.
7. Submit and save the acknowledgement number. Print or screenshot the confirmation page; it is your only reference if you later need to follow up.
8. Respond promptly to any query raised by the District Implementing Officer. Unanswered queries are the most common reason an otherwise good application lapses.

How do I check my application status?

Log back in to gueedconline.gujarat.gov.in with the username you registered with; the portal shows the current stage of each application filed under your account. The portal also carries a "How To Apply" guide in Gujarati and a downloadable district-wise directory of Implementing Officers. If the online status has not moved for several weeks, call the GUEEDC helpline on 079-23258684 or 079-23258688 during the published hours to 10.30 am to 2 pm and 3 pm to 6 pm on government working days, and quote your acknowledgement number. Technical support is not available on holidays.

Why applications get rejected, and how to fix them

• Category certificate missing or wrong. A general "no objection" letter is not a non-reserved class certificate. Obtain the proper certificate from the competent revenue authority.
• Income certificate above the ceiling or expired. Income certificates carry a validity period. An old certificate is a common rejection ground, so obtain a fresh one for the application year.
• Marks below 70 per cent. There is no discretionary relaxation published, so a shortfall on merit ends the claim for that year.
• Coaching institute does not meet the experience condition. Verify before paying, because fees paid to an ineligible institute are not recoverable through the scheme.
• Bank account in a parent's name. The assistance is a transfer to the student. Open or nominate an account in the student's own name.
• Name mismatch across documents. A student whose Aadhaar, marksheet and bank record spell the name differently will be flagged. Correct the records before applying rather than after.
• Wrong scheme selected. Students preparing for UPSC or GPSC sometimes file under the JEE-GUJCET-NEET scheme by mistake. Use the Training Assistance for Competitive Examinations scheme instead.
