What is the ZED certification support under Dr. Babasaheb Ambedkar Udyog Uday Yojana?
Dr. Babasaheb Ambedkar Udyog Uday Yojana is the Gujarat Government's MSME incentive package reserved for Scheduled Caste and Scheduled Tribe entrepreneurs. The Industries and Mines Department notified it through Government Resolution No. SSI/102020/332376/Ch dated 1 September 2020 under the Gujarat Industrial Policy 2020, with an operative period running from 7 August 2020 to 6 August 2025. The scheme is often written in transliterated form as "Dr. Babasaheb Ambedkar Udhyog Uday Yojna".
Financial Support to MSMEs in ZED Certification is one component of that package. It gives an SC or ST owned micro, small or medium manufacturing enterprise a subsidy of up to Rs 50,000 towards the cost of obtaining ZED certification. The support is a reimbursement: the enterprise gets certified, pays the bills, and then claims.
ZED stands for Zero Defect Zero Effect, a national certification run by the Ministry of Micro, Small and Medium Enterprises through zed.msme.gov.in, which rates an enterprise on manufacturing quality and environmental practice at Bronze, Silver and Gold levels. The certification matters commercially, because large buyers and public procurement increasingly ask for it, and the assessment itself forces a small unit to write down processes it has only ever carried in someone's head.
The rate on which the Gujarat subsidy is worked out is set in the parallel guideline for general MSMEs under the Aatmanirbhar Gujarat Scheme: 50% of all charges on the amount remaining after deducting the assistance received from the Government of India, up to a maximum of Rs 50,000 during the operative period. The cost eligible for that calculation includes site assessment fees, consultancy charges, government charges and other charges. Officers apply the same working in practice, so an SC or ST applicant should read that guideline alongside the resolution.
Who is eligible for this ZED support?
An enterprise can claim if:
- It is a micro, small or medium enterprise as classified in the Government Resolution, on the basis of investment in plant and machinery.
- It is owned by a Scheduled Caste or Scheduled Tribe entrepreneur. Where the applicant is a company, LLP or partnership, the SC/ST shareholding requirement of the parent resolution to 51% or more in the general conditions of the SC/ST package; must be met.
- It is a manufacturing enterprise located in Gujarat.
- It holds an acknowledgement or registration from the Ministry of MSME or DPIIT, in practice a Udyam registration.
- It has actually obtained a ZED certificate and can evidence the certification expenditure with bills and bank statements.
- It has not already received full financial support from another government scheme for the same certification.
Who cannot apply, or is not eligible:
- Individuals with no registered enterprise. This is a business incentive, not a personal benefit, and no money is paid to a person.
- Service-based MSMEs and trading businesses. Only manufacturing enterprises qualify.
- Enterprises without SC or ST ownership, who must instead use the general ZED component of the Aatmanirbhar Gujarat Scheme for Assistance to MSMEs, which carries the same Rs 50,000 ceiling.
- Claims for renewal of an existing ZED certificate, which the published guideline excludes.
- Enterprises not yet certified. The certificate and the expenditure must both exist before a claim is filed; there is no advance sanction.
- Duplicate claims, where the same expenditure has already been fully met by the central subsidy or another state scheme. Combined GoG and GoI assistance can never exceed the actual eligible expenditure.

How to apply for ZED certification support
- Get ZED certified first. Register and take the ZED pledge at zed.msme.gov.in, complete the assessment, and obtain the Bronze, Silver or Gold certificate. Claim the central subsidy on the certification cost through that portal, since the state amount is worked out on what remains.
- Assemble the expenditure record. Keep invoices for site assessment fees, consultancy charges and government charges, pay them through the bank, and have a chartered accountant certify the expenditure statement.
- Register on the Investor Facilitation Portal at ifp.gujarat.gov.in using New Investor Registration, confirm the verification email, and sign in.
- File the incentive application under Dr. Babasaheb Ambedkar Udyog Uday Yojana for the ZED component, entering enterprise details and uploading the caste certificate, Udyam registration, constitution documents, ZED certificate, CA certificates, bills, bank statements, PAN, GST and the authorisation.
- Submit the hard-copy set at your District Industries Centre, which receives and verifies MSME incentive files, and collect the dated acknowledgement.
- Answer verification queries from the DIC, which may include a site check, and track the application on the IFP dashboard until sanction and credit.
How the state and central ZED support fit together
The two subsidies stack, in a defined order. The Ministry of MSME's MSME Sustainable (ZED) Certification Scheme first subsidises the cost of certification at 80% for micro, 60% for small and 50% for medium enterprises, with an additional 10% for enterprises owned by women, SC or ST entrepreneurs, which is why an SC or ST applicant should always claim the central subsidy before the state one. The Ministry also offers a joining reward of Rs 10,000 to each MSME that takes the ZED pledge.
Gujarat then pays on the balance the enterprise still bears, up to Rs 50,000. The practical consequence is that a micro unit owned by an SC entrepreneur may find the central subsidy alone covers most of a modest certification bill, in which case the state claim is small. For a medium enterprise with a larger assessment and consultancy bill, the state component is worth the full ceiling.
How to check the status of a claim
- Sign in to ifp.gujarat.gov.in with the investor credentials used to file.
- Open the incentive application dashboard and search by application number.
- Read the stage — submitted, under scrutiny, query raised, sanctioned or disbursed.
- For a file pending at district level, contact the General Manager of your District Industries Centre quoting the acknowledgement number, and escalate to the MSME Commissionerate at Udyog Bhavan, Gandhinagar if it stalls.
Why ZED claims get rejected
- Certification incomplete or lapsed at the time of claim.
- Renewal expenditure claimed, which is not eligible.
- Caste or shareholding proof weak. The SC/ST ownership test is verified strictly for this package.
- Expenditure not evidenced, with invoices in a different entity's name or cash payments carrying no bank trail.
- Service or trading activity discovered at verification.
- Central subsidy not disclosed, so the department cannot compute the balance on which the state share is due.
- Application filed after the operative period of the resolution.
