You are not eligible, and cannot claim under this head, if:
- You do not belong to a Scheduled Caste of Gujarat.
- You hold only an MBBS, BAMS, BHMS or BDS qualification. Those doctors have a separate loan assistance head in the same economic upliftment group of the Directorate's scheme book for starting independent practice, and should apply there rather than under BCK-32A.
- You are in full-time government or private salaried service and are not actually establishing an independent practice.
- You are a defaulter on an earlier loan from the Directorate or from a state corporation.
- You want funds for something other than establishing or equipping a clinic or nursing home, such as personal expenses or repayment of an existing loan.
How to apply for the Dr. P. G. Solanki scheme
- Prepare the project proposal. Put together a costing for the premises, equipment, furniture and working capital, with quotations for the major equipment items. The district office and the bank both assess this document.
- Get the bank on board first. Approach your bank with the project report and obtain a sanction letter, or at minimum an in-principle appraisal. The department's loan is a share of the bank loan, so the bank figure determines what you can be sanctioned.
- Collect the eligibility papers. Caste certificate, M.D. or M.S. degree certificate, medical council registration, Aadhaar, bank passbook copy, domicile proof and the ownership or lease document for the premises.
- Register on the e-Samaj Kalyan portal. - Submit the application at the district office. File the printed application and the full set of self-attested documents with the District Deputy Director (Scheduled Caste Welfare) of the district where the clinic will operate.
- Attend the scrutiny and, if called, the district committee. The office verifies the caste certificate, degree and registration, checks the project report, and may inspect the proposed premises.
- Accept the sanction terms and execute the loan documents. After sanction you sign the agreement, furnish the security required by the sanction order, and receive the disbursement to your bank account. Repayment starts as per the schedule in the sanction order.
How is the money released and repaid?
Assistance under BCK-32A comes in two parts with different consequences. The Rs 50,000 subsidy is an outright grant that is not repaid. The loan of up to Rs 3,00,000 is repayable with interest at 4 per cent a year, which is well below any commercial rate for an unsecured professional loan. Disbursement is made to the doctor's bank account and, in practice, is timed with the bank's own release for the project, so the district office may ask for the bank's disbursement advice.
Repayment is made in instalments as written into the sanction order. The e-Samaj Kalyan portal carries a loan recovery payment entry facility, and the Social Justice and Empowerment Department has published user guides for both new and existing users of that facility. Paying through the portal creates a record against your loan account, which matters when you later need a no-dues certificate.

Why do applications get rejected?
- Qualification does not match the head. MBBS, BDS, BAMS and BHMS doctors are routinely rejected under BCK-32A and have to refile under the separate loan head meant for them.
- No bank loan. Without a bank sanction there is no base figure on which the department's 25 per cent share can be computed.
- Weak or inconsistent project report, especially equipment costs without quotations.
- Premises not tied down. A proposal with no ownership document or registered lease for the clinic premises fails verification.
- Caste certificate from outside Gujarat, or a certificate whose caste entry does not match the Gujarat Scheduled Caste list.
- Existing default on a departmental or corporation loan.
- Incomplete file. Missing medical council registration is a common gap because doctors assume the degree certificate is enough.
