What is the diploma educational assistance for construction workers' families?

Educational Assistance for Government Recognised Diploma Courses is one of the education benefits paid by the Maharashtra Building and Other Construction Workers Welfare Board (MBOCWW), which functions under the state Labour Department and is funded by the cess levied on construction projects. The benefit is meant for the children of a registered construction worker, and for the wife of a registered male worker, so that a family whose income comes from daily-wage construction work can keep a student in a technical diploma instead of pulling them out to earn.

Who is eligible for the diploma educational assistance?

You can claim if:

• Your parent or husband is a registered MBOCWW worker whose registration is live and renewed for the year of claim.
• You are studying a government-recognised diploma or post-graduate diploma course at a recognised institute.
• You are among the first two children of the registered worker, or the wife of a registered male worker.
• You have passed the previous academic level and hold a marksheet to prove it.
• The family is resident in Maharashtra and the worker's registration is with the Maharashtra board.

The underlying registration condition is that the worker is aged 18 to 60 years and has worked at least 90 days as a building or construction worker in the preceding 12 months, certified by the employer, contractor or local body.

You cannot apply if:

• Your parent is not registered with the board, or the registration has lapsed and was not renewed. This is the commonest disqualifier and it is fixable only by renewing before the claim, not afterwards.
• The course is not government recognised. A diploma from a private institute without recognition or affiliation is not eligible.
• You are the third or later child of the registered worker. The board's education benefits stop at two children.
• You have failed or dropped the preceding year and cannot produce a pass marksheet.
• The worker is registered with a construction workers' board in another state.

How to apply for the diploma educational assistance online

1. Open mahabocw.in and go to the worker login portal at iwbms.mahabocw.in.
2. Log in with the registered worker's Aadhaar number and the mobile number registered with the board, and complete OTP verification.
3. Confirm that the worker's registration is active for the current year. If it has lapsed, complete the renewal first, the claim will not pass verification otherwise.
4. Open the claim application form and select the educational assistance scheme, then choose the diploma or post-graduate diploma line that matches the course.
5. Enter the student's details, the institute's name, the course and the academic year, and the bank account and IFSC of the beneficiary.
6. Upload the bonafide certificate, admission or fee receipt, previous marksheet, Aadhaar copies and bank passbook.
7. Submit the claim and save the acknowledgement carrying the claim reference number.
8. Track the claim from the same login; the amount is credited by DBT after district-level verification.

How to apply offline at the district labour office

1. Download the educational assistance claim form from the welfare schemes page on mahabocw.in, or collect a printed copy from the district labour office.
2. Fill it and attach the bonafide certificate, admission receipt, previous marksheet, the worker's registration card, Aadhaar copies and bank passbook.
3. Submit the file at the district labour office or the board's field office in the district of registration, and take a stamped acknowledgement.
4. Follow up with the same office quoting the inward number if the credit does not arrive.

How and when is the money paid?

The assistance is paid per academic year, by Direct Benefit Transfer into the bank account given in the claim. A student in a three-year diploma therefore files three separate claims, one for each year, each supported by that year's bonafide certificate and the previous year's marksheet. There is no single lump-sum for the whole course, and there is no partial payment for a year that was not completed.

The board does not publish a guaranteed number of days for settlement. Claims pass through verification at the district office, and the practical determinant of speed is whether the uploads are legible and the registration is clearly active on the date of claim.

How to check your claim status

1. Log in at iwbms.mahabocw.in with the registered worker's Aadhaar and mobile number.
2. Open the claim status section and enter the claim reference number from your acknowledgement.
3. For offline claims, telephone the board's helpdesk on 1800-8892-816, open 10:00 am to 6:00 pm, quoting the inward number.
4. Check the beneficiary's passbook for a credit narrated in the name of the welfare board.

Common reasons diploma assistance claims are rejected

• Registration lapsed on the date of claim. Renew the worker's registration every year even in a year when no claim is planned.
• Course not government recognised, or the bonafide certificate does not say so. Ask the institute to state its affiliation or recognition explicitly on the certificate.
• Bonafide certificate for the wrong academic year, a frequent slip when a claim is filed late in the year.
• Previous marksheet missing, or showing a fail or a repeat year.
• Third child claiming, which breaches the two-children limit.
• Bank details mismatch — the account holder's name must match the Aadhaar name, and the account must be active and Aadhaar-seeded.
• Duplicate claim for the same student and the same year filed both online and offline. File through one route only.

Important dates

The board does not publish a hard last date for education claims, and the portal accepts them through the year. The sensible timing is soon after admission for the year is confirmed and the previous year's marksheet is in hand, because both documents are needed together. Two dates should be tracked by the family itself: the annual renewal date of the worker's registration, and the institute's admission or fee-receipt date for each academic year.
