What is the GUEEDC Foreign Study Loan Scheme?

Foreign Study Loan Scheme is an education loan run by the Gujarat Unreserved Educational and Economical Development Corporation (GUEEDC), a corporation set up under the Social Justice and Empowerment Department, Government of Gujarat. GUEEDC's mandate is the educational and economic advancement of people from the unreserved; general, categories in Gujarat, the group that falls outside SC, ST and SEBC reservation.

According to GUEEDC, the Foreign Study Loan Scheme, listed on its site as the Foreign Education Scheme, lends up to Rs 15 lakh at 4 per cent simple interest per year to a student going abroad for higher study after Class 12. The 4 per cent rate is the heart of the scheme: it is roughly a third to a quarter of what a commercial bank charges on an unsecured overseas education loan, and it is simple interest rather than compounding.

Who is eligible for the Foreign Study Loan Scheme?

You can apply if:

  • You belong to the unreserved (general) category in Gujarat and can produce a non-reserved category certificate.
  • You scored 60 per cent or more in Class 12.
  • Your family's annual income is Rs 6 lakh or less.
  • You have admission to a course abroad after Class 12 to MBBS, degree, postgraduate, diploma or an equivalent technical, paramedical or professional programme.
  • You or a relative can mortgage immovable property at the required valuation and you can provide five post-dated cheques.

You are not eligible, and cannot apply, if:

  • You belong to a reserved category. SC, ST and SEBC students are covered by other Gujarat corporations and directorates, for Scheduled Caste students, the Dr Babasaheb Ambedkar foreign study loan through the Directorate of Scheduled Caste Welfare, and for developing castes, the corresponding scheme of the Directorate of Developing Castes Welfare on the same e-Samaj Kalyan portal.
  • Your Class 12 result is below 60 per cent.
  • Your family income exceeds Rs 6 lakh a year.
  • You cannot offer the required property security. This is not a collateral-free loan.
  • You are studying within India: use the GUEEDC Education Scheme instead.

Because the interest is simple rather than compound, the total interest cost is substantially lower than on a commercial loan of the same size and tenure. The one-year moratorium after course completion means the first instalment is due only twelve months after you finish, giving time to find work.

How to apply for the GUEEDC foreign study loan

  1. Secure admission to the foreign institution and collect the admission letter showing course, duration and fees.
  2. Collect your income certificate, non-reserved category certificate, Class 12 marksheet, Aadhaar card and bank passbook.
  3. Get the property to be mortgaged valued. Check that the valuation meets the 1.5 times rule below Rs 7.50 lakh, or the full loan amount above it.
  4. Register on esamajkalyan.gujarat.gov.in, the Social Justice and Empowerment Department's common online portal, and create a citizen login.
  5. Select the Gujarat Unreserved Educational and Economical Development Corporation as the implementing body and open the foreign study loan application.
  6. Fill the form with your personal, academic, income and course details, upload every scanned document, and submit the application. Save the application number shown on screen.
  7. Take the printed application and original documents to your district GUEEDC implementing officer for verification. The list of district implementing officers is published as a PDF on gueedc.gujarat.gov.in.
  8. On sanction, complete the mortgage formalities and hand over the five post-dated cheques, after which the loan is disbursed to your bank account.

Log back in to esamajkalyan.gujarat.gov.in with the same credentials and open your application history. The portal shows whether the application is pending with the district office, sent back for correction, sanctioned or rejected. Why foreign study loan applications get rejected

  • Class 12 percentage below 60, which is a hard threshold.
  • Income certificate showing more than Rs 6 lakh family annual income.
  • Category certificate missing or showing a reserved category.
  • Property valuation short of the 1.5 times requirement for loans up to Rs 7.50 lakh.
  • Admission letter not final — a conditional or provisional offer usually causes a query.
  • Documents uploaded illegibly on the portal, the most common avoidable cause of a file being sent back.
  • Post-dated cheques not furnished at the sanction stage, which stalls disbursement even after approval.

The Interest Help Scheme is worth noting for anyone financing an overseas degree partly through a bank: it is aimed at professionals rather than students, but it shows that GUEEDC's model is consistently to subsidise the cost of borrowing rather than to give outright grants.

A student going abroad should also compare this loan against a plain commercial education loan. The GUEEDC route is cheaper to 4 per cent simple interest against typical double-digit compounding rates, but it is secured, requires property to be mortgaged and five post-dated cheques, and moves at government processing speed. Where the admission deadline is tight, apply early rather than assume the sanction will arrive in weeks.
