What is IELTS & TOEFL Training Assistance?

IELTS & TOEFL Training Assistance is a scheme of the Gujarat Tribal Development Corporation, the state undertaking that works under the Tribal Development Department, Government of Gujarat. The Corporation is commonly known by its Gujarati name, Adijati Vikas Nigam, and operates from Birsa Munda Bhavan, Sector 10-A, Gandhinagar.

According to the Corporation's scheme page, the scheme assists Scheduled Tribe students of Gujarat who want to pursue higher education abroad but whose families do not have the money for the preparation that going abroad requires. The barrier the scheme targets is very specific. A tribal student with good marks who wants to study in Canada, the United Kingdom, Australia, the United States, Germany or New Zealand cannot even begin the process without an accepted English proficiency score, and commercial IELTS or TOEFL coaching in Ahmedabad or Surat costs far more than most such families can raise.

The Corporation's package therefore goes beyond the classroom. As listed on its own page, the support covers:

• IELTS and TOEFL training and English language preparation.
• Guidance for passport and visa applications.
• Counselling for admission to colleges and universities abroad.
• Hostel accommodation assistance for students who have to move to the training city.

IELTS & TOEFL Training Assistance sits inside a wider set of Corporation schemes for tribal students, which includes foreign study loans, an interest subsidy of up to 6% on foreign education loans up to Rs 25 lakh, and commercial pilot licence training loans. A student planning to study abroad usually needs two of these together: this scheme for the test, and the foreign education loan or interest subsidy for the tuition.

Who is eligible for IELTS & TOEFL Training Assistance?

You can apply if:

• You belong to a Scheduled Tribe notified in Gujarat and hold a valid ST caste certificate from a competent authority.
• You are residing in Gujarat. The Corporation's page describes the beneficiaries as Scheduled Tribe students and female students residing in Gujarat.
• You have passed Class 12 and intend to pursue higher education abroad. Graduates applying for a master's programme abroad are also within the scheme's stated purpose.
• Your family's financial position is such that you cannot fund commercial coaching yourself. The Corporation frames the scheme around students who are "studying well but whose families lack financial means", so an income certificate is part of the file.

You cannot apply if:

• You are not from a Scheduled Tribe. This is a caste-specific corporation scheme, and no relaxation exists.
• You are not a resident of Gujarat, even if you belong to an ST community notified in another state.
• You have no intention of studying abroad and want the coaching only for a domestic purpose such as a job interview or a visitor visa.
• You have already received the same training assistance from the Corporation. Support is meant to be availed once.

The Corporation's published page does not state a numerical age limit, a minimum percentage or a rupee income ceiling. Because those figures are not on an official source, treat any number you see quoted on private websites as unverified and confirm the current criteria in writing with the Corporation before you plan around them.

How much assistance does the scheme give?

The Corporation's own page describes the scheme in terms of the services delivered; training, hostel, passport and visa guidance, and admission counselling, rather than a single rupee figure, and states that the student pays a prescribed fee depending on the subject or course chosen. Several private scheme aggregators quote a package value of about Rs 3.10 lakh, but that figure does not appear on the Corporation's site, so it should be treated as unconfirmed until the Corporation states it.

The practical way to establish your entitlement is to ask the Corporation for the current government resolution or circular governing the scheme when you collect the application form. That document carries the sanctioned per-student cost, the student's share of the fee and the sequence of disbursement.

How to apply for IELTS & TOEFL Training Assistance

1. Collect the prescribed application form. Get it from the Gujarat Tribal Development Corporation at Birsa Munda Bhavan, Sector 10-A, Gandhinagar, from the district Tribal Development or Project Administrator office, or from the Forms and Downloads section of adijatinigam.gujarat.gov.in.
2. Ask for the governing circular at the same time. Request the current government resolution for the scheme so that you know the sanctioned package, your own fee share and the training institutes empanelled for the year.
3. Assemble the document set listed above. Get the ST certificate, income certificate and residence proof attested, and keep two full photocopy sets.
4. Fill the form in full, stating clearly the country and course you are targeting and whether you need IELTS or TOEFL. Applications with blank fields or unclear contact details are the ones that stall.
5. Submit the file to the Corporation or to the district office that collects it, and obtain a written acknowledgement with an inward number. Do not hand over a file without getting a receipt.
6. Attend the selection or verification step if you are called. The Corporation verifies the caste certificate, academic record and financial position before allotting a training seat.
7. Join the allotted training batch on the date given and keep every fee receipt, because reimbursement of any component depends on those receipts.

How to check the status of your application

The Corporation does not publish an online status tracker for this scheme. The reliable route is to telephone 079-23253887 or 079-23253893 with your inward number, or to email ed-gtdc[at]gujarat[dot]gov[dot]in quoting the inward number, your name and your district. Office hours are 10:30 am to 6:00 pm. For applications submitted through a district office, ask that office whether the file has been forwarded to Gandhinagar and on what date.

Why applications get rejected, and how to fix it

• Caste certificate not from a Gujarat authority, or issued in a format the Corporation does not accept. Fix by obtaining a fresh certificate from the Mamlatdar or Deputy Collector.
• Income certificate missing or expired. Most such certificates are treated as valid for a limited period; get a current one.
• Incomplete form or unreadable contact details, which is the most common clerical cause of rejection across Corporation schemes.
• No stated study-abroad plan. The scheme is tied to higher education abroad, so name the country, level and course you are aiming at.
• Duplicate benefit where the student has already taken the same assistance.
• Late submission after the year's batch is full. Corporation training batches are limited, so apply as early in the academic year as you can.

No agent or coaching centre is authorised to charge a fee for "getting your name selected" under this scheme. Any payment you make should be the prescribed course fee, paid against a receipt, and nothing else.
