What is the incentive for A.I. born female calves in indigenous cows?

Incentive to Owners of A.I. Born Female Calf through Pure Breeding in Indigenous Cow Across the State is a Gujarat state scheme run by the Animal Husbandry Division of the Agriculture, Farmers Welfare and Cooperation Department. The scheme pays a livestock owner Rs 3,000 when a female calf is born in their herd through artificial insemination (A.I.) carried out as pure breeding in an indigenous cow.

The policy problem the scheme addresses is straightforward. Gujarat's own cattle breeds; Gir and Kankrej in particular, along with the state's other recognised indigenous types, were losing ground to crossbreeding aimed at short-term milk yield. Every crossbred birth reduces the pool of pure indigenous breeding stock. A female calf is the animal that carries the breed forward, so the state attaches a cash incentive specifically to a female calf produced by pure breeding, not to the insemination itself and not to a male calf.

Two conditions define the scheme, and both matter. First, the birth must come from artificial insemination, which is what makes the sire's pedigree traceable and the breeding "pure" in a documented sense. Second, the dam must be an indigenous cow, so an A.I. birth in a crossbred or exotic animal does not qualify. The scheme is often referred to locally as the desi gaay vachhardi protsahan incentive, and it sits alongside the state's other Gopalak-facing schemes on the i-Khedut portal.

Who is eligible for the indigenous female calf incentive?

You can claim if:

  • You are a resident of Gujarat.
  • You are a livestock owner. The cow that gave birth is in your keeping.
  • The calf is female and was born through artificial insemination by pure breeding in an indigenous cow.
  • The calf is not more than 11 months old on the date you apply.
  • No other member of your family has already claimed the incentive in the same year.

You cannot apply; or will not be found eligible — if:

  • The calf is male. The incentive exists to expand the female breeding population, so bull calves are outside the scheme.
  • The calf was born from natural mating. Without an A.I. record there is no certificate to attach, and the application fails at document check.
  • The dam is a crossbred or exotic cow. Pure breeding in an indigenous cow is the core condition.
  • The calf has crossed 11 months by the application date.
  • Another person in your family, identified through the barcoded ration card, has already taken the benefit for a calf in the same year.
  • You are not a Gujarat resident or cannot produce Gujarat documents.

There is no landholding requirement here, which is an important difference from Gujarat's crop-side schemes. A landless Gopalak, a Maldhari household or a woman keeping two or three indigenous cows in a village qualifies on the same terms as a large farmer, provided the A.I. certificate and the family documents are in order.

What documents are required?

Document Mandatory Notes
Aadhaar card Yes Identity of the person claiming
Cancelled cheque or bank passbook first page Yes Account must be Aadhaar-linked for DBT
Barcoded ration card Yes Identifies the family for the once-a-year rule
A.I. certificate Yes From the person or centre that performed the insemination
Disability certificate No Only for beneficiaries claiming under the differently-abled category

The A.I. certificate is the document that decides most cases. Get it at the time of insemination rather than months later, the inseminating centre records the date, the bull or semen straw used and the owner's name, and reconstructing that after the calf is born is far harder than collecting the slip on the day.

How to apply for the A.I. born female calf incentive

  1. Open the i-Khedut portal at ikhedut.gujarat.gov.in. Complete beneficiary registration first if you have not already; i-Khedut now requires every beneficiary to register, and Aadhaar verification is done by an OTP sent only to the mobile number linked to your Aadhaar.
  2. On the home page choose Schemes, then Animal Husbandry Schemes (Pashupalan).
  3. Find this scheme in the list and click Apply. The application page opens.
  4. Click Apply New and fill in the application: your details, the cow's details, the calf's date of birth and the A.I. particulars exactly as they appear on the A.I. certificate.
  5. If you spot an error before confirming, use Update Application to correct it. Once you confirm the application it can no longer be edited.
  6. Confirm the application, then take a printout of the confirmed form.
  7. Submit the printed application with all supporting documents to your concerned taluka office (the taluka-level animal husbandry or implementing office).
  8. Track progress at any time through the Applicant Corner at ikhedut.gujarat.gov.in/public/frm_Applicant_Corner.aspx, where you can also view, print and upload application details.

How do I check my application status?

Gujarat keeps status checking outside the login flow, on the Applicant Corner page of i-Khedut. Enter your application number and the registered mobile number or Aadhaar number to see whether the application is pending, verified, approved or rejected. The same page carries the upload option, which is the route to use if the taluka office asks you to re-submit a scanned document rather than travel back with a paper copy.

Because the incentive is paid by DBT, an approval does not automatically mean money has arrived. If the status shows approved but nothing has been credited, the usual cause is a bank account that is not Aadhaar-seeded, or an account number keyed in with a digit wrong. Both are fixed at the bank branch, not at the taluka office.

Why applications get rejected

  • Calf older than 11 months at the date of application. The single most common avoidable rejection.
  • A.I. certificate missing or mismatched with the details typed into the online form.
  • Male calf claimed by mistake.
  • Duplicate family claim, caught through the barcoded ration card.
  • Bank account not Aadhaar-linked, which blocks the DBT credit even after approval.
  • Printed application never submitted at the taluka office after online confirmation.

When can I apply?

Gujarat opens i-Khedut for defined application windows rather than keeping every scheme live all year, and animal husbandry components are notified window by window with a target limit for the year. Applications are processed against those targets, so a household with an eligible calf should apply as soon as the window opens rather than near its close. The Animal Husbandry schemes page on i-Khedut carries the current window dates; the state also publishes them through district animal husbandry offices and dairy co-operatives.

Where do I go for help or a grievance?

Take a rejected or stalled application first to the taluka-level animal husbandry office where you submitted the printed form, carrying the acknowledgement and the A.I. certificate. If that does not resolve it, escalate to the District Animal Husbandry Officer. The Directorate of Animal Husbandry at doah.gujarat.gov.in publishes district office contacts and the department's circulars, and the state's SWAGAT grievance system accepts complaints that remain unresolved at district level. No application fee is payable for this scheme, and no agent has authority to charge you for getting a claim approved.

Frequently asked questions

How much money does the A.I. born female calf incentive pay?

The scheme pays Rs 3,000 for each eligible female calf. Payment is made per calf, and one person per family can claim the incentive once a year for one female calf, so Rs 3,000 is the practical annual ceiling for a household.

How old can the calf be when I apply?

The calf must not be more than 11 months old on the date of application. Applications for older calves are rejected, so the claim should be filed well inside the first year of the calf's life.

Is a calf born by natural mating eligible?

No. Only a female calf born through artificial insemination by pure breeding in an indigenous cow qualifies. Calves born from natural service, and calves from crossbred or exotic cows, are not eligible.

Where do I get the artificial insemination certificate?

From whoever performed the insemination — the government veterinary dispensary, the A.I. centre, the dairy co-operative's A.I. worker or the Gopalak who did the procedure. The certificate details must match what you enter in the i-Khedut application.

Can two members of the same family each claim for a different calf?

No. The rule is one person per family, once a year, for one female calf. The barcoded ration card is used to identify the family, which is why it is a mandatory document.

How is the incentive paid?

The incentive is credited by Direct Benefit Transfer into the beneficiary's Aadhaar-linked bank account. No cash is handed out at the taluka office and no agent is authorised to collect a fee for processing the claim.

Do I have to submit anything on paper after applying online?

Yes. After confirming the online application on i-Khedut you must print it and submit the printout with the supporting documents to the concerned taluka office. An unconfirmed or unsubmitted application is not processed.
