What is the Janta Juth Accidental Insurance Scheme?

The Janta Juth Accidental Insurance Scheme is the farmer stream of Gujarat's group personal accident insurance programme, known in Gujarati as the ખેડૂત અકસ્માત વીમા યોજના (Khedut Akasmat Vima Yojana). The Government of Gujarat launched it on 26 January 1996 to give a farming family immediate cash support when the earning member dies or is permanently disabled in an accident.

Since 1 April 2008 the scheme has been implemented under the umbrella Gujarat Samuhik Janta Juth Akasmat Vima Yojana (GSJJAVY), administered by the Directorate of Insurance in Gandhinagar under the Finance Department, with the Agriculture, Farmers Welfare and Cooperation Department as the sponsoring department for the farmer category. The GSJJAVY portal lists registered farmers and the first nominee of farmers as two of its eleven beneficiary categories, alongside landless labourers, police personnel, students, diamond workers, safai kamdars, orphan widows, jail guards and persons with disabilities.

Key features

  • 100 per cent state-sponsored. The Government of Gujarat pays the entire premium, so the farmer pays nothing.
  • Automatic enrolment. A farmer whose name appears in the village land records is covered without applying in advance.
  • Accident cover only. Illness, natural death and suicide are outside the policy.
  • Fixed benefit slabs of Rs 2,00,000 and Rs 1,00,000.
  • 150-day claim window from the date of death or disability.

How much does the Janta Juth scheme pay?

Event Assistance
Accidental death Rs 2,00,000
Permanent total disability Rs 2,00,000
Loss of two eyes Rs 2,00,000
Loss of two limbs, or one hand and one leg Rs 2,00,000
Loss of one eye and one limb Rs 2,00,000
Loss of one eye only Rs 1,00,000
Loss of one limb only Rs 1,00,000

The Rs 1,00,000 slab is described in the scheme documents as 50 per cent assistance. The scheme pays a single lump sum by bank transfer to the claimant. It does not reimburse hospital bills, does not pay a monthly pension, and does not pay for temporary injury from which the person recovers.

Who is eligible for the Janta Juth Accidental Insurance Scheme?

You are covered if:

  • You are a registered farmer of Gujarat, that is, your name appears in the village land records as a landholder.
  • You are the spouse of a registered farmer.
  • You are the son or daughter of a registered farmer.
  • You are aged between 5 and 70 years on the date of the accident.
  • The death or permanent disability resulted from an accident.

You cannot apply, or are not eligible, if:

  • The person was under 5 years or over 70 years of age on the date of the accident.
  • The death was caused by illness, natural causes or suicide, all of which are excluded from the personal accident schedule.
  • The person was a farm labourer or hired worker and not a family member of a registered farmer. Landless agricultural labourers are covered under a separate category of the umbrella GSJJAVY scheme, not under the farmer stream.
  • No land record exists showing the person, or the person's parent or spouse, as a registered farmer.
  • The claim reaches the District Agriculture Officer more than 150 days after the date of death or the date on which disability was certified.
  • The injury is temporary. A fracture that heals, or a hospital stay without permanent loss of a limb or eye, which the scheme does not cover.
  • Assistance has already been claimed for the same incident by another family member.

How to apply for the Janta Juth Accidental Insurance Scheme

  1. Register the accident with the police. Obtain a copy of the FIR and the panchnama from the police station covering the place of the accident. Do this at once, because a claim without police papers cannot proceed.
  2. Obtain the post-mortem report from the hospital that conducted it, and the death certificate from the Talati-cum-Mantri in a village or the municipality in a town. For a disability claim, obtain a permanent disability certificate from a civil surgeon or government medical board instead.
  3. Collect the land records. Get fresh 7/12 and 8-A extracts from the Talati or from the AnyROR service, showing the farmer's name.
  4. Collect the claim form from the District Agriculture Officer or the agriculture branch of your District Panchayat. The form is issued free.
  5. Fill and submit the form with all annexures to the District Agriculture Officer within 150 days of the date of death or of the disability certificate. Insist on a dated receipt.
  6. The District Agriculture Officer scrutinises the file, verifies the land record and the age band, and forwards it to the Directorate of Insurance, Gandhinagar.
  7. Track the claim on gsjjavy.gujarat.gov.in using the claim status option, or follow up on 079-23254967. On sanction, the amount is credited to the claimant's bank account.

There is no online application form. The scheme is claim-based and offline; the portal exists for status tracking and beneficiary information.

How to check a Janta Juth claim status

  1. Open gsjjavy.gujarat.gov.in.
  2. Select the claim status option from the home page menu.
  3. Enter the claim or reference number given by the District Agriculture Officer.
  4. If the number does not work, contact the Directorate of Insurance on 079-23254967 or by email at adminoff-ins@gujarat.gov.in, quoting the farmer's name, village, taluka, district and date of the accident.

Families should keep the dated acknowledgement from the District Agriculture Officer. It is the only proof that the claim was filed inside the 150-day window if a dispute arises later.

Common reasons Janta Juth claims are rejected

  • Filed after 150 days. This is the leading cause of rejection and cannot be cured after the fact, so file even an incomplete set inside the window and add papers later.
  • No FIR or panchnama, so the accidental cause is unproved.
  • Age outside 5 to 70 years on the date of the accident.
  • Land record does not show the person or their parent or spouse as a registered farmer.
  • Death certified as natural or illness-related, or established as suicide.
  • Bank account name mismatch with the Aadhaar name, which stalls the transfer even after sanction.
  • Duplicate claim for the same incident by two family members.

A rejection on paperwork grounds is usually curable. A rejection for lateness or for a non-accidental cause is not.

Where to complain about a delayed Janta Juth claim

  • District Agriculture Officer of your district, for delays at scrutiny stage. Ask for the file number and the date it was forwarded.
  • Directorate of Insurance, Gujarat: 3rd floor, Block No. 17, Dr Jivraj Mehta Bhavan, Old Sachivalaya, Gandhinagar. Phone 079-23254967, email adminoff-ins@gujarat.gov.in.
  • Agriculture, Farmers Welfare and Cooperation Department, for policy questions on eligibility and amounts.

No fee is payable at any stage. The premium is met by the state, the claim form is free, and no agent has any role in getting a Janta Juth claim sanctioned.

Frequently asked questions

How much does the Janta Juth Accidental Insurance Scheme pay?

The scheme pays Rs 2,00,000 for accidental death, permanent total disability, or loss of two eyes, two limbs, one hand and one leg, or one eye and one limb, and Rs 1,00,000 — fifty per cent — for the loss of a single eye or a single limb. The amount is paid once per incident.

Do farmers pay a premium for the Janta Juth scheme?

No. Janta Juth is a 100 per cent state-sponsored scheme, and the Government of Gujarat pays the entire insurance premium for all covered farmers. No farmer, cooperative society or panchayat is asked to contribute.

Within how many days must a Janta Juth claim be filed?

A claim must reach the office of the concerned District Agriculture Officer within 150 days of the date of death or the date on which permanent disability was established. Late claims are the single most common reason for rejection.

Who in a farmer's family is covered?

The registered farmer, the farmer's spouse, and the farmer's son or daughter are covered, provided the person is aged between 5 and 70 years. Coverage does not extend to farm labourers who are not family members.

Does the scheme cover death from illness or suicide?

No. Janta Juth is an accident cover only, so death from illness, natural causes or suicide is excluded. The FIR, panchnama and post-mortem report are what establish that the cause was an accident.

Where is the Janta Juth claim submitted?

The claim is submitted offline to the District Agriculture Officer or the agriculture branch of the District Panchayat. There is no online submission form; gsjjavy.gujarat.gov.in is used to track the claim after filing.

When did the Janta Juth scheme start?

The Government of Gujarat launched the scheme on 26 January 1996, and from 1 April 2008 it has been implemented as the Gujarat Samuhik Janta Juth Akasmat Vima Yojana through the Directorate of Insurance in Gandhinagar.

Is a land record compulsory for a Janta Juth claim?

Yes. The 7/12 and 8-A extracts are what prove the person was a registered farmer or the spouse or child of one, and no claim is sanctioned without them. A landless agricultural labourer falls under a separate category of the umbrella scheme, not under the farmer stream.
