What is Kushal Shramik Sahay Yojana?
Kushal Shramik Sahay Yojana, sometimes written as KSSU, is a skill-education scheme of the Gujarat Building and Other Construction Workers Welfare Board (GBOCWWB), a statutory board under the Labour, Skill Development and Employment Department of the Government of Gujarat. The Board was constituted under section 18 of the Building and Other Construction Workers (Regulation of Employment and Conditions of Service) Act, 1996, and it runs about 20 welfare schemes for registered construction workers, funded by the cess collected on construction projects in the state.
According to the scheme document published on the Board's own portal, the purpose of Kushal Shramik Sahay Yojana is the career development of registered construction workers and their children, so that by advancing in skill education the children of construction workers can progress and get employment opportunities. In practice it removes the fee barrier that stops a mason's or a helper's child from joining a formal skill course.
The scheme is tied to one institution: Kaushalya The Skill University, the Gujarat state skill university, and any institute affiliated to it. Assistance is admissible only where the student has taken admission in a course run by that university or one of its affiliated institutions.

Who is eligible for Kushal Shramik Sahay Yojana?
You can claim if:
- You are a construction worker registered with the Gujarat Building and Other Construction Workers Welfare Board and your registration is live. The Board registers workers aged 18 to 60 who have worked as building or other construction workers for at least 90 days in the previous 12 months.
- You, or your son or daughter, has taken admission in a course run by Kaushalya The Skill University or an institute affiliated to it.
- The claim relates to at most 2 children of the same registered worker.
- The application reaches the Board within 3 months of the academic session beginning.
- You can produce the original bonafide certificate and the fee receipt.
You are not eligible and cannot apply if:
- You are not registered with the Board, or your registration has lapsed and has not been renewed. Registration is the gateway to every GBOCWWB scheme.
- The course is at an institution that is neither Kaushalya The Skill University nor affiliated to it.
- You are claiming for a third child. The scheme document limits the benefit to the worker and any two of their children.
- The student failed the same standard or class and is repeating it. The scheme document says assistance is limited to the first attempt in an academic year, and a person who fails in the same standard or class will not be eligible for a second aid for the same standard or class.
- The application form is incomplete or inaccurate. The scheme document states plainly that an application not filled completely and accurately will not be considered valid.
For the tablet component, the scheme sets a maximum age of 30 years for the worker's son or daughter, with no age limit where the child is a person with disability.
How much does Kushal Shramik Sahay Yojana pay?
The benefit is reimbursement of the full course fee, not a fixed rupee figure. The Board's scheme document states that if the course is of less than one year's duration, all fees of the course will be reimbursed, and if the course runs for more than one year, all fees will be reimbursed annually. That means a two-year diploma is claimed twice, once for each academic year, with a fresh fee receipt each time.
Because the benefit is a reimbursement, the family must first pay the fee to the institute and then claim. Keep the original receipt: the sanctioned amount is calculated from it. Where the assistance works out to Rs 5,000 or more, an affidavit is required in place of the simpler letter of consent.

How to apply for Kushal Shramik Sahay Yojana online
- Confirm that your GBOCWWB registration is active. If the card has expired, renew it first, because an expired registration blocks every scheme.
- Pay the course fee at Kaushalya The Skill University or the affiliated institute and collect the original fee receipt and a bonafide certificate for the ongoing course.
- Open the Sanman portal at sanman.gujarat.gov.in and register, or log in if you already have an account. Registration is a three-step process — self register, log in, then apply.
- Choose the Gujarat Building and Other Construction Workers Welfare Board scheme list and select Kushal Shramik Sahay Yojana.
- Fill in the worker's registration number, the student's details, the course name, the institute name and the fee amount paid.
- Upload the bonafide certificate, fee receipt, Aadhaar copy, last year's result, photographs, bank passbook page and the affidavit or consent letter.
- Submit the form and note the application number. If you are claiming for two children, repeat the whole process and file a separate application for each child.
How to apply offline at the district office
- Visit the District Office of the Construction Board in your district. The scheme document states the benefit is availed by going to the district office of the Construction Board.
- Ask for the prescribed Kushal Shramik Sahay Yojana form and fill it in completely.
- Attach the original bonafide certificate, the fee receipt and the rest of the documents listed above.
- Submit the form within 3 months of the academic session starting and collect the acknowledgement. The District Project Manager will submit the form online on your behalf.
How is the application processed and how do I track it?
The scheme document sets out the working method in order:
- A physical form is submitted online by the District Project Manager.
- The District Nirikshak (inspector) approves it at district level.
- The file moves to the State Project Manager.
- It is approved by the Government Labour Officer at head office and then by the Member Secretary.
- After approval, the Accounts Officer issues the payment order and the assistance is given through DBT into the worker's account.

Why applications are rejected, and how to avoid it
- Lapsed registration with the construction workers' board. Renew before you apply.
- Course not covered. Only Kaushalya The Skill University and its affiliated institutes qualify. Confirm affiliation in writing from the institute before paying the fee.
- Filed after 3 months from the start of the academic session.
- Photocopy instead of original bonafide certificate. The document list specifically asks for the original.
- Name mismatch between the Aadhaar card, the institute record and the bank passbook. Fix it with a gazette notification or affidavit and attach that.
- One form for two children. Separate forms are mandatory for each child.
- Repeat attempt. A student who failed and is repeating the same class cannot claim again for that class.
- Wrong bank details. The DBT fails if the account number or IFSC is wrong, even after sanction.
Key dates to remember
Kushal Shramik Sahay Yojana has no single last date in the calendar. The deadline is relative to your own course: the application must be received and submitted within 3 months of the date the academic session commences. For a course starting in June or July, that means filing by roughly September or October. For a multi-year course, a fresh application is needed for each academic year, again within 3 months of that year's session starting.
