What is the LIDCOM Education Loan Scheme?
LIDCOM Education Loan Scheme is a concessional higher-education credit scheme run by the Sant Rohidas Leather Industries and Charmakar Development Corporation Ltd, a Government of Maharashtra corporation working under the Social Justice and Special Assistance Department. The corporation is universally known by its short name LIDCOM, from its older title, the Leather Industries Development Corporation of Maharashtra. LIDCOM was established on 1 May 1974 and works exclusively for the Charmakar community, which the corporation defines as including Chambhar, Dhor, Holar and Mochi.
LIDCOM Education Loan Scheme is not funded from the corporation's own state budget line. It is a central government scheme channelled through LIDCOM, with refinance from the National Scheduled Castes Finance and Development Corporation (NSFDC), New Delhi. LIDCOM acts as the State Channelising Agency: it identifies eligible students, sanctions the loan, disburses it and collects repayment, while NSFDC supplies the funds at a concessional rate.
The purpose is straightforward. A professional or technical degree in Maharashtra can cost several lakh rupees over the full course, and a course abroad far more. A commercial education loan for that amount at 10 or 11 per cent puts the family into a debt they cannot manage. LIDCOM lends the same money at 5.5 to 7 per cent and gives the borrower a decade or more to repay it.
How much money does the LIDCOM Education Loan Scheme give?
According to LIDCOM's own Education Loan Scheme page, the sanctioned limits and rates are:

Two things in that table matter more than the headline number.
First, the half-percentage-point concession for women is built into the scheme design. On a Rs 20,00,000 loan repaid over 12 years, half a percentage point is worth a meaningful sum, and it applies automatically, a female student does not have to ask for it.
Second, the maximum is a ceiling, not an entitlement. LIDCOM sanctions against the actual cost of the course: tuition fees, examination fees, hostel and mess charges, books, equipment and, for study abroad, travel. A student on a Rs 4,00,000 course will be sanctioned around that figure, not Rs 30,00,000.
Repayment period, as published by LIDCOM:
- Loans up to Rs 10,00,000; repayable over 10 years.
- Loans above Rs 10,00,000; repayable over 12 years.
LIDCOM has not published the moratorium period, that is, how long after course completion the first instalment falls due, on its public scheme page. This guide deliberately does not state a figure for it. Ask the district office to show you the repayment schedule in the sanction letter before you sign.
Who is eligible for the LIDCOM Education Loan Scheme?
You can get the loan if all of the following are true:
- You belong to the Scheduled Caste Charmakar community: Chambhar, Dhor, Holar, Mochi and allied castes, and hold a valid caste certificate from the Maharashtra competent authority.
- You are a permanent resident of Maharashtra. LIDCOM states this condition for all its schemes.
- You are between 18 and 50 years of age.
- Your annual family income is below Rs 3,00,000. LIDCOM applies the same Rs 3,00,000 ceiling in both rural and urban areas, which is unusual — most NSFDC-linked schemes historically used different rural and urban limits.
- You have confirmed admission to the professional or technical course you want funded, in India or abroad.
- You can produce an income certificate and a caste certificate from an authorised government officer. LIDCOM names both explicitly.
You cannot apply or are not eligible if:
- You are not from the Charmakar community. This is the sharpest limit on the scheme. A Scheduled Caste student from another sub-caste is not eligible at LIDCOM and should approach the Mahatma Phule Backward Class Development Corporation (MPBCDC) or the central Dr Ambedkar Central Sector Scheme of Interest Subsidy instead.
- You are under 18 or over 50 years of age.
- Your annual family income is Rs 3,00,000 or more.
- You live outside Maharashtra, even if you belong to the community.
- You do not yet have an admission letter. LIDCOM lends against a confirmed seat, not against an intention to study.
- You or your family are in default on an earlier LIDCOM or NSFDC loan.
Note that LIDCOM's published eligibility list for this scheme also carries the line about the applicant having "knowledge of the business for which the loan is sought". That wording is carried over from the corporation's self-employment schemes and sits awkwardly on an education loan. In practice the district office assesses academic suitability for the course. If the officer applies the business clause to your file, ask for the objection in writing.

Caste and income certificates are issued by the Tehsildar or Sub-Divisional Officer and are applied for through a Setu or Aaple Sarkar service centre. Both take weeks. Start them the moment you have an admission offer, not after you collect the LIDCOM form, because an expired or wrongly worded certificate is the single most common cause of a file being returned.
How to apply for the LIDCOM Education Loan Scheme
LIDCOM's scheme page states plainly that the application form is available at the LIDCOM District Office and that the completed form is to be submitted to that office. There is no online form.
- Secure your admission first. Get the admission letter and the official fee structure from the institution, in India or abroad. LIDCOM sanctions against a confirmed seat and a costed course.
- Collect the certificates. Obtain the Charmakar caste certificate, the income certificate showing annual family income below Rs 3,00,000, the Maharashtra domicile proof and your age proof from the Tehsildar's office or an Aaple Sarkar centre.
- Visit the LIDCOM district office in your district and ask for the Education Loan Scheme application form. If you do not know where your district office is, call the head office at 022-45240417, 022-22044186 or 022-22047157, or go to 45 Veer Nariman Marg, Bombay Life Building, fifth floor, Fort, Mumbai 400001.
- Fill the form completely and attach the admission letter, fee structure, marksheets, caste and income certificates, domicile proof, Aadhaar, bank passbook copy and photographs. Self-attest every copy.
- Submit the file at the district office and take a dated acknowledgement carrying an inward number. Keep it; every follow-up you make will be quoted against that number.
- Attend the district scrutiny. The office verifies the caste and income certificates, checks the age band, and confirms the course and its cost. Fill any gaps it points out immediately rather than waiting for a second notice.
- Wait for the sanction and the NSFDC release. LIDCOM forwards approved proposals for refinance from NSFDC, New Delhi. Read the sanction letter for the exact amount, the interest rate applied, the repayment tenure and the security or guarantor requirement.
- Take the disbursement and keep the fee receipts. LIDCOM normally releases money against fee demands, semester by semester or year by year, so keep every receipt for the next release.
- Start repaying on the schedule in the sanction letter. A clean repayment record on a LIDCOM loan is also what keeps the corporation's revolving fund available for the next student from the community.
How to check the status of your LIDCOM education loan
LIDCOM does not run a public online status tracker for this scheme. Check status in this order:
- Go to the LIDCOM district office where you filed and quote the inward number on your acknowledgement. Ask which stage the file is at; scrutiny, district sanction, or forwarded for NSFDC refinance.
- If the district says the file has gone up, follow up with the LIDCOM head office in Mumbai on 022-45240417, 022-22044186 or 022-22047157.
- Once the loan is sanctioned, disbursement queries go back to the district office, since that office releases the money against your fee demand.
Because the scheme depends on an annual NSFDC allocation, a file can be complete and still wait for funds. Ask specifically whether your file is pending on documents or pending on the allocation. The two need very different follow-up.
Why LIDCOM education loan applications get rejected
- Caste certificate does not name the Charmakar community. A generic Scheduled Caste certificate is often not enough; the certificate must establish the specific community LIDCOM is mandated to serve.
- Income certificate at or above Rs 3,00,000, or issued for an earlier year. Get a fresh certificate for the current financial year.
- Age outside the 18 to 50 band, which is checked strictly against the age proof.
- No confirmed admission letter, or an admission to a course whose cost the applicant cannot document.
- Incomplete cost estimate. Since the sanction amount is built from the fee structure, a file without a documented cost cannot be processed.
- Guarantor or security not arranged, which stalls the file after sanction rather than before it.
- Existing default by the applicant or the family on an earlier LIDCOM, NSFDC or bank loan.
- Annual allocation exhausted. This is not a rejection, but it looks like one from the outside. Applying early in the financial year improves the odds.
Key dates and what LIDCOM has not published
LIDCOM has not notified an annual application window for the Education Loan Scheme; district offices take proposals through the year against that year's allocation. Practically, the useful deadline is your own; file as soon as the admission letter is in hand, because the money has to reach the institution before the fee due date.
LIDCOM's public scheme page does not publish the moratorium period, the security or margin requirement, the disbursement schedule, or a list of approved courses. This guide does not state figures for any of them, because the third-party sites that do so cite no LIDCOM notice. Get each of these in writing from the district office before you rely on them.
