Loan for Training of Commercial Pilot is a concessional-credit scheme of the Social Justice and Empowerment Department, Government of Gujarat, run through the Gujarat Unreserved Educational and Economical Development Corporation (GUEEDC), in Gujarati, the Gujarat Bin Anamat Shaikshanik ane Arthik Vikas Nigam.

GUEEDC was constituted by a government resolution dated 30 September 2017 to carry out education, economic and social development activities for communities belonging to the unreserved class in Gujarat, excluding Scheduled Tribe, Scheduled Caste and other reserved communities who are served by their own corporations under the same department.

Commercial Pilot Licence training is one of the most expensive vocational courses in India. Flying hours, ground school, simulator time, medical clearances and licence examinations run into tens of lakhs, and a commercial education loan at a market rate compounds that burden. Who is eligible for the commercial pilot training loan?

You can apply if:

  • You are a permanent resident of Gujarat.
  • You belong to the unreserved (General) category.
  • You have passed HSC (Class 12).
  • You have secured admission at a recognised commercial pilot training institute.

You cannot apply if:

  • You belong to the Scheduled Caste, Scheduled Tribe or Other Backward Class categories. Those applicants are not eligible here, and should instead approach the parallel schemes: the Social Justice and Empowerment Department runs a commercial pilot training loan for Scheduled Caste students, and the Tribal Development Department runs one for tribal students, also at Rs 25,00,000 and 4%.
  • You are not a permanent resident of Gujarat.
  • You have not passed Class 12, or hold no admission letter from a recognised flying institute. Both conditions are tested at the application stage.

On income, the Government of India's myScheme record for this scheme states that no individual or family income limit is specified. That is worth flagging rather than relying on, because GUEEDC's published education and foreign-study loan schemes both carry a family income ceiling of Rs 6,00,000 a year, and the corporation's district officers apply the current government resolution. Confirm the position with your District Implementing Officer before you assume the loan is open at any income level.

How to apply for the commercial pilot training loan

  1. Visit the office of the District Social Welfare Officer in your district and ask for a hard copy of the prescribed application form for the commercial pilot training loan. GUEEDC also publishes a District Implementing Officer list on gueedc.gujarat.gov.in, and that officer handles the corporation's schemes at district level.
  2. Complete the form with all mandatory details, and attach self-attested copies of the documents listed above.
  3. Submit the signed form with the documents at the District Social Welfare Officer's office.
  4. Ask for a receipt or acknowledgement from the officer who accepts the application, and keep it.
  5. Check whether the corporation is accepting the application online. GUEEDC's other schemes, the education loan, the foreign study loan, the self-employment loan, food bill assistance and the coaching schemes — are all applied for online at esamajkalyan.gujarat.gov.in, and district offices will normally direct you there where an online window is running.

What security does the corporation take?

GUEEDC's published loan terms give a good indication of what to expect, because the corporation applies a consistent security policy across its lending. For its foreign study loan, where the total course loan is Rs 7,50,000 or less, a charge must be registered on immovable property worth one-and-a-half times the loan, belonging either to the borrower or to a relative. Where the total exceeds Rs 7,50,000, immovable property equal to the full loan amount must be mortgaged in favour of the corporation. Every borrower also gives five post-dated cheques signed in the corporation's favour. A Rs 25,00,000 pilot training loan will therefore involve a registered mortgage, and applicants should plan for that well before the training institute's fee deadline.

Repayment on GUEEDC's education loans begins one year after the course ends, in equal monthly instalments: five years for loans up to Rs 5,00,000 and six years for larger loans, with repayments credited first against interest. Early repayment is permitted.

An important caveat about this scheme

The commercial pilot training loan is not currently listed among the schemes displayed on GUEEDC's own website, gueedc.gujarat.gov.in, which at the time of this check advertised the education loan, foreign education loan, food bill assistance, coaching assistance, JEE/GUJCET/NEET coaching assistance, competitive examination training assistance, the self-employment loan lines and the interest subsidy for graduate doctors, lawyers and technical graduates. The scheme does appear in the Gujarat government's consolidated scheme directory at mariyojana.gujarat.gov.in with the Rs 25,00,000 and 4% terms stated above.

The practical reading is that the scheme exists on the state's books but may not be open in the current cycle. Confirm with the District Implementing Officer or the GUEEDC helpline before committing to a flying-school admission on the strength of this loan.
