What is Mahila Adhikarita Yojana?

Mahila Adhikarita Yojana is a women's self-employment credit scheme operated in Gujarat by the Gujarat Safai Kamdar Vikas Nigam, a corporation of the Social Justice and Empowerment Department, Government of Gujarat. The corporation was set up to help sanitation workers and their families move into cleaner, better-paid occupations, and it lends money from the National Safai Karamcharis Finance and Development Corporation, for which it acts as the state channelising agency.

The scheme's Gujarati name, Mahila Adhikarita Yojana, translates roughly as the women's empowerment scheme, and the design follows that idea literally: the loan is taken in the woman's own name, the bank account is hers, and the business is registered to her.   • You can produce an annual family income certificate from the competent authority. The form records total family members and the family's annual income in rupees.
  • You have a bank account in your own name, with the branch name, IFSC code and account number recorded in the application.
  • You are proposing a specific income-generating activity from the corporation's eligible list, and can support it with an estimate.

The form gives explicit weight to particular situations. It records separately whether the applicant is a widow or a deserted woman, whether she is an orphan, whether the family is below the poverty line (with the BPL list number and score entered), and the type and percentage of any disability. These fields exist because those categories are prioritised when applications exceed the funds available.

You cannot apply if:

  • You are not a safai kamdar or a dependant of one. The certificate is mandatory and there is no substitute for it.
  • You are not a resident of Gujarat; the corporation lends within the state.
  • You want the money for household expenses, repaying a private debt, or buying land or a house. This is a business term loan.
  • You or a family member are in default on an earlier loan. The form specifically asks whether the applicant or a family member has taken a loan from this corporation, a bank or any institution, and requires the loan date, the amount, the amount repaid and the balance outstanding.

How much money does the scheme provide?

Loan size depends on the activity approved, not on a single flat figure. According to the Gujarat Safai Kamdar Vikas Nigam's published scheme page:

  • Direct finance term loans cover projects up to Rs 5 lakh, and up to Rs 15 lakh for sanitation-related activities.
  • The interest rate on those term loans is 6%.
  • Micro credit is capped at Rs 50,000, at a maximum of 5% interest, and a maximum of 4% for women's schemes.
  • The national corporation funds 90% of the unit cost, with the state government providing 10% as the beneficiary share.
  • State-side subsidy assistance on these products has ranged from Rs 10,000 to Rs 75,000 depending on the scheme and activity.
  • Term loans are repaid in equal monthly instalments over three years, starting the month after disbursement.

The corporation revises these limits from time to time. Treat the loan agreement you sign, not any web page, as the authoritative statement of your own amount, rate and repayment schedule.

What activities can the loan be used for?

The corporation's published list of eligible activities is deliberately wide. It covers agriculture and allied work such as farming, biogas plants, dairy units, poultry, horticulture, mushroom cultivation, fisheries, agricultural supply shops and a tractor with trailer; traditional trades such as stone work, metalwork, handloom, woodcarving, leatherwork and handicrafts; small retail and service businesses such as stationery, cloth, medical, grocery and beauty salons, electronics and automobile repair, printing presses, laundries, tailoring, tent houses and furniture shops; small industry such as brick and tile making, hosiery, carpets, leather processing, stone crushers and mineral water plants; and transport and sanitation services including animal carts, fishing boats, travel agencies, waste collection vehicles and the manufacture of sanitation products.

How to apply for Mahila Adhikarita Yojana

  1. Open esamajkalyan.gujarat.gov.in and select Gujarat Safai Kamdar Development Corporation from the list of corporations.
  2. Check the status shown against Mahila Adhikarita Yojana. Apply only when it reads "Open"; if it reads "Close", look at the corporation's other open windows such as Mahila Samriddhi Yojana, Micro Credit Finance or Term Loan.
  3. Register as a new user with your own mobile number and email, then log in. Every status message and the application number go to that mobile number.
  4. Fill in the application form: full name, father's or husband's name, caste and sub-caste, date of birth and age, gender, mobile, email, current and permanent address, type and percentage of disability if any, educational qualification, name of the proposed business, number of family members, annual family income, orphan and BPL status with list number and score, current occupation, your status as a safai kamdar or dependant and your relationship to one, widow or deserted status, and the loan amount required.
  5. Declare any existing loan — lender, date, amount, amount repaid and balance outstanding. Concealing an existing loan is a rejection ground on verification.
  6. Enter your bank name, branch, IFSC code and account number, then upload every document from the list above.
  7. Submit the form and save the application number from the acknowledgement.
  8. Print the application, sign it, attach self-attested copies of all documents, and submit the set to the district office of the corporation or the District Social Defence Office as directed on the acknowledgement.

How to check your application status

  1. Log in at esamajkalyan.gujarat.gov.in with your registered credentials.
  2. Open the application status option and enter your application number.
  3. The screen shows the stage: submitted, under scrutiny, recommended, sanctioned, or rejected with a reason.
  4. If nothing moves for several weeks, call the corporation on 079-23256745 with your application number, rather than filing a duplicate application.

Why applications get rejected, and how to fix them

  • No safai kamdar certificate, or a certificate that does not establish the applicant's relationship with the safai kamdar. Get it reissued naming the relationship.
  • Income certificate missing or expired. These certificates have a validity period; an old one counts as not filed.
  • Ration card page missing. The form wants the name page and the number page; uploading one is treated as incomplete.
  • Bank name mismatch between Aadhaar and the passbook, or a wrong IFSC code.
  • Undeclared existing loan found at verification.
  • No clear activity or estimate. State the trade and the cost of the assets you will buy.
  • Filing while the window is closed. Applications entered outside the notified window are not taken up.
