What is the Mahila Swavlamban Scheme?
Mahila Swavlamban Scheme is a women's self-employment scheme of the Women and Child Development Department, Government of Gujarat, implemented through the Gujarat Women Economic Development Corporation (GWEDC) and the district Women and Child Development machinery. The scheme's purpose is narrow and practical: to put a woman in rural or urban Gujarat in a position to start an income-generating activity of her own by covering part of the project cost as subsidy while a bank finances the rest as a loan.
Mahila Swavlamban Scheme is not a cash transfer. The structure is a bank-financed project with a government subsidy on top, which is why the process runs on two tracks at once, the district office for eligibility and sanction of the subsidy, and the bank branch for appraisal and sanction of the loan. Neither track alone completes the case.
The activities the scheme supports are the ones a woman can realistically run near home: tailoring, embroidery and garment work; papad, masala, pickle and other food processing; beauty parlour and salon work; small kirana or general retail; dairy, poultry and other animal-linked activity; and a range of small service trades. The department's list is broad rather than rigid, because the test the bank applies is whether the activity can generate enough income to service the loan.

Who is eligible for the Mahila Swavlamban Scheme?
You are eligible if:
- You are a woman resident of Gujarat, in either a rural or an urban area.
- You are within the age band notified for the scheme in the department's current circular.
- Your annual family income is within the ceiling the department has notified; separate rural and urban limits have historically applied, and the figure is revised from time to time, so confirm the current limit at the district office.
- You have a specific income activity in mind and can describe it as a project with a cost.
- You are willing to take a bank loan for the balance of the project cost and to repay it.
You are not eligible if:
- You are a man. The scheme is for women only.
- Another woman in your household has already availed the benefit, the scheme works on one benefit per family.
- Your family income exceeds the notified ceiling.
- You are an existing loan defaulter at the bank, since no bank will sanction the underlying loan and the subsidy cannot travel without it.
- You want a cash grant with no activity, or a loan for consumption, house repair or repayment of old debt. The subsidy attaches to a productive asset or a working-capital need for a trade.
- You live outside Gujarat.
Approval is also constrained by the annual physical target the corporation sets for each district. Meeting the criteria makes an application valid; it does not by itself guarantee sanction in a given year.

How to apply for the Mahila Swavlamban Scheme
- Visit the District Women and Child Development Officer's office in your district and ask for the Mahila Swavlamban application form and the current circular, which states the income ceiling, age band and subsidy ceiling in force.
- Decide your activity and get a written quotation or project cost estimate — machine cost, stock cost, or equipment cost as applicable.
- Fill the application with your personal details, the activity, the total project cost, and the bank branch you propose to borrow from.
- Attach Aadhaar, residence proof, age proof, income certificate, the quotation and your bank passbook copy, and submit the file. Take an acknowledgement with an inward number.
- Approach the bank branch named in your application with the district office's recommendation and apply for the term loan. The bank appraises the project and issues a sanction letter.
- Submit the loan sanction letter back to the district office so that the subsidy can be sanctioned and released to your loan account.
- Start the activity, keep the purchase bills, and cooperate with any physical verification the district office carries out.
Where the department notifies an online form for a given cycle, the same sequence applies with step 4 done on the portal; the bank sanction remains the pivot either way.
How do you check your application status?
Follow up with the District Women and Child Development Officer quoting your inward number and date. Because the case moves between the office and the bank, the two useful questions are always: has the district office recommended the case, and has the bank sanctioned the loan. A case stuck for weeks is almost always waiting at the bank, not at the office.
Why applications fail, and what to do
- Bank declines the loan. Strengthen the project proposal with a realistic cost, a clear market for the product or service, and evidence of your skill or training, then reapply at the same or another branch.
- Income certificate above the ceiling or expired. Obtain a fresh certificate if the figure is genuinely within limits.
- Duplicate benefit in the household. Not curable within this scheme; look at other women's livelihood routes such as self-help group finance.
- Activity not accepted as income-generating. Choose an activity that produces a saleable good or service.
- Target for the district exhausted. Reapply in the next cycle.
