What is Mukhyamantri Udeeyman Khiladi Unnayan Chhatravriti Yojana?

Mukhyamantri Udeeyman Khiladi Unnayan Chhatravriti Yojana, also written as Mukhyamantri Udiyaman/Udayman Khiladi Unnayan Yojana, is a children's sports scholarship run by the Directorate of Sports under the Department of Sports, Government of Uttarakhand. Launched in 2022, the scheme is designed to spot sporting talent early and support it during the years when a child first takes up organised games.

According to the Uttarakhand Sports Department, the scheme pays a monthly scholarship of Rs 1,500 for one year to children aged 8 to 14 years who are selected through a district-level aptitude test. About 3,900 children are chosen across the state each year, and the money is paid by Direct Benefit Transfer so it reaches the family directly.

Mukhyamantri Udeeyman Khiladi Unnayan Chhatravriti Yojana is the junior stage of Uttarakhand's two-part athlete pipeline. Children who benefit from it and keep progressing can later compete for the state's 14-to-23 year scheme, Mukhyamantri Khiladi Protsahan Yojana, which pays Rs 2,000 a month and a sports-kit grant.

Who is eligible for the scheme?

A child can be selected if:

• The child is a permanent resident of Uttarakhand with a domicile certificate.
• The child is aged 8 to 14 years, counted as on 1 July of the selection year.
• The child qualifies the district Physical and Sports Aptitude Test (P-SAT) and places on the merit list.

Selection is organised across six one-year age bands between 8 and 14 years, and each district picks around 150 boys and 150 girls. The route to selection moves up through levels: school, nyaya panchayat or ward, development block and then district, so children from across a district get a chance to be tested.

A child cannot apply / is not eligible if:

• The child is not a permanent resident of Uttarakhand.
• The child is younger than 8 or older than 14 on the cut-off date.
• The child is already being trained at a SAI centre, a State Government sports hostel or a sports college, where board, coaching and stipend are already provided.
• The child does not clear the aptitude test.

Meeting the basic conditions is only the first step. Because places are limited to a fixed number per district, final selection depends on how the child performs in the aptitude test compared with others in the same age band and gender.

What documents are required?

Because the applicant is a minor, the bank account used for DBT is usually a minor's account or a guardian's account correctly linked to the child's Aadhaar.

How to apply for Mukhyamantri Udeeyman Khiladi Unnayan Chhatravriti Yojana

1. Watch for the annual notification from the Uttarakhand Sports Department, usually issued around March-April, which announces the application window and the aptitude-test schedule.
2. Apply online at the Khelo Uttarakhand portal, khelouk.in — register an account, verify the OTP, complete the child's profile and select this scheme; or apply offline by downloading the form and submitting it at your District Sports Office.
3. Attach the domicile certificate, age proof, Aadhaar, bank details and a passport-size photograph.
4. Submit the form and keep the acknowledgement.
5. Take the child to the Physical and Sports Aptitude Test at the venue and date given, usually within the 15 May to 15 June window.

How much benefit does the scheme provide?

The scheme provides a monthly scholarship of Rs 1,500 for one year, which adds up to Rs 18,000 per selected child. The money is credited by Direct Benefit Transfer to the bank account registered at the time of selection. Selected children also receive a sports identity card from the District Sports Officer and access to government sports grounds and stadiums for practice.

The scholarship runs for one year at a time. To continue, a child must be selected again in a later year's aptitude test, so the benefit rewards children who keep improving rather than continuing automatically.

How are children selected?

Selection is through the Physical and Sports Aptitude Test (P-SAT), a set of fitness events reported to include a 30-metre flying run, a standing broad jump, a forward bend and reach, a 6 × 10 metre shuttle run, a medicine-ball put and a 600-metre run. Scores across these events are used to rank children within each of the six age bands, separately for boys and girls, and the top performers in each district make the merit list up to the district's quota of about 150 boys and 150 girls.

How do I check the application and payment status?

Log in to the Khelo Uttarakhand portal with the registered mobile number to see whether the application has been verified and whether the child has been shortlisted or selected. For the offline route, the District Sports Office can confirm the status and the merit-list position. After selection, monthly payments arrive by DBT; if a payment is missing, check that the bank account is active and correctly seeded with the child's Aadhaar.

Common reasons applications are rejected

• Domicile not proved or the certificate in a different name.
• Age outside 8-to-14 on the 1 July cut-off, or age proof not matching the form.
• Child already covered by a SAI centre, sports hostel or sports college.
• Not clearing the aptitude test, which is the main reason given the fixed district quotas.
• Bank account not linked to Aadhaar, which blocks the DBT payment.

Fix these by keeping the domicile and age documents consistent, seeding the bank account with Aadhaar before applying, and preparing the child for the fitness events in advance.
