What is NMSA Reinforced Area Development in Gujarat?

National Mission for Sustainable Agriculture - Reinforced Area Development (NMSA-RAD) is a Centrally Sponsored agriculture scheme implemented in Gujarat by the Agriculture, Farmers Welfare and Co-operation Department through the i-Khedut portal. Reinforced Area Development is the flagship component of the National Mission for Sustainable Agriculture, and it targets rainfed and marginal farming areas, the parts of Gujarat where a single failed monsoon can wipe out a season's income.

The idea behind Reinforced Area Development is that a rainfed farmer should not depend on one crop. Instead of subsidising a single input, the component supports an integrated farming system on the same holding, combining crops, livestock and trees, so that when the crop under-performs, the milch animal, the poultry unit or the horticulture block carries the household.

According to the scheme description carried on the National Scheme portal and the Gujarat scheme directory entry (scheme number 393), NMSA-RAD in Gujarat supports:

• Improved agronomic practices and soil health management.
• Infrastructure for optimising rainwater utilisation; in situ moisture conservation, water harvesting and efficient application.
• Judicious use of agrochemicals, reducing over-application of fertiliser and pesticide.
• Crop diversification away from a single risky crop.
• Integrated farming systems combining crops, livestock and trees on the same farm.

NMSA is a Centrally Sponsored scheme, so its cost is shared between the Government of India and the Government of Gujarat, and it is delivered through the state's annual approved action plan. That is why the components on offer and the assistance rates are not identical every year.

Who is eligible for NMSA-RAD in Gujarat?

You can apply if:

• You are a resident of Gujarat.
• You are an active farmer actually cultivating the land.
• You hold valid land ownership documents, specifically the 7/12 certificate in your own name.
• You have a bank account in your own name for direct benefit transfer.

You cannot apply if:

• You are a tenant farmer or sharecropper without land in your own name. This is the single biggest exclusion under the scheme and it is explicit: only landowners qualify.
• You cannot produce a 7/12 record, or the 7/12 is in a deceased ancestor's name and the mutation has not been done.
• You are not a resident of Gujarat, even if you own land in the state through a relative.

There is no income restriction and no upper or lower land-size condition stated for eligibility, though the components you can usefully claim will depend on your holding and on the annual action plan for your district.

What documents are required for NMSA-RAD?

Get a fresh 7/12 and 8-A from the e-Dhara centre or download them online before you start. An extract more than a few months old is often sent back.

How to apply for NMSA-RAD on i-Khedut

1. Open the i-Khedut portal at ikhedut.gujarat.gov.in.
2. Choose Register as a beneficiary and select the beneficiary type Farmer, entering your Aadhaar, mobile number, district, taluka and village.
3. Log in with the credentials created, then open the Agricultural Schemes section.
4. Find National Mission for Sustainable Agriculture - Reinforced Area Development in the scheme list and click Apply New.
5. Fill the application with your land survey number, area, the component you are claiming, and your bank details, then confirm the application. An unconfirmed application is not treated as filed.
6. Print the confirmed application, sign it, and attach copies of the 7/12, 8-A, Aadhaar and bank passbook.
7. Submit the signed set at your taluka or district agriculture office within the time stated on the printout, and keep the acknowledgement.
8. Wait for pre-approval before making any purchase. Assistance for work or equipment bought before approval is normally not admissible.

How to apply if you cannot use the portal yourself

1. Visit the Gram Panchayat e-Gram / VCE centre in your village, or a Common Service Centre, with your Aadhaar, 7/12 and bank passbook and ask them to file the i-Khedut application for you.
2. Take the printed confirmed application away with you and sign it yourself.
3. Hand the signed application and the document copies to the Gram Sevak or the taluka agriculture office, and take a receiving stamp.

The Village Level Extension Worker (Gram Sevak) and the Taluka Agriculture Officer are the right people to ask which components are open in your district this season.

How much assistance is given?

Assistance under Reinforced Area Development is component-based, not a single fixed amount. The rate applicable to each component is displayed against that component on the i-Khedut scheme page for the relevant season, and it follows the state's approved annual action plan under NMSA. Because the plan is revised annually, a figure quoted in an earlier year should not be assumed to apply now.

The practical rule for a farmer is simple: read the rate shown on the i-Khedut scheme page before applying, and confirm it with the taluka agriculture officer before spending money. Assistance is paid by direct benefit transfer into the Aadhaar-seeded bank account after verification of the work or purchase.

How to check your i-Khedut application status

1. Go to ikhedut.gujarat.gov.in and open the application status option under the applicant's corner.
2. Enter your application number and the year, along with the captcha.
3. The status will show whether the application is pending, pre-approved, verified or paid.
4. If it shows as incomplete, check whether the signed printout actually reached the taluka office. Online confirmation alone does not complete the file.

Why NMSA-RAD applications get rejected

• Application confirmed online but the signed printout never submitted. This is the most common failure on i-Khedut.
• 7/12 not in the applicant's name, typically because mutation after inheritance was never completed.
• Tenant or sharecropper applying — the scheme excludes them.
• Purchase made before pre-approval, which makes the claim inadmissible.
• Bank account not Aadhaar-seeded, so the DBT credit fails.
• Component target exhausted for the district in that season. i-Khedut applications run against district targets, and a valid application can still be kept on hold when the target is full.
• Duplicate application for the same survey number and component in the same year.
