What is the NMEO-OP Harvesting Tools component in Gujarat?

The "Harvesting Tools" component sits under the National Mission on Edible Oils – Oil Palm (NMEO-OP), a centrally sponsored mission of the Government of India, and is implemented in Gujarat by the Department of Agriculture, Farmers Welfare and Co-operation through the Directorate of Horticulture. The component gives an oil palm grower a fixed per-unit subsidy towards the tools and equipment needed to harvest fresh fruit bunches safely and on time.

According to the scheme description carried on the national myScheme repository, the state's objective is stated plainly: increase oil palm production within Gujarat and reduce dependence on imported palm oil. Harvesting is the pinch point in that chain. An oil palm bunch has to be cut at the right ripeness and moved to a mill quickly, and a grower without a proper cutter, chisel or trolley loses both yield and oil quality.

Why harvesting equipment is treated as a separate component

Oil palm is not harvested like a field crop. Bunches sit high on the trunk, they are heavy, and the fruit begins to deteriorate as soon as it is cut. NMEO-OP therefore funds a specific list of items rather than a general machinery grant:

• Cutter: Rs 2,500 per unit
• Wire mesh, Rs 20,000 per unit
• Motorised chisel, Rs 15,000 per unit
• Portable ladder or poles, Rs 5,000 per unit
• Chaff cutter, Rs 50,000 per unit
• Tractor trolley — Rs 2,00,000 per unit

The tractor trolley is the largest single item at Rs 2,00,000 per unit, and it exists because moving bunches from the plot to the collection point within hours is what protects the free fatty acid content of the oil.

Who is eligible for the oil palm harvesting tools subsidy?

You can claim the subsidy if:

• You are a resident of Gujarat.
• You are a farmer with valid land records to 7/12 and 8-A; in your own name.
• You are engaged in oil palm cultivation on that land.
• You are registered as a beneficiary on the iKhedut portal with Aadhaar verification completed.
• You hold a bank account in your own name for the DBT payment.

You are not eligible, and cannot apply, if:

• You have no land record in your own name. A person cultivating on an informal arrangement without documentation cannot file the application.
• You are not a resident of Gujarat, or your land lies outside the state.
• You have already availed the same benefit once. The component is a once-per-account benefit and repeat claims for the same item are rejected.
• You are applying as a trader or equipment dealer rather than a cultivating farmer.

No income ceiling is published for this component. Scheduled Caste, Scheduled Tribe and disabled applicants apply through the same form but attach the relevant certificate so their category is recorded correctly.

What documents are required?

Keep the purchase invoice safe as well. Although it is not part of the upload list at application stage, the department verifies the actual purchase before releasing the per-unit assistance.

How to apply for oil palm harvesting tools on iKhedut

1. Open ikhedut.gujarat.gov.in and click Login at the top right, then choose Beneficiary Registration. Select your beneficiary type: Farmer, Institutional, or Except For the Farmer.
2. Select your District, Taluka and Village, choose your account-holder type, enter your bank account number and name, solve the captcha and click Save and Next.
3. Enter your mobile number and email, click Send OTP, enter the OTP, create and confirm a password, solve the captcha and click Submit. The portal notes that Aadhaar verification OTPs are sent only to the mobile number linked to Aadhaar.
4. Log in again, open Schemes, then Agricultural Schemes, and locate the oil palm harvesting tools component.
5. Click Apply, then Apply New, and complete the application form with your land survey number, area under oil palm and the specific tool you are claiming.
6. Use Update Application to correct anything before finalising, then confirm the application. An unconfirmed application is not treated as filed.
7. Take a printout of the confirmed application and keep it with your land records. The village or taluka agriculture office may ask for it during verification.

How to apply if you do not have internet access

1. Visit your nearest Common Service Centre (CSC) or the village VCE centre with your Aadhaar card, 7/12 and 8-A extracts, and bank passbook.
2. Ask the operator to complete your iKhedut beneficiary registration and then the harvesting tools application.
3. Collect the printed confirmed application before you leave.

You can also ask your Taluka Agriculture Officer or the district horticulture office for help identifying which window is currently open.

How do I check my application status?

1. Log in to ikhedut.gujarat.gov.in with the mobile number and password used at registration.
2. Open the application list and find the confirmed application number for the oil palm component.
3. The status will move through submitted, verified at taluka level, sanctioned, and paid.
4. After sanction, the assistance is credited by DBT to the registered bank account.

Why applications get rejected, and how to avoid it

• Land record not in the applicant's name. Get the 7/12 mutated correctly before applying rather than after.
• Bank name mismatch. The account holder name on the passbook must match the land record and Aadhaar.
• Application not confirmed. Many farmers fill the form and never press confirm. Only confirmed applications enter the queue.
• Duplicate claim. The benefit is once per account. A second claim for the same tool will be filtered out.
• Target exhausted for the district. NMEO-OP components run on annual physical and financial targets. Once a district's target is met, later applications wait for the next year rather than being sanctioned.
• No proof of purchase at verification. Keep the GST invoice from the supplier.

Key dates and how the window works

iKhedut does not keep every component open all year. The portal announces component-wise application windows, and the horticulture and oil palm components open when the department releases the year's targets. Gujarat has also moved to iKhedut 2.0, which makes beneficiary registration compulsory for every applicant before any scheme form can be opened, so complete registration in advance rather than on the day the window opens. Farmers are separately being asked to register on the Farmer Registry at gjfr.agristack.gov.in, which the department says will make future scheme benefits easier to receive.
