What is New Swarnima Yojana for Women?

New Swarnima Yojana for Women is a self-employment loan scheme run by the Gujarat Thakor and Koli Vikas Nigam (GTKVN), a corporation under the Social Justice and Empowerment Department, Government of Gujarat. The scheme is often written locally as "Nyu Swarnima Yojana" and appears on the corporation's own site as the women-only variant of its economic upliftment programmes.

New Swarnima Yojana exists because women from the Thakor and Koli communities living below or near the poverty line rarely clear a commercial bank's underwriting test. They have no margin money, no formal trade record and no credit history. GTKVN removes all three barriers at once: it lends 100% of the approved project cost, it charges a concessional rate fixed by government order rather than a market rate, and it spreads recovery over 60 equal monthly instalments so the monthly outgo stays small.

According to the GTKVN scheme page on sje.gujarat.gov.in, the objective is to enable Thakor and Koli women to reach "self-aware self-employment and economic uplift" through a business or trade of their own choosing. The corporation does not prescribe a fixed list of trades. Tailoring units, beauty parlours, kirana and provision stores, dairy and cattle rearing, papad and masala making, flour mills, mobile vegetable carts and small food stalls are all commonly financed.

GTKVN reported that in 2024-25 it disbursed roughly Rs 85.13 crore across about 7,160 beneficiaries under all its schemes combined, which is a useful signal of how competitive the annual budget is.

Who is eligible for New Swarnima Yojana?

You can take this loan if all of the following are true:

  • You are a woman who is a permanent resident of Gujarat.
  • You belong to the Thakor or Koli community as certified by the competent revenue authority.
  • You are between 21 and 50 years of age on the date of application.
  • Your family's annual income does not exceed Rs 3,00,000 (this ceiling has applied from 1 April 2018).
  • You have practical experience or technical skill in the trade you propose. GTKVN treats this as a real test, not a formality, because the corporation's recovery record depends on the business actually running.
  • You can arrange suitable collateral or surety acceptable to the district office.

You are not eligible and cannot apply if:

  • You are male, New Swarnima is a women-only scheme.
  • You belong to a community outside the Thakor and Koli lists. Other groups are served by the Gujarat Backward Class Development Corporation, the Gujarat Scheduled Caste Development Corporation, the Gujarat Minority Finance and Development Corporation or the Nomadic and Denotified Tribes corporation.
  • Your family income is above Rs 3,00,000 a year.
  • You are under 21 or over 50 on the application date.
  • You are already a defaulter on an earlier GTKVN or national corporation loan. An outstanding overdue account normally blocks a fresh sanction until it is regularised.
  • You cannot produce any collateral or guarantor.

A priority rule sits inside the eligibility band: at least 50% of the total credit disbursed under the scheme must go to families with an annual income of up to Rs 1,50,000. If your family income is in that lower band, say so clearly in the form and attach the supporting income certificate, because it moves your file up the queue.

How much money does New Swarnima Yojana give?

The two official records differ, and it is honest to say so rather than pick one. The GTKVN scheme page on the Social Justice and Empowerment Department site lists a maximum loan limit of Rs 2,00,000. The national myScheme entry for the same GTKVN scheme lists up to Rs 1,00,000. Ceilings under corporation schemes are revised by government resolution, so the safest step is to confirm the current sanctioned limit with the district GTKVN office before you finalise a project cost.

What both sources agree on:

  • Loan coverage is 100% of the approved project or business cost. No margin money is demanded from the beneficiary.
  • Repayment is 60 equal monthly instalments, including interest. A five year term.
  • The interest rate is concessional. The GTKVN page states it is fixed by government from time to time; myScheme records 5% per annum for this scheme.

The money is released to the beneficiary's own bank account, so the account must be live, in the applicant's exact name and correctly seeded with Aadhaar. Where the project involves machinery, the district office may release the amount against verified quotations or in stages.

How to check application status and why applications get rejected

Log in to gtkdconline.gujarat.gov.in and use the application status option with your application number and date of birth. The district office can also tell you which stage the file has reached, scrutiny, field verification, loan committee or sanction.

Common rejection and return reasons, and the fix for each:

  • Caste certificate wording does not match the notified Thakor or Koli entry. Get a fresh certificate from the Mamlatdar with the exact notified name.
  • Income certificate is stale or shows income above Rs 3,00,000. Income certificates are usually accepted only within a recent validity window; get a current one.
  • Age falls outside 21 to 50 on the date of application. There is no relaxation; a rejected file cannot be revived by a later correction.
  • No experience proof for the proposed trade. Attach a training certificate from an ITI, a Rural Self Employment Training Institute, a Kutir Udyog centre or an employer letter.
  • Guarantor not acceptable — insufficient property value or an existing guarantee elsewhere. Substitute a different surety.
  • Bank account name mismatch between Aadhaar, the caste certificate and the passbook. Correct the bank record first; disbursement will otherwise fail.
  • Budget exhausted for the year. This is not a defect in your file. Ask whether the application will be carried into the next financial year's sanction list or must be re-submitted.

Key dates and timing

New Swarnima Yojana has no advertised last date. GTKVN accepts applications through the year, but sanctions are made against the annual budget allocation for the financial year running 1 April to 31 March. Applying in the first half of the financial year materially improves your chance of a sanction in the same year. Where a district advertises a targeted drive with a closing date, that notice appears on the corporation's site and at the district office.

Where to complain if nothing moves

  • GTKVN head office, Gandhinagar: +91 79 23256486.
  • District GTKVN or District Social Welfare Officer, the first stop for a file stuck at scrutiny or verification.
  • Social Justice and Empowerment Department, Block No. 5, 8th Floor, Sachivalaya, Gandhinagar. The administrative department above the corporation.
  • The Gujarat state grievance portal for a written complaint that carries a tracking number.

Applying under New Swarnima Yojana is free. No corporation officer or agent is entitled to a fee for "getting your loan sanctioned", and no one should ask for your portal password or OTP.

Frequently asked questions

Who can apply for New Swarnima Yojana in Gujarat?

Women of the Thakor and Koli communities who live in Gujarat, are between 21 and 50 years of age, and whose family annual income does not exceed Rs 3,00,000 can apply. The applicant must also have practical experience in the trade she proposes and must arrange acceptable collateral or surety.

How much loan does New Swarnima Yojana give?

The GTKVN scheme page lists a maximum loan of Rs 2,00,000, while the national myScheme listing shows Rs 1,00,000 for the Gujarat corporation's version. Confirm the current ceiling with your district GTKVN office before preparing a project cost, because the limit is revised by government order.

Does New Swarnima Yojana cover the full cost of the business?

Yes, New Swarnima Yojana finances 100% of the approved project cost within the sanctioned ceiling, so the beneficiary is not asked to put in a margin contribution of her own.

What is the interest rate and repayment period?

Repayment is fixed at 60 equal monthly instalments, that is five years, including interest. The GTKVN scheme page states the rate is "as determined by government from time to time"; the myScheme listing records 5% per annum. Ask for the rate in writing in the sanction letter.

Is collateral security compulsory?

Yes. GTKVN requires suitable collateral or surety for every New Swarnima loan. A guarantor with immovable property or a salaried government servant as surety is the usual arrangement accepted at district level.

Do poorer families get priority?

Yes. At least 50% of the total credit sanctioned under the scheme is reserved for applicants from families with an annual income of up to Rs 1,50,000, so lower-income applicants are taken first when funds are limited.

Can a man apply under New Swarnima Yojana?

No. New Swarnima Yojana is a women-only scheme. Men of the Thakor and Koli communities should look at the corporation's other self-employment and education loan schemes listed on gtkdconline.gujarat.gov.in.

How do I check the status of my GTKVN application?

Log in to gtkdconline.gujarat.gov.in with the credentials you registered with and open the application status option using your application number and date of birth. The district GTKVN office also records the file stage and can tell you what verification is pending.
