What is the NEW SWARNIMA (Gopalak Nigam) scheme?

NEW SWARNIMA is a concessional term loan for women, delivered in Gujarat by the Gujarat Gopalak Development Corporation: commonly written as Gujarat Gopalak Vikas Nigam, which works under the Social Justice and Empowerment Department, Government of Gujarat. The corporation acts as the state channelising agency for the National Backward Classes Finance and Development Corporation (NBCFDC), and NEW SWARNIMA is one of the NBCFDC schemes it passes on to its own community of beneficiaries.

The Gopalak communities the corporation serves are the pastoral Rabari and Bharwad groups, classified as Socially and Educationally Backward Class in Gujarat. Their traditional livelihood is livestock rearing, and household income sits close to the poverty line for many families. Women in these households rarely have collateral or savings, so an ordinary bank term loan is out of reach. NEW SWARNIMA is built for exactly that gap.

Key features

  • Term loan of up to Rs 2,00,000 per woman beneficiary.
  • Interest at 5 per cent per annum to the borrower. NBCFDC lends to the channelising agency at 2 per cent.
  • No beneficiary contribution required for projects up to Rs 2,00,000.
  • Repayment in quarterly instalments over a maximum of eight years, inclusive of a six-month moratorium on principal.
  • NBCFDC funds 95 per cent of the loan; the channelising agency contributes the remaining 5 per cent.
  • Purpose is self-employment — a trade, small enterprise or income-generating activity.

The Gujarat Gopalak Development Corporation's office is at Block No. 7, 3rd Floor, Dr Jivraj Mehta Bhavan, Gandhinagar, and its online application portal is ggdconline.gujarat.gov.in.

Who is eligible for NEW SWARNIMA in Gujarat?

You can apply if:

  • You are a woman, and a permanent resident of Gujarat.
  • You belong to the Rabari or Bharwad (Gopalak) community, recognised as Socially and Educationally Backward Class.
  • Your annual family income is within the ceiling the corporation notifies. NBCFDC's New Swarnima criterion is a family income of up to Rs 3,00,000 a year; the Gujarat Gopalak Development Corporation publishes an annual income limit of Rs 5,00,000 across its schemes, so confirm the applicable figure on the portal for the year you apply.
  • You intend to start or expand a self-employment activity, and can describe it.
  • You can open or already hold a bank account in your own name.

You cannot apply, or are not eligible, if:

  • You are male. NEW SWARNIMA is a women-only scheme; men of the same communities use the corporation's general direct-financing scheme instead.
  • You are not from the Gopalak communities served by this corporation. Other backward-class women in Gujarat are served through the corresponding corporations for their communities.
  • You are not a permanent resident of Gujarat.
  • Family income is above the notified ceiling.
  • Another member of your family has already been sanctioned under the same scheme. The corporation allows only one beneficiary per family per scheme.
  • You are a defaulter on an earlier loan from the corporation or from NBCFDC funds.

Age is applied as a working-age condition, with 21 to 45 years commonly cited for NEW SWARNIMA applicants in Gujarat. The corporation has not published this range on its own portal, so treat it as indicative and confirm at the district office.

How to apply for NEW SWARNIMA

  1. Open the Gujarat Gopalak Development Corporation portal at ggdconline.gujarat.gov.in during the notified application window.
  2. Register with your own mobile number and keep that number active. The corporation warns that all further communication goes to it.
  3. Sign in and open the direct financing or NEW SWARNIMA application form.
  4. Fill in your personal details, community, family income, address and the self-employment activity you intend to run, with its estimated cost.
  5. Enter your bank account number and IFSC exactly as printed in the passbook.
  6. Upload your photograph and all documents before confirming the application. The portal states that documents must be uploaded ahead of confirmation; an application confirmed without them stays incomplete.
  7. Submit and save the application number shown on the confirmation screen.
  8. Produce originals for verification at the district office when the corporation calls you, and complete the loan documentation for disbursement.

How to check your application status

  1. Return to ggdconline.gujarat.gov.in and use the Know Application Number facility if you have lost the reference.
  2. Sign in with your registered mobile number to view the current stage of the application.
  3. If the status has not changed for several weeks, call the corporation helpline on 079-23256494 during working hours with the application number.

When is the application window?

Gujarat Gopalak Development Corporation runs its direct financing schemes on a fixed annual window, not all year. For 2026 the portal accepted applications from 11 June 2026 to 10 July 2026, 11:59 pm, and the corporation stated plainly that no offline applications would be accepted once the portal closed. Its education loan scheme, by contrast, is open all 365 days.

That single fact decides most outcomes here. A woman who prepares her caste, income and domicile certificates in April is in a position to apply; one who starts collecting them in July has missed the year.

How much does the loan cost to repay?

At 5 per cent per annum on a loan of up to Rs 2,00,000, repaid in quarterly instalments across a maximum of eight years with a six-month moratorium on principal, NEW SWARNIMA is among the cheapest formal credit available to a self-employed woman in Gujarat. Two practical points follow.

First, interest accrues during the moratorium even though principal recovery has not started, so the moratorium is breathing space, not free money. Second, the corporation reports repayment behaviour, and default blocks both further loans from the corporation and applications by other family members.

For comparison, the Gujarat Gopalak Development Corporation's general direct financing carries 5 per cent for men and 4 per cent for women, and its education scheme charges 4 per cent for male students and 3.5 per cent for female students, against an annual income limit of Rs 5,00,000 across schemes.

Why NEW SWARNIMA applications get rejected

  • Applied after the window closed. The most common reason, and one that cannot be fixed except by waiting a year.
  • Caste certificate not for a community served by this corporation.
  • Income certificate above the ceiling or expired.
  • A family member already sanctioned under the same scheme.
  • Documents not uploaded before confirming the online application.
  • Bank account not in the applicant's own name, which blocks disbursement.
  • Existing default on a corporation or NBCFDC-funded loan.
  • No credible self-employment activity described, so the loan cannot be appraised.

Frequently asked questions

How much loan does NEW SWARNIMA give and at what interest rate?

NEW SWARNIMA provides a term loan of up to Rs 2,00,000 per woman beneficiary at 5 per cent per annum. The scheme originates with the National Backward Classes Finance and Development Corporation, which lends to its state channelising agency at 2 per cent and allows a 5 per cent rate to the borrower.

Who can take a NEW SWARNIMA loan in Gujarat?

Women of the Gopalak communities — Rabari and Bharwad — who are permanent residents of Gujarat and are starting or running a self-employment activity. The scheme is administered in the state by the Gujarat Gopalak Development Corporation under the Social Justice and Empowerment Department.

Do I have to put in my own money?

No. NBCFDC's New Swarnima design requires no beneficiary contribution for projects costing up to Rs 2,00,000, which is the scheme's main attraction for women who have no savings to offer as margin money.

How long do I get to repay?

NBCFDC allows repayment in quarterly instalments over a maximum of eight years, which includes a moratorium of six months before principal recovery begins. Interest still accrues during the moratorium, so start setting money aside from the first month of trading.

When can I apply?

The Gujarat Gopalak Development Corporation opens a fixed direct-financing window each year on ggdconline.gujarat.gov.in. In 2026 the window ran from 11 June to 10 July, and the corporation stated that no offline applications would be accepted after the portal closed.

Can two people from the same family apply?

No. The Gujarat Gopalak Development Corporation applies a rule that only one member of a family qualifies per scheme, so a second application from the same household is set aside.

What is the difference between NEW SWARNIMA and the corporation's other loans?

NEW SWARNIMA is the women-only NBCFDC term loan at 5 per cent, capped at Rs 2,00,000 with no margin money. The corporation separately runs a general direct-financing scheme and an education loan of up to Rs 15,00,000 under Navi Aakanksha Uchch Shaikshnik Yojana, which is open all 365 days.

Who do I contact if my application is not moving?

Call the Gujarat Gopalak Development Corporation helpline on 079-23256494 on government working days, between 10:30 am and 2:00 pm or 2:30 pm and 6:10 pm. Keep the application number from the online portal ready.
