What is the Parivahan Scheme?

Parivahan Scheme is a self-employment vehicle loan run by the Gujarat Backward Class Development Corporation (GBCDC), a corporation under the Social Justice and Empowerment Department, Government of Gujarat. GBCDC has operated since 1997-98 and acts as the state channelising agency for the National Backward Classes Finance and Development Corporation.

Parivahan Scheme, whose name simply means transport, addresses one of the most common self-employment routes in Gujarat's towns and highway corridors: buying an auto-rickshaw or a small goods-loading vehicle and earning from it. The corporation lends up to Rs 2,00,000 for the purchase, so that an unemployed person from a Socially and Educationally Backward Class does not have to borrow from an informal lender at punitive rates to get on the road.

Key features

  • Loan of up to Rs 2,00,000 for a transport vehicle.
  • Covers auto-rickshaws and loading vehicles used commercially.
  • Restricted to SEBC applicants who are currently unemployed.
  • Income ceiling of Rs 3,00,000 a year, individual and family.
  • A valid driving licence for the vehicle class is compulsory.
  • Applied for online at gbcdconline.gujarat.gov.in.

GBCDC's wider portfolio includes education loans, self-employment loans for small business and animal husbandry, micro-finance, women's development lending and a separate interest-subsidy scheme for bank-financed loans. Parivahan is the direct-finance option for transport specifically.

Who is eligible for the Parivahan Scheme?

You can apply if:

  • You belong to a Socially and Educationally Backward Class (SEBC) notified by the Government of Gujarat and hold a caste certificate saying so.
  • You are a resident of Gujarat.
  • You are an adult. The corporation's loan schemes are for adults with the legal capacity to contract, and your age is verified from a birth certificate or school leaving certificate.
  • You are unemployed and intend to earn a living from the vehicle.
  • Your individual and family annual income is up to Rs 3,00,000.
  • You hold a valid driving licence for the class of vehicle you intend to buy.
  • You have a bank account in your own name.

Both men and women are eligible, and there is no minimum education requirement, a person who never finished school can apply as long as the licence and caste conditions are met.

You cannot apply; or will be found not eligible; if:

  • You are not from an SEBC caste. Scheduled Caste applicants are served by the Gujarat Scheduled Caste Development Corporation, and Rabari and Bharwad applicants by Gujarat Gopalak Vikas Nigam; those are separate corporations with separate portals.
  • Your income exceeds Rs 3,00,000 a year.
  • You do not hold a driving licence valid for the vehicle you want to buy.
  • You are already employed in regular salaried work. The scheme is for the unemployed.
  • You or your family have an outstanding loan or overdue instalment with GBCDC. The corporation states on its portal that applicants with dues should not apply.
  • You submit more than one application for the same scheme.
  • You apply after the window has closed or after the annual target for applications has been filled.

How much does the Parivahan Scheme pay and how is it repaid?

Parivahan Scheme sanctions a loan of up to Rs 2,00,000 against the cost of the vehicle. It is a loan, not a grant: the amount is repaid to GBCDC in instalments, and the corporation runs an online instalment payment facility on the same portal so borrowers do not have to travel to Gandhinagar.

Readers often confuse Parivahan with GBCDC's interest-subsidy scheme, under which the corporation pays part of the interest on a vehicle loan taken from a bank. According to the GBCDC portal, that subsidy is capped at Rs 1,20,000 a year or 6% of the loan amount, whichever is lower. If your vehicle is being financed by a bank rather than by GBCDC directly, the interest-subsidy route: not Parivahan: is the one to look at.

How to apply for the Parivahan Scheme online

  1. Open gbcdconline.gujarat.gov.in and check the notice board to confirm the Parivahan Scheme window is open.
  2. Click Apply Online. New users complete a registration with personal details and verify the OTP sent to their own active mobile number — GBCDC insists the number belong to the applicant, because all updates go there.
  3. Log in with your credentials and select Parivahan Scheme from the list of available schemes.
  4. Fill the application form: personal details, address, caste and income details, the loan amount sought, vehicle details and bank account details.
  5. Upload your photograph and the required documents: caste certificate, income certificate, birth and school leaving certificates and driving licence.
  6. Use the preview option to check every entry, then press Confirm Application. An unconfirmed application is not treated as submitted.
  7. Note down the Application ID / reference number on the acknowledgement and print or save the confirmed application.
  8. Appear for document verification at the district GBCDC office when called, carrying all originals.

How to get help applying offline

  1. Visit the GBCDC office at Block 11, Dr Jivraj Mehta Bhavan, Gandhinagar 382010, or your district social welfare office.
  2. Ask staff to help you complete the online application; GBCDC processes applications through the portal, so the office visit is for assistance, document verification and queries rather than a paper alternative.
  3. Carry originals of the caste certificate, income certificate, driving licence and bank passbook so verification can finish in a single visit.

How do I check my Parivahan Scheme application status?

Log in to gbcdconline.gujarat.gov.in with the mobile number and password you registered, and open the application status page using your Application ID. The portal shows whether the file is submitted, under scrutiny, verified, sanctioned or rejected. If the status has not changed for several weeks, call 079-23257559 during office hours to 10:30 am to 2:00 pm and 3:00 pm to 6:00 pm on government working days, with the Application ID in hand. GBCDC's head office can also be reached on 079-23257555 and its extensions.

Why Parivahan Scheme applications get rejected

  • The application was never confirmed. Filling the form and uploading documents is not enough; the Confirm Application step is what submits it.
  • Driving licence missing, expired, or for the wrong vehicle class. This is the eligibility condition unique to Parivahan and the one most often failed.
  • Caste certificate not an SEBC certificate, or issued by an authority the corporation does not accept.
  • Income above Rs 3,00,000, or an income certificate that is old or issued for an unrelated purpose.
  • Existing GBCDC dues in the applicant's or the family's name.
  • Poor-quality uploads that cannot be read at verification.
  • Applying after the target is reached. GBCDC accepts applications subject to a target-based limit, so a late application can be shut out even inside a nominal window.

Each of these is fixable. Get a fresh certificate or renew the licence, and re-apply when the portal reopens.

When can I apply for the Parivahan Scheme?

GBCDC opens its online schemes in dated windows announced on gbcdconline.gujarat.gov.in, and the corporation notes that intake is subject to target-based application limits. There is no permanent open-all-year window for direct-finance schemes such as Parivahan. Register on the portal early, keep your caste and income certificates current, and watch the notice board so you can apply on the first day rather than the last.

Where do I complain about a Parivahan Scheme problem?

  • GBCDC helpline: 079-23257559 (10:30 am to 2:00 pm and 3:00 pm to 6:00 pm on government working days).
  • Head office: Managing Director, Gujarat Backward Class Development Corporation, Block 11, Dr Jivraj Mehta Bhavan, Gandhinagar 382010 to 079-23257555 and extensions 7556 to 7561.
  • Parent department: Social Justice and Empowerment Department, Block 5, 8th Floor, Sachivalaya, Gandhinagar; sje.gujarat.gov.in.

Applying is free. Do not pay any agent who promises a sanction, and never share the OTP sent to your registered mobile number.

Frequently asked questions

How much loan does the GBCDC Parivahan Scheme give?

Parivahan Scheme lends up to Rs 2,00,000 to buy a transport vehicle such as an auto-rickshaw or a goods-loading vehicle. The exact sanction depends on the vehicle cost and the corporation's appraisal.

Who is eligible for the Parivahan Scheme in Gujarat?

Unemployed applicants from a Socially and Educationally Backward Class with individual and family income up to Rs 3,00,000 a year and a valid driving licence for the vehicle they plan to buy are eligible. There is no minimum education requirement and both men and women can apply.

Do I need a driving licence to apply for the Parivahan Scheme?

Yes. A valid driving licence for the class of vehicle you intend to purchase is a mandatory eligibility condition, not just a document. An application without a matching licence is rejected.

Where do I apply for the GBCDC Parivahan Scheme?

Apply online at gbcdconline.gujarat.gov.in. Register with your own mobile number, verify the OTP, select Parivahan Scheme, fill the form, upload documents and confirm the application to get an Application ID.

Can I apply if I already have a GBCDC loan running?

No. The corporation's portal notice states that applicants with an existing loan or outstanding dues with GBCDC should not apply. Clear the earlier account first.

What is the GBCDC helpline number?

Call 079-23257559 on government working days, between 10:30 am and 2:00 pm and again from 3:00 pm to 6:00 pm. The head office is at Block 11, Dr Jivraj Mehta Bhavan, Gandhinagar 382010.

Is the Parivahan Scheme a subsidy or a loan?

Parivahan Scheme is a loan that must be repaid, not a grant. GBCDC separately runs an interest-subsidy scheme for bank-financed vehicle loans, where the annual subsidy is capped at Rs 1,20,000 or 6% of the loan, whichever is lower — that is a different scheme.

Is there a fee to apply for the Parivahan Scheme?

No. Applying on gbcdconline.gujarat.gov.in is free. No agent can obtain a sanction for you and no officer will ask for your OTP or a processing payment.
