What is the Passenger Vehicle/Loading Vehicle Loan Scheme?
Passenger Vehicle/Loading Vehicle Loan Scheme is a self-employment credit scheme of the Social Justice and Empowerment Department, Government of Gujarat, delivered through Dr. Ambedkar Antyodaya Vikas Nigam (Scheduled Castes). The corporation, still widely referred to by its older name Gujarat Anusuchit Jati Vikas Nigam, was first constituted in 1975 and became a statutory corporation in August 1996 under the Gujarat Scheduled Caste Development Corporation Act, 1985.
The scheme finances the purchase of a vehicle that the borrower will drive as a livelihood, either carrying passengers or carrying goods. Because the loan is priced at 4% simple interest instead of a commercial rate, the monthly outgo on a three-wheeler or a small four-wheeler falls to a level an owner-driver can service out of daily earnings.
According to daadconline.gujarat.gov.in, the corporation's online lending system currently advertises five loan lines. The two that matter here are the Passenger Vehicle/Loading Vehicle (Three Wheeler) scheme, lending up to Rs 3,00,000, and the Passenger Vehicle/Loading Vehicle (Four Wheeler) scheme, lending up to Rs 15,00,000. Both carry 4% interest. The remaining three lines on the same portal are the Mahila Samruddhi Yojana for women (up to Rs 50,000), and two self-employment loans of up to Rs 2,00,000 and up to Rs 5,00,000 respectively, all also at 4%.
Who is eligible for the DAADC vehicle loan?
The corporation publishes its conditions directly on the application portal, and they are checked at the district office before disbursement.
You can apply if:
- You are a native of Gujarat and belong to a Scheduled Caste falling within the Antyodaya group.
- You are unemployed at the time of applying.
- Your family's annual income does not exceed Rs 3,00,000.
- You are at least 18 years old on the date of the advertisement.
- You hold a valid driving licence for the class of vehicle you want financed, again as on the date of the advertisement.
- Neither you nor any dependent family member has an outstanding loan from this corporation or from any other government scheme. A previous loan is acceptable only if it has been repaid in full.
You cannot apply if:
- You are a safai kamdar or the dependant of a safai kamdar. That group is served by the Gujarat Safai Kamdar Vikas Nigam, a separate corporation under the same department, and the DAADC advertisement excludes them explicitly.
- You do not belong to a Scheduled Caste. General, OBC and Scheduled Tribe applicants are not eligible here; the Gujarat Adijati Vikas Corporation and the unreserved-class corporation run their own vehicle schemes.
- Your family income is above Rs 3,00,000 a year.
- You or a dependent family member is serving in a government or semi-government office.
- You do not yet hold the driving licence. Applying first and obtaining the licence later does not work, because the licence is tested as on the advertisement date.

The three-wheeler line covers auto-rickshaws and small loading tempos. The four-wheeler line covers passenger taxis, vans and light goods vehicles; the corporation's published beneficiary lists include categories such as four-wheeler passenger Ecco taxi vans, which shows the kind of vehicle actually financed in past rounds.
On security, the corporation's own FAQ sets out a graded guarantee requirement for its lending. Loans up to Rs 30,000 need no guarantor. From Rs 30,001 to Rs 1,00,000 the borrower must provide one of the following: a serving government or semi-government employee as surety, a person owning immovable property worth one-and-a-half times the loan with a charge registered against it, or the borrower's own immovable property of one-and-a-half times the loan value with a charge registered. Five post-dated cheques are also taken. Larger loans attract heavier security, so a four-wheeler loan will normally involve a registered mortgage.
The loan documents executed are a promissory note (vachan chitthi), a loan agreement, an undertaking (bahendhari patrak) and the mortgage deed.
How to apply for the Passenger Vehicle/Loading Vehicle Loan Scheme
- Open the corporation's online lending system at daadconline.gujarat.gov.in and read the eligibility box on the home page, which also carries the closing date for the current round.
- Click Apply Online, then pick your scheme line — Passenger Vahan/Malvahak Vahan (Three Wheeler) or Passenger Vahan/Malvahak Vahan (Four Wheeler). Each line has its own "How To Apply" PDF and its own "Apply Now" link.
- Fill the application form with your personal details, caste, family income, driving licence number and the vehicle you intend to buy.
- Use Upload Photo to add your photograph and signature, and Upload Document to attach the Aadhaar card, caste certificate, income certificate, ration card, driving licence, the licence abstract, your age proof and the first page of your bank passbook.
- Open Confirm Application and confirm the submission. An unconfirmed application is not taken forward.
- Use Print Application to take a printout and keep the copy with you, as the portal instructs. The district manager will ask for it.
- Track progress later using Know App Status on the same portal.
How to apply offline or get help at the district office
- Visit the district office of the corporation. Every district has a District Manager (Jilla Manager), for example at Bahumali Bhavan, Block A, Second Floor, Lal Darwaja, Ahmedabad (079-25508837), Bahumali Bhavan Block C/3, Room 310, Amreli (02792-223292), and Dhundhiyavadi, Palanpur, Banaskantha (02742-253108).
- Ask the District Manager for help completing the online form, and hand over attested copies of the documents listed above.
- Collect an acknowledgement so you have a record of the date of submission.
How do I check my application status and what happens next?
Applications are received online, verified by the District Manager, and then placed for selection. Where applications exceed the sanctioned target for a district, the corporation has historically used a computerised draw; its published beneficiary lists for earlier rounds, including a Maruti Suzuki Ecco and passenger four-wheeler draw, are still available in the Beneficiaries section of the corporation's website.
The corporation's own FAQ tells applicants exactly whom to approach at each stage. Questions about what happened to a submitted application, whether it has been sanctioned, and why it was rejected all go to the District Manager at the district office. Questions about when disbursement will happen go to the District Manager or to the Manager (Planning) at head office. If an application has been rejected and you believe there is a sound reason to reconsider it, the representation goes to the General Manager at the head office.
Why applications get rejected
- Income above Rs 3,00,000 on the income certificate.
- No valid driving licence on the date of the advertisement, or a licence for a different class of vehicle than the one being financed.
- A government or semi-government job held by the applicant or a dependent family member.
- An earlier corporation or government loan still outstanding.
- Safai kamdar status, which routes the applicant to a different corporation.
- Application not confirmed on the portal before the closing time, or documents not uploaded.
Each of these is checked against a document, so the fix is almost always to obtain the correct certificate. A fresh income certificate, an RTO abstract of the licence, or a no-dues confirmation for the earlier loan, and apply in the next round.
Key dates
Applications are invited in rounds. The round advertised on the portal at the time of writing closes at 24:00 hrs on 14 August 2026. Because the corporation tests age and driving-licence validity "as on the date of the advertisement", the advertisement date matters as much as the closing date.
