What is the PMMSY Small RAS Culture System component in Gujarat?

Pradhan Mantri Matsya Sampada Yojana (PMMSY) is the Government of India's flagship fisheries programme, and the Establishment of Small RAS Culture System is one of its inland components as implemented in Gujarat by the Agriculture, Farmers Welfare and Co-operation Department through the Commissioner of Fisheries. The component gives capital subsidy to set up a Recirculating Aquaculture System (RAS) unit with one tank of minimum 100 cubic metres and a capacity of 10 tonnes per crop.

A Recirculating Aquaculture System keeps fish in engineered tanks and filters and reuses the same water instead of exchanging it continuously with a pond or a river. That matters in Gujarat because, as the scheme description puts it, RAS and biofloc methods let a farmer produce far more fish on less land and with less water than open pond culture. In a state where fresh water is the binding constraint on inland aquaculture, a tank-based system is a way to add production without adding a water body.

Funding is shared: 60 per cent from the Government of India and 40 per cent from the Government of Gujarat, released to the beneficiary as subsidy after the unit is set up and verified.

Who is eligible for the Small RAS subsidy?

You can apply if:

• You are an individual, society, self-help group, association, reservoir lease holder or private unit engaged in inland fisheries activities.
• You are above 18 years of age.
• You hold a bank account in your own name, the subsidy is credited to it.
• You have your own private land, or a lease agreement of at least 10 years for the land, to claim construction-related assistance. Where the land is co-owned, the consent form of every co-owner must be submitted.
• You hold a Voter ID, ration card, Aadhaar card or passport as identity proof.

All categories, General, women, Scheduled Caste and Scheduled Tribe: can take benefits under the inland components. SC and ST beneficiaries must produce a valid caste certificate to claim at the higher rate.

You are not eligible if:

• You are under 18.
• You have neither owned land nor a 10-year lease for the site. A short tenancy or an informal arrangement will not support construction assistance.
• You cannot obtain co-owner consent on jointly held land.
• You have already claimed this component once. The Small RAS benefit is a once-in-a-lifetime entitlement per beneficiary.
• You want to build a tank smaller than the 100 cubic metre, 10 tonne per crop specification, which falls outside the component.
• You want the higher 60 per cent rate but cannot produce an SC or ST certificate and are not applying as a woman beneficiary.

How much money will I get?

The unit cost fixed for the component is Rs 7,50,000 per unit for one tank of minimum 100 cubic metres with 10 tonnes per crop capacity.

Two points are worth stating precisely. First, assistance is capped by the lower of the two calculations. You cannot claim on a unit cost higher than Rs 7,50,000 even if you spend more, and if your actual expenditure is lower the subsidy falls with it. Second, the published wording of the higher-rate entry reads "60% of the unit cost or 40% of the actual cost, whichever is less", and that mixed phrasing should be checked against the current-year guideline issued by the Commissioner of Fisheries before you commit money, because the effective ceiling for a woman or SC or ST applicant depends on which of the two limbs binds in your case.

The benefit can be claimed once in a lifetime for this component.

How to apply for the Small RAS subsidy on iKhedut

Applications are filed online on the iKhedut portal, the Gujarat agriculture department's single window for scheme applications. Register first, then apply.

1. Open ikhedut.gujarat.gov.in and click Login at the top right, then choose Beneficiary Registration.
2. Select your beneficiary type; Farmer, Institutional, or Except For the Farmer. Societies, SHGs and private units use the Institutional or Except For the Farmer options.
3. Fill the registration details — company name and address for institutional applicants, then district, taluka and village, the type of account holder you are, your bank account number and account name, and the captcha. Click Save and Next.
4. Verify your contact details: enter your mobile number and email, click Send OTP, key in the OTP received, set and confirm a password, solve the captcha and click Submit. Registration is now complete.
5. Log in with your new credentials, then from the home page open Schemes and choose the relevant scheme group for fisheries components.
6. Select the Establishment of Small RAS component and click Apply, then Apply New to open a fresh application.
7. Complete the form and upload documents, identity proof, bank details, land ownership papers or the 10-year lease, co-owner consent if applicable, and the SC or ST certificate if you are claiming the higher rate.
8. Use Update Application to correct anything before you finalise, then confirm the application. An unconfirmed application is not treated as submitted.
9. Print the confirmed application and keep it. Districts often ask for a signed printout with document copies at the office of the concerned fisheries official.

When can I apply?

iKhedut does not keep every component open continuously. The portal opens scheme components in defined application windows, usually announced for a financial year and often closing once the target for the district is filled. No single fixed annual date is published for this component, so the practical advice is to check ikhedut.gujarat.gov.in periodically and to speak to your district fisheries office about when the inland components are expected to open.

Because the subsidy is capital assistance for construction, most districts expect the unit to be built to specification and physically verified before the money is released. Plan the cash flow on the assumption that you fund the construction first and receive the subsidy after verification.

How to check your application status

Log in to iKhedut with the mobile number and password you registered, and open the application list under your beneficiary profile. The confirmed application number printed on your acknowledgement is the reference to quote in any query. For anything the portal does not answer, iKhedut publishes a public contacts page listing district and taluka level officers at ikhedut.gujarat.gov.in/Public/frm_Public_Contacts.aspx, and the fisheries components are administered through the office of the Commissioner of Fisheries under the Agriculture, Farmers Welfare and Co-operation Department.

Why applications get rejected

• Application saved but never confirmed. A draft on iKhedut is not an application. Confirm it and take the printout.
• Bank account not in the applicant's own name, or account details that do not match the name on the identity document.
• Land documents that do not cover the construction site, or a lease shorter than 10 years.
• Missing co-owner consent on jointly held land, a common failure where land is held by siblings.
• No caste certificate attached where the 60 per cent rate is claimed as SC or ST.
• Repeat claim by a beneficiary who has already taken the Small RAS benefit.
• Tank specification below the norm; under 100 cubic metres, or a design that cannot demonstrate 10 tonnes per crop.

Is this scheme worth it for a small operator?

RAS is capital-intensive and technically demanding, pumps, biofilters, aeration and continuous power are all part of the system, and a failure of the filtration or the power supply can cost a whole crop. The subsidy covers a substantial share of the build, but the operating discipline is the applicant's own. Anyone considering an application should visit a working RAS unit and talk to the district fisheries office about water quality management and running costs before filing on iKhedut, because the once-in-a-lifetime rule means there is no second subsidised attempt.
