What is Satfera Samuhlagna Yojana?

Satfera Samuhlagna Yojana is a financial assistance scheme of the Directorate of Developing Castes Welfare, which sits under the Social Justice and Empowerment Department of the Government of Gujarat. The Directorate lists it under its economic advancement group of schemes with the internal scheme number BCK-125. The Gujarati name of the scheme, Saat Fera Samuh Lagna Sahay, refers to the seven circles taken around the sacred fire in a Hindu wedding, and the scheme is widely searched under that transliteration.

Satfera Samuhlagna Yojana exists to cut the cost of marriage for families from Socially and Educationally Backward Classes and Other Backward Classes. Wedding expenditure is one of the largest single reasons that low-income households in Gujarat take informal loans. By paying a fixed amount to the bride and a smaller per-couple grant to the institution that runs the ceremony, the state encourages families to marry their daughters in a shared community event rather than fund a separate ceremony of their own.

Who is eligible for Satfera Samuhlagna Yojana?

You can claim assistance if:

• The bride and groom are permanent residents of Gujarat.
• The couple belongs to a notified Socially and Educationally Backward Class or Other Backward Class in Gujarat.
• The family's annual income is Rs 6,00,000 or less.
• The marriage takes place in a group marriage ceremony of at least 10 couples organised by a registered institution, trust or community body.
• The bride has completed 18 years and the groom 21 years, the legal minimum ages for marriage in India.
• The marriage is registered under the Gujarat Registration of Marriages Act.

You are not eligible and cannot apply if:

• Neither partner belongs to a Socially and Educationally Backward Class or an Other Backward Class notified by the Gujarat government. Scheduled Caste and Scheduled Tribe couples are covered by separate schemes of their own directorates, not by BCK-125.
• The family's annual income exceeds Rs 6,00,000.
• The marriage was solemnised individually, or in a ceremony where fewer than 10 couples were married.
• The bride is below 18 or the groom below 21 at the time of marriage.
• The marriage cannot be evidenced by a registration certificate.

The organising institution is separately assessed. A body claiming the Rs 3,000 per-couple grant must be a registered institution and must produce the full list of couples married at the event.

What documents are required for Satfera Samuhlagna Yojana?

How to apply for Satfera Samuhlagna Yojana

1. Register on the e-Samaj Kalyan portal at esamajkalyan.gujarat.gov.in by creating a citizen account with your mobile number and Aadhaar.
2. Sign in and select the Developing Castes Welfare directorate, then choose the Satfera Samuhlagna group marriage assistance scheme from the scheme list.
3. Fill in the application form with the details of the bride, the groom, the family's annual income, the date of the group marriage and the name of the organising institution.
4. Upload scanned copies of the caste certificate, income certificate, Aadhaar cards, marriage registration certificate, age proof and the bride's bank passbook.
5. Submit the application and note the acknowledgement number shown on screen.
6. Take the printed application, if the portal asks for it, along with the original documents to the District Developing Castes Welfare Officer for verification.
7. Track the application status by signing back into e-Samaj Kalyan and opening your application history.

Applicants without internet access can complete the same process offline at the District Developing Castes Welfare Officer's office. Carry a self-attested set of all the documents listed above and ask for a dated receipt when you hand the file in.

How much benefit does Satfera Samuhlagna Yojana pay?

Satfera Samuhlagna Yojana pays two distinct amounts.

• Rs 12,000 per couple goes to the bride, by Direct Benefit Transfer into her own bank account. This is the household benefit and is not routed through the organiser.
• Rs 3,000 per couple goes to the institution that organises the ceremony, to offset the cost of the venue, catering and arrangements. This organiser grant is capped at Rs 75,000 for one event, which means the ceiling is reached at 25 couples.

Payment follows verification. The District Developing Castes Welfare Officer confirms the caste, income, age and marriage documents before the transfer is released, so the money reaches the bride's account after the wedding rather than before it.

What has the scheme spent so far?

The Directorate of Developing Castes Welfare published detailed 2018-19 figures for the scheme. In the Socially and Educationally Backward Class stream, against a budget provision of Rs 3.25 crore, grants of Rs 5.29 crore were released and fully spent, assisting 4,409 couples. In the Other Backward Class stream, against a provision of Rs 75 lakh, Rs 97.04 lakh was released and spent, assisting 809 couples. In both streams the released grant exceeded the original provision, which indicates that the state added funds during the year to meet demand.

Why Satfera Samuhlagna applications get rejected

• Fewer than 10 couples at the ceremony. This is the single hardest condition and it is checked against the organiser's couple list.
• Income above Rs 6,00,000, or an income certificate that is out of date.
• Caste certificate mismatch, most often a certificate for a caste that is not on the Gujarat SEBC or OBC list.
• Marriage not registered, so there is no acceptable proof of solemnisation.
• Bank account problems, such as an account that is not in the bride's own name or is not Aadhaar-seeded, which causes the Direct Benefit Transfer to fail.
• Under-age marriage, which disqualifies the claim outright.

Most of these can be fixed before you apply. Get the marriage registered first, obtain a fresh income certificate, and open the bride's bank account and seed it with Aadhaar well ahead of the ceremony date.

Application and processing under the scheme are free. No fee is payable to any officer or agent to have a group marriage claim accepted, and no organiser is entitled to deduct a share of the bride's Rs 12,000, which the state pays directly into her account.
