What is the Sustenance Allowance for startups in Gujarat?

Sustenance Allowance is a component of the Scheme for Assistance for Start Ups/Innovation, the umbrella startup programme of the Industries and Mines Department, Government of Gujarat, run through the Startup Cell of the Industries Commissionerate.

The component answers one specific question that stops a great many people from starting up: how do I pay rent and buy groceries for the year I spend building this? Seed money buys components and pays consultants, but it does not feed the founder. Sustenance Allowance is the monthly stipend that fills that gap so a founder can leave a job, or turn down one, and work full time on the venture.

According to the scheme details published for the Gujarat Industrial Policy 2020 version, the allowance is Rs 20,000 per month per approved startup for one year, up to Rs 2,40,000. Where the startup has at least one woman founder, the rate rises to Rs 25,000 per month, up to Rs 3,00,000 for the year. That differential is deliberate policy, intended to raise the number of woman-led ventures coming out of Gujarat's incubators.

How much is paid and for how long?

Three points matter about how this is paid.

It is time-limited. The allowance runs for up to one year from approval. It is not an income guarantee and it does not roll into a second year automatically.

It is conditional on continuing work. Payment is released month by month, on the Nodal Institution confirming that the founder is still working full time on the approved project and that progress reports are being filed.

It is paid to a named bank account by electronic transfer. There is no cash disbursement, and the account must be in the name recorded in the sanction.

Who is eligible and who is not eligible?

You can receive the allowance if:

• Your startup has been approved under the Scheme for Assistance for Start Ups/Innovation by the Industries Commissionerate on the recommendation of an approved Nodal Institution.
• You are a founder working full time on the approved project.
• You have no other full-time salary, stipend or comparable allowance, and you are willing to declare this in writing.
• Your startup is hosted or mentored by a Nodal Institution that will certify your continued engagement.
• You hold an active bank account in your own name for the monthly transfer.
• Where the higher Rs 25,000 rate is claimed, the startup has at least one woman founder and can prove it.

You are not eligible if:

• Your startup has not been approved under the umbrella scheme. There is no standalone sustenance allowance for an unapproved venture.
• You are in full-time employment, in service, or drawing a salary or stipend from any other source, including another government fellowship.
• You are a part-time or passive founder, an investor, or an adviser rather than a working founder.
• Your startup is not recommended by an approved Nodal Institution.
• You are claiming the same allowance from another state or central scheme for the same period.
• Your progress reports have not been accepted by the Nodal Institution, in which case payment is stopped rather than accumulated.

How to apply for the startup sustenance allowance

Sustenance Allowance has no separate public application form. The claim rides on the main startup application.

1. Get your startup proposal ready — the detailed project report describing the innovation, the prototype stage, the market, the team and the budget, with the sustenance allowance shown as one of the components you are seeking.
2. Approach an approved Nodal Institution from the list published by the Industries Commissionerate, choosing one whose sector focus fits your venture, and submit the proposal online to that institution.
3. Declare your income position in the application, stating clearly that you are not drawing a salary or stipend elsewhere and that you will be working full time on the startup.
4. Present to the Nodal Institution's evaluation committee, which evaluates and validates the proposal and decides whether to recommend it to the Industries Commissioner.
5. Await the sanction letter from the Industries Commissionerate, which names the components approved and the monthly rate of the sustenance allowance.
6. Submit your bank account details in the founder's own name for the monthly electronic transfer, and complete any KYC formality the Nodal Institution asks for.
7. File progress reports on schedule through the Nodal Institution, since each month's release depends on the institution confirming that work is continuing.

How can a founder check the status of the allowance?

• Ask the Nodal Institution's startup cell, which holds the file and forwards the monthly confirmation on which release depends.
• Check the dashboard on the portal where you submitted the startup proposal.
• Contact the Startup Cell, Industries Commissionerate at Udyog Bhavan, Gandhinagar, quoting your sanction letter number, for a payment pending at state level.

A month's payment missing usually means the progress report for that month has not been accepted, not that the sanction has lapsed. Check with the Nodal Institution first.

Why the allowance stops or is refused

• The startup was never approved under the umbrella scheme, so no component including the allowance is payable.
• The founder took up employment or began drawing another stipend. This ends eligibility from that month and makes later drawings recoverable.
• Progress reports were not filed or were not accepted by the Nodal Institution.
• The startup ceased operations or the project was abandoned.
• Bank details do not match the name in the sanction, so the transfer bounces.
• A woman founder claim could not be substantiated, in which case the rate is reduced from Rs 25,000 to Rs 20,000 rather than the claim being rejected outright.
• The one-year period is over. The allowance simply ends; it is not renewed on request.

What is the current status of this component?

Sustenance Allowance as described here is the component notified under the Gujarat Industrial Policy 2020, which was in force from 7 August 2020 to 6 August 2025. Gujarat has since notified a new industrial policy carrying a revised startup package, under which the monthly sustenance allowance is set at a higher rate and is extended to cover up to two co-founders rather than being expressed as a single amount per startup.

Founders applying now should therefore treat Rs 20,000 and Rs 25,000 as the 2020 policy rates and confirm the current monthly rate, the number of co-founders covered and the live application window with their Nodal Institution or the Startup Cell of the Industries Commissionerate before relying on the figures for personal budgeting.

Practical advice before you claim

Open a separate bank account for the allowance and keep it clean. Founders who mix the allowance with the startup's own seed support account create reconciliation problems at claim stage, because seed support is reimbursed against certified expenditure while the allowance is a personal stipend.

Be honest about other income. A part-time consulting retainer disclosed at the outset is far less damaging than one discovered later, which converts every month already drawn into a recoverable amount.

Finally, treat the one-year clock as real. Plan the twelve months so that by the time the allowance ends the startup has either revenue, an accelerator place, or a Pre-Series A conversation running through Gujarat Venture Finance Limited.
