What is the Gujarat ZED certification support scheme?

The Financial Support to MSMEs in ZED Certification is one component of the Scheme for Assistance to Micro, Small and Medium Enterprises (MSME), notified by the Industries and Mines Department, Government of Gujarat, through Government Resolution No. SSI/102020/332278/CH dated 1 September 2020 under the Gujarat Industrial Policy 2020. The GR fixes the operative period as 7 August 2020 to 6 August 2025, running from the date the Industrial Policy 2020 was announced.

The parent GR contains a series of numbered component schemes covering capital investment subsidy, interest subsidy, quality certification and ERP, ZED certification, information and communication technology adoption, technology acquisition, patent registration, energy and water saving, SME exchange fundraising, power connection charges and more. The scheme is administered by the MSME Commissionerate, Gandhinagar, with the District Industries Centres handling this particular component at the ground level.

What is ZED, and why does Gujarat subsidise it?

ZED stands for Zero Defect and Zero Effect, zero defect in what a factory produces, and zero adverse effect on the environment while producing it. It is a national certification framework for MSME manufacturing maturity.

The Gujarat GR sets out seven objectives for the component:

  1. Develop an ecosystem for zero defect manufacturing in MSMEs.
  2. Promote adoption of quality tools and systems and energy efficient manufacturing.
  3. Enable MSMEs to manufacture quality products.
  4. Encourage MSMEs to constantly upgrade quality standards in products and processes.
  5. Drive manufacturing with zero defect production processes without impacting the environment.
  6. Support the Make in India campaign.
  7. Develop professionals in the area of ZED manufacturing and certification.

The Gujarat Industrial Policy 2020 puts the same point in state terms: Gujarat's manufacturing sector has imbibed ZED as a core pillar, and the policy treats it as a route for Gujarat MSMEs to carve a niche in the global supply chain.

How much does the ZED subsidy pay?

Under the GR, an eligible enterprise gets:

  • 50% of all charges for ZED certification,
  • calculated on the amount after deducting the assistance received from the Government of India for ZED certification,
  • up to a maximum of Rs 50,000.

The deduction rule matters in practice. The Government of India already funds a large share of ZED certification cost for MSMEs. Gujarat's benefit sits on top of whatever remains, so the state pays half the residual bill, not half the gross bill. An enterprise whose entire certification cost was met centrally has no residual to claim on.

The Gujarat Industrial Policy 2020 states the same rule in policy language: for ZED certification, MSMEs can avail assistance up to 50% of certification cost, maximum up to Rs 50,000, after deducting the assistance received from the Government of India.

Who is eligible and who is not eligible?

Eligible

  • A Micro, Small or Medium Enterprise that satisfies the definition under the MSME Development Act, 2006 as amended, and has obtained acknowledgement of a Udyog Aadhaar Memorandum or Udyam Registration.
  • Enterprises located and operating in Gujarat.
  • Both new enterprises. Those filing Udyam Registration and commencing commercial production during the operative period, and existing enterprises that commenced commercial production before the scheme was announced, since the ZED component is not restricted to new units the way the capital investment subsidy is.
  • Enterprises that obtain ZED certification during the operative period of the scheme.

Not eligible / cannot apply

  • Individuals. There is no personal benefit here; the applicant is always a registered enterprise.
  • Enterprises without Udyam Registration or a Udyog Aadhaar Memorandum acknowledgement, because MSME status cannot then be established.
  • Enterprises that have not actually obtained the certification. Assistance follows the certificate.
  • Claims exceeding actual expenditure. Where central assistance has already covered the whole cost, there is nothing left for the state to reimburse.
  • Enterprises claiming the same component from another state department's scheme, unless that scheme specifically allows it.
  • Under the GR's related quality certification component, an enterprise is not eligible where the certification is required as part of a statutory provision. A useful signal that mandatory compliance certifications are not what these components are for.

How to apply for the Gujarat ZED certification subsidy

  1. Register the enterprise on Udyam and keep the acknowledgement, since the GR defines eligibility by that registration.
  2. Complete the ZED certification process through the national ZED framework and obtain the certificate in the enterprise's own name. Keep every invoice and receipt for assessment, certification and related charges.
  3. Record the central assistance received. Note precisely how much the Government of India contributed towards the certification, because the Gujarat subsidy is computed on the balance after that deduction.
  4. File the claim on the Investor Facilitation Portal at ifpgujarat.gov.in in the prescribed application form issued by the MSME Commissionerate, uploading the Udyam acknowledgement, the ZED certificate, the expenditure invoices, proof of central assistance, constitution documents, PAN and bank account details.
  5. Respond to District Industries Centre scrutiny. The DIC verifies MSME status, the certificate, the expenditure and the central deduction, and may ask for a chartered accountant certificate or clarification.
  6. Receive sanction and disbursement. Under the GR, sanction and disbursement for this component is done by the General Manager, District Industries Centre, and the amount is credited to the enterprise's bank account.

Because the MSME Commissionerate is supported to prescribe forms, checklists and detailed implementation guidelines that are final and binding, download the current form from the Industrial Policy 2020 section of ic.gujarat.gov.in rather than reusing an old copy.

How this component sits alongside the rest of the GR

Three neighbouring components of the same GR are frequently confused with ZED support, so it helps to keep them apart:

  • Scheme 3, Quality Certification to 50% of the fee payable for national or international certification such as BIS, ISI, WHO-GMP or Hallmark, plus 50% of the cost of testing equipment and machinery required for that certification, totalling up to Rs 10 lakh. Fees exclude travel, hotel and surveillance charges. Testing equipment bought after the certificate is issued is not eligible, renewal expenditure is not eligible, and the enterprise must apply within one year from the date of issue of the certificate.
  • Scheme 3, ERP assistance — 65% of the capital cost of installing an Enterprise Resource Planning system, up to Rs 1,00,000. Capital cost includes installation charges, software and annual service cost but excludes hardware; for SaaS deployments, annual subscription charges are considered.
  • Scheme 5, ICT adoption: assistance for adopting information and communication technology platforms and facilities.

A single enterprise may qualify under several of these at once. The GR's general conditions state that an enterprise is eligible for assistance under all the schemes if it fulfils the provisions of each relevant scheme.

General conditions that govern the claim

  1. An enterprise that has availed assistance under these schemes is not entitled to benefit under another state government department's scheme for the same component, unless that scheme specifically provides otherwise.
  2. The enterprise may avail Government of India scheme benefits, but in no case shall the total assistance exceed the actual investment or expenditure.
  3. Detailed procedures and implementation guidelines issued by the MSME Commissionerate for all schemes under the resolution are final and binding.
  4. The State Level supported Committee monitors implementation of all schemes, including assistance sanctioned by District Industries Centres. Its members are the Commissioner MSME as chairperson, a Joint or Deputy Secretary of the Industries and Mines Department, the Financial Adviser of the department, the Additional Industries Commissioner, the President of the Gujarat Small Scale Industries Federation, and a Joint or Deputy Commissioner of Industries as member secretary.
  5. Expenditure is met from Demand No. 49, Major Head 2851 Village and Small Industries, Minor Head 102 Small Scale Industries.

Why ZED claims get rejected or reduced

  • Central assistance not disclosed or not deducted, so the claimed base is wrong. This is the single most common problem with this component.
  • Certificate not in the enterprise's name, or issued to a group or association rather than the applicant unit.
  • Udyam Registration missing, lapsed or in a different entity's name.
  • Invoices not matching the certificate, or bundled with unrelated consultancy costs.
  • Claim exceeding actual expenditure after central support, which the general conditions prohibit.
  • Same component already claimed under another state department's scheme.
  • Certification obtained outside the operative period of the scheme.

Key dates and current status

  • 7 August 2020, the scheme comes into force with the announcement of the Gujarat Industrial Policy 2020.
  • 1 September 2020: GR No. SSI/102020/332278/CH issued.
  • 6 August 2025, end of the notified five-year operative period.

Gujarat has since published the Viksit Gujarat Industrial Policy 2026 on ic.gujarat.gov.in. Because the notified operative period ended on 6 August 2025, an enterprise certified recently should confirm with its District Industries Centre whether this component has been extended, replaced or succeeded before filing a claim.
