What is the Scheme of Financial Assistance for Skill Development to the MSME Sector?

Scheme for Enhancement of Technical Competence and Manpower is an umbrella scheme of the Industries and Mines Department, Government of Gujarat, notified under the Gujarat Industrial Policy. Its stated purpose is to close the gap between what industry needs from its workforce and what the available workforce can actually do, as technology and business models change. The scheme's notified operative period ran from 7 August 2020 to 6 August 2025.

Inside that umbrella sits the component titled Scheme of Financial Assistance for Skill Development to MSME Sector. This component funds the upskilling of people already working in a micro, small or medium enterprise. The mechanism is deliberately narrow: an MSME nominates an employee who has at least one year of experience in that enterprise, sends the employee on an approved course, and the state reimburses 100% of the course fee up to Rs 10,000 per trainee. The Centre for Entrepreneurship Development (CED), Gandhinagar, which administers the component, describes the objective as support for the upskilling of existing or newly recruited MSME employees, and states the same Rs 10,000 ceiling for training of one week or more.

The design matters. Most skill-development money in India goes to unemployed first-time trainees. This component instead pays for the person who is already on an MSME's payroll and whose productivity gain the employer captures immediately, which is why the sponsoring employer, not the trainee, is the applicant.

Who is eligible for this scheme?

Eligible applicants:

• The applicant unit must belong to the MSME sector and be based in Gujarat.
• The MSME must sponsor a candidate from its own workforce.
• The sponsored candidate must have at least one year of experience in that MSME.
• Where the applicant is a training organisation, it must have at least 10 years of experience, and its courses must be delivered under approval from Anchor Institutes, MES, NCVT, GCVT or the Sector Skill Councils.

Who cannot apply or is not eligible:

• Individual job-seekers and students. There is no direct application route for a person who wants the Rs 10,000 for a course of their choice. Without a sponsoring MSME employer, an individual is not eligible.
• Employees with less than one year of service in the sponsoring enterprise.
• Large enterprises outside the MSME definition, which are not covered by this particular component.
• Training organisations with under 10 years of experience, or whose courses are not approved by one of the recognised bodies.
• Courses shorter than one week, since the CED ceiling is expressed for training of one week or longer.

What exactly is paid?

The scheme also builds in third-party assessment after the course, so the skill gained is verified rather than assumed. That assessment cost is one of the items the State Level supported Committee can approve separately.

How to apply for the MSME skill development assistance

1. Download the application form and the approved training partner list from the Centre for Entrepreneurship Development website at ced.gujarat.gov.in.
2. Identify the employee to be sponsored and confirm that the person has at least one year of experience in your MSME, and that the chosen course runs for one week or longer at an approved training partner.
3. Complete the application in the prescribed format with Annexure-A for course details and Annexures B, C and D for project cost, signing and stamping every page, and prepare a soft copy on CD or DVD.
4. Submit the application to the Director, Centre for Entrepreneurship Development, Block No. 1, 9th Floor, Udyog Bhavan, Sector 11, Gandhinagar - 382 017, timing it for one of the two intake rounds: April or October.
5. CED forwards the proposal to a screening committee, which scrutinises and appraises it for feasibility and sends its recommendation to the State Level supported Committee (SLEC).
6. On approval, complete the training, arrange the third-party assessment, and file the claim for reimbursement of the course fee and, where applicable, the GSRTC bus pass cost.

There is no online application portal for this component. Everything moves on paper through CED.

Why proposals fail

• Sponsored employee has under one year of experience in the applicant MSME. This is a threshold condition, not a soft preference.
• Course run by a training partner not on the approved list, or approved by a body other than Anchor Institutes, MES, NCVT, GCVT or a Sector Skill Council.
• Application filed outside the April and October intake, which pushes the file to the next round.
• Annexures B, C and D missing or inconsistent with the narrative cost section. The most common cause of a file being returned.
• Audited accounts for three years not attached, particularly for newer training organisations.
• Individual applying in their own name without a sponsoring MSME, which has no basis under the scheme.

An important caveat on the scheme's status

The parent Scheme for Enhancement of Technical Competence and Manpower was notified for the period 7 August 2020 to 6 August 2025, and that window has closed. CED continues to publish the application form and an approved training partner list dated November 2024 on its site, and Gujarat has since announced a new industrial policy that includes skill development and employment as one of its pillars.
