What is the Scheme for Upgradation of Gaushala/ Panjrapole?
Scheme for Upgradation of Gaushala/ Panjrapole is a Gujarat state scheme run by the Agriculture, Farmers Welfare and Co-operation Department through the Gauseva and Gauchar Vikas Board. The scheme gives registered cow shelters a one-time capital subsidy so they can replace manual, labour-heavy methods of fodder handling, milking and cattle cooling with modern equipment.
Gujarat has one of the largest networks of charitable cattle shelters in India. Panjrapoles, many of them more than a century old, take in abandoned, injured and non-productive animals; gaushalas concentrate on indigenous cows, especially the Gir and Kankrej breeds that the state is trying to conserve. Both types of institution survive on donations, and their weakest point is capital expenditure. The Scheme for Upgradation of Gaushala/ Panjrapole exists to close that gap.
According to the scheme description published by the Government of Gujarat, the assistance is 75% of the total expenditure incurred, up to a maximum of Rs 4,00,000 per institution. The institution pays the balance from its own funds or from donations. The subsidy is reimbursed after the purchase is made and the equipment is physically verified.
Equipment and works covered
The approved component list published for the scheme includes items such as:
- Chaff cutters for cutting green and dry fodder to reduce wastage.
- Mechanised reaper machines for harvesting fodder crops grown on shelter land.
- Water foggers and cooling arrangements for cattle sheds in Gujarat's summer.
- Bulk milk cooling machines where the shelter handles milk.
- Related fodder-handling and shed-improvement works.
The exact list of components open in a given year is announced on the iKhedut portal when applications open, and it does change from year to year. Institutions should read the component note on iKhedut before buying anything, because equipment bought before sanction is normally not reimbursed.
Who is eligible for the Scheme for Upgradation of Gaushala/ Panjrapole?
An institution can apply if:
- It is a gaushala keeping more than 50 cows of indigenous origin, or a panjrapole keeping more than 100 animals.
- It is registered as a trust or society under the applicable law in Gujarat.
- It holds at least 3 acres of land in its own name or on a long-term lease of up to 99 years.
- It has a bank account in the institution's name for receiving the subsidy.
- It has not taken assistance for the same component in the previous year.
Who cannot apply:
- Individual cattle owners and dairy farmers are not eligible. This scheme is purely institutional. A farmer wanting a chaff cutter or a milking machine should look at the separate Directorate of Animal Husbandry component schemes on iKhedut, which are open to individual pashupalaks.
- Unregistered shelters cannot apply. Registration papers are the first document checked.
- Institutions below the animal-count thresholds are not eligible, a gaushala with 40 cows or a panjrapole with 80 animals falls outside the scheme.
- Institutions without the minimum 3 acres of land in their own name or on long lease are not eligible.
- An institution that received assistance for the same component within the last one year cannot apply again for that component.
What documents does a gaushala need?
| Document | Mandatory | Notes |
|---|---|---|
| Trust or society registration certificate | Yes | Proves legal registration in Gujarat |
| Land record or lease deed | Yes | Must show at least 3 acres |
| Cattle census statement | Yes | Verified at the field inspection |
| Trustees' resolution | Yes | Authorises the purchase and names the signatory |
| Comparative quotations | Yes | Usually three bids from registered suppliers |
| Bank passbook or cancelled cheque | Yes | Subsidy is credited to the institution's account |
| PAN of the trust | No | Requested by some district offices |
How to apply for the Scheme for Upgradation of Gaushala/ Panjrapole
- Open the iKhedut portal at ikhedut.gujarat.gov.in and go to the schemes section for the Animal Husbandry / Gauseva components.
- Check whether the component you want: chaff cutter, reaper, fogger, bulk milk cooler — is currently open. iKhedut opens components for fixed windows and closes them once the target is met, so timing matters more than in most schemes.
- Select "Apply as an institution" rather than as an individual farmer, and register the gaushala or panjrapole with its registration number.
- Fill in the application: institution name and registration details, district and taluka, land area, number of animals, the component applied for and the quoted cost.
- Confirm the application. An unconfirmed application on iKhedut is not considered. Note the application number shown on screen.
- Print the confirmed application, get it signed by the authorised trustee, attach the registration certificate, land record, cattle statement, resolution and quotations, and submit the file to the District Deputy Director (Animal Husbandry) or the district-level implementing office named on the portal receipt within the days stated there.
- Wait for the pre-sanction inspection. An officer visits the shelter, counts the animals and confirms the site.
- After the sanction letter arrives, buy the equipment, install it, and submit the original invoice with payment proof for the post-installation verification. The subsidy is then released to the institution's bank account.
How to apply offline
- Visit the District Deputy Director (Animal Husbandry) office or the district panchayat's animal husbandry branch in your district.
- Ask for the current-year application form and the component list for gaushala and panjrapole upgradation.
- Submit the completed form with all enclosures and take a dated acknowledgement.
Even where an office accepts a paper file, most districts now insist that the online iKhedut entry is made as well, because sanction and payment run on that system. Treat the offline route as a fallback and as the place to submit the hard copy, not as a replacement.
How is the subsidy paid?
Payment is a reimbursement, not an advance. The sequence is: apply, inspection, sanction letter, purchase, installation, verification, payment. The institution therefore needs to fund the full purchase first and recover 75% of it later, subject to the Rs 4,00,000 ceiling. Shelters with tight cash flow often raise the purchase amount as a bridging donation and repay it once the subsidy lands.
The money is credited directly to the institution's bank account. No cash is handed over, and no fee is payable to any agent for arranging sanction.
How to check the application status
- Return to ikhedut.gujarat.gov.in and open the "Application Status" option.
- Enter the application number and the registered mobile number.
- The screen shows whether the application is confirmed, sent for inspection, sanctioned, or rejected.
If the status has not moved for several weeks, the district animal husbandry office is the right place to ask, since inspection and sanction happen there and not at the state level.
Why applications get rejected
- The application was never confirmed on iKhedut, the single most common reason, and an easy one to avoid.
- The hard copy did not reach the district office within the stated period.
- Animal count below the threshold at the time of inspection.
- Land papers short of 3 acres or a lease too short to qualify.
- Equipment purchased before sanction, which makes the claim inadmissible.
- Same component claimed within one year, which is barred.
- Target exhausted for the year, the component closes once the district target is filled, and a technically fine application can still be returned.
Related Gujarat schemes for cattle shelters
Gujarat runs more than one line of support for gaushalas and panjrapoles, and shelters often confuse them. Mukhyamantri Gau Mata Poshan Sahay Yojana pays a per-animal daily maintenance grant to registered shelters for feeding cattle; the state government has reported disbursing assistance at Rs 30 per animal per day under that scheme, with a budget provision of Rs 500 crore announced for 2025-26. There is also a separate line of assistance for infrastructural facilities such as cattle sheds, compound walls, grass godowns and bore wells with pumps. The Scheme for Upgradation of Gaushala/ Panjrapole sits alongside these as the equipment and technology subsidy. An institution may be covered by more than one, but each has its own application.
Help and grievance redressal
- District Deputy Director (Animal Husbandry) in your district is the first point of contact for application, inspection and sanction issues.
- The Gauseva and Gauchar Vikas Board, Gandhinagar, is the state-level body for gaushala and panjrapole matters.
- The Directorate of Animal Husbandry, Gujarat publishes the component-wise scheme notes at doah.gujarat.gov.in.
Applying on iKhedut is free. No middleman can charge a gaushala for "getting the subsidy sanctioned", and the subsidy is always paid by bank transfer into the institution's own account.

Frequently asked questions
How much money does the Scheme for Upgradation of Gaushala/ Panjrapole give?
The scheme pays up to 75% of the actual expenditure on the approved equipment, subject to a ceiling of Rs 4,00,000 per institution. The remaining 25% or more is contributed by the gaushala or panjrapole itself. Assistance is released after purchase and physical verification.
Can an individual cow owner apply for this scheme?
No, an individual cannot apply. The Scheme for Upgradation of Gaushala/ Panjrapole is an institutional scheme. Only a registered gaushala, panjrapole or charitable cattle-shelter trust may apply, and the equipment is bought in the institution's name.
How many cattle must a gaushala have to be eligible?
A gaushala must keep more than 50 cows of indigenous origin, and a panjrapole must keep more than 100 animals. The count is verified during the field inspection that precedes sanction.
Is land ownership compulsory?
Yes. The institution must hold at least 3 acres of land either in its own name or on a long-term lease, so that the shed, fodder store and equipment have a permanent site.
Where do gaushalas apply for this scheme?
Applications are filed online on the iKhedut portal at ikhedut.gujarat.gov.in during the component-wise window announced by the Agriculture, Farmers Welfare and Co-operation Department. A printed and signed copy with enclosures then goes to the district office.
Can the same institution apply again for the same equipment?
No, not immediately. A minimum gap of one year applies before an institution can reapply for the same component, so that the assistance spreads across more shelters.
Is this the same scheme as Mukhyamantri Gau Mata Poshan Yojana?
No. Mukhyamantri Gau Mata Poshan Sahay Yojana pays a per-animal maintenance grant for the daily feeding of cattle in shelters, while the Scheme for Upgradation of Gaushala/ Panjrapole is a one-time capital subsidy for machinery and infrastructure. A shelter can be covered by both.
