Who is eligible, and who cannot apply?
A startup qualifies for consideration if:
- The applicant is an individual or group of individuals with an innovative idea, concept, product or process, recommended by an approved nodal institution.
- The startup has been approved under the Gujarat Scheme for assistance for Start Ups/ Innovation by the state committee.
- The innovation shows demonstrable social benefit, supported by evidence rather than intention alone.
- The proposed expenditure falls under recognised heads, raw materials, consumables, hardware and software, professional services, testing and trials, and product or process development.

The following cannot apply or are not eligible:
- Founders applying directly cannot apply. Without a nodal institution's recommendation and state approval as a startup, there is no application route to this grant.
- Startups seeking the grant as working capital, salaries beyond the sustenance allowance, rent or routine overheads rather than for product development.

How to apply for the social impact grant
- Approach an approved nodal institution listed by the Industries Commissionerate — a university, incubation centre, R&D institution or approved private establishment, and present the innovation along with whatever field evidence exists.
- Go through the screening committee of the nodal institution, which assesses technical viability and recommends the proposal to the Gujarat Startup Cell.
- Register the startup on the Startup Gujarat portal at startup.gujarat.gov.in and complete the profile, uploading the nodal institution's recommendation.
- Submit the grant proposal with the product development plan, the itemised budget and, separately, the social impact note that sets out the problem, the affected population, the evidence of benefit and how the additional Rs 10 lakh will be used.

Committee-based schemes move in cycles rather than continuously, so a gap of several weeks between submission and decision is normal. Why proposals fail, and what fixes them
- Impact asserted, not evidenced. A proposal that says a product "will help farmers" without a trial, a user count or a partner organisation is the most common rejection. Run a small pilot first, even with 30 users.
- No nodal institution behind the proposal. Fix this before anything else; the scheme has no direct route.
- Budget heads outside the scheme. Rent, founder salaries beyond the sustenance allowance, travel and generic marketing spend get struck out. Re-cast the budget around materials, hardware, software, professional services and trials.
- Duplicate funding already received for the same milestone from a central grant or an incubator.
- Product too early to evaluate. Where there is no prototype at all, the committee may approve the startup and seed support first, and consider the social impact top-up at the next stage.
- Weak documentation of expenditure after sanction, which stalls further release.
