What is Shramik Basera Yojana?

Shramik Basera Yojana is an accommodation scheme of the Gujarat Building and Other Construction Workers Welfare Board (GBOCWWB), which sits under the Labour, Skill Development and Employment Department, Government of Gujarat. According to the board's own scheme guideline published on bocwwb.gujarat.gov.in, the purpose is "to provide accommodation to registered construction workers in temporary prefabricated housing with basic amenities that can be dismantled".

Shramik Basera, the name translates roughly as "the worker's shelter"; attacks a specific problem in Gujarat's construction economy. Most site labour in Ahmedabad, Surat, Vadodara, Rajkot and Gandhinagar is migrant, and a large share of it sleeps on the site itself, in tin sheds or on unfinished floors, without sanitation or a lockable space. Shramik Basera replaces that with a built dormitory near the worksite or the Kadianaka, the informal street corner where masons and helpers assemble each morning to be hired for the day.

The economics are deliberately lopsided in the worker's favour. Shramik Basera Yojana charges the worker Rs 5 per day. That figure is not a token in the board's accounting, it is the entire rent. Construction of the prefabricated units and their running cost are borne by the board out of the cess collected from builders under the Building and Other Construction Workers Welfare Cess Act, 1996. A worker paying Rs 5 a day pays about Rs 150 a month, against a market rent in the same cities that would consume a large part of a daily-wage income.

Who is eligible for Shramik Basera Yojana?

You can stay in a Shramik Basera if:

• You are a construction worker registered with the Gujarat Building and Other Construction Workers Welfare Board. This is the primary condition stated in the guideline.
• You hold a valid e-Nirman identity card or smart card and can produce it at the facility.
• Your card has been renewed on time. The guideline makes timely renewal an express condition, not an afterthought.
• You are travelling with your family, who are covered by the same entitlement.

You are not eligible, and cannot apply, if:

• You are not registered with the board. An unregistered construction worker has no claim to any GBOCWWB benefit, including this one. The fix is registration, which is free.
• Your e-Nirman card has lapsed and has not been renewed. An expired card is treated as no card.
• You work in a sector other than building and construction. Workers in other unorganised trades fall under the Gujarat Rural Workers Welfare Board or the Gujarat Labour Welfare Board and have their own schemes.
• You are registered as a construction worker in another state. GBOCWWB benefits follow Gujarat registration.
• There is no Shramik Basera at or near your worksite. The scheme is location-bound; the board builds units where construction density justifies them, so availability is not uniform across all 33 districts.

What do I need to register with the board first?

Registration with GBOCWWB is the gate to Shramik Basera and to every other board benefit, so it is worth doing before you need a bed. The board's e-Nirman portal handles it end to end.

To register as a construction worker in Gujarat you generally need to be between 18 and 60 years of age and to have worked as a building or construction worker for at least 90 days in the preceding twelve months, certified by the employer, contractor or a registered trade union. The board issues an identity card, older holders of which know it as the Red Book, and newer registrations receive the e-Nirman smart card.

How to apply for Shramik Basera Yojana

1. Register with the board, if you have not already. Go to enirmanbocw.gujarat.gov.in, create a user ID and password, complete your profile, fill the construction worker form, upload your documents and submit. Note the application number the portal shows.
2. Collect your e-Nirman card once the registration is approved, and keep it with you. If you already hold a card, check the validity date and renew it before it lapses.
3. Find the Shramik Basera nearest your worksite. The board builds these units next to worksites and Kadianaka points. The district BOCW office can tell you which sites in your district are operating.
4. Book a place. Either book online on the Sanman portal at sanman.gujarat.gov.in, or go directly to the Shramik Basera and ask for accommodation. The board's guideline permits both.
5. Produce your e-Nirman card at the facility. This is the document check the guideline specifies. Family members accompanying you are covered by your registration.
6. Pay Rs 5 per day for the stay. Nothing beyond this rate is payable to anyone at the facility.

Common reasons a worker is turned away

• No valid e-Nirman card. This is the single condition the guideline emphasises, and an expired card counts as none.
• Registration lapsed because the annual renewal was missed.
• No Shramik Basera operating near that worksite. Coverage follows construction activity and is strongest in the large urban centres.
• Beds full at that site. The guideline sets no queue rule, so early booking through the Sanman portal is the practical protection.
• Worker registered in another state, or registered with a different welfare board.
