What is Special Education and Vocational Training through Government Institutions?

Special Education and Vocational Training through Government Institutions is a state-funded scheme of the Government of Maharashtra, administered by the Department of Empowerment of Persons with Disabilities (Divyang Saksham Vibhag) and delivered through the state's own network of special schools and vocational training centres. According to the Social Justice and Special Assistance Department's disability welfare listing, the scheme provides special education to children with disability between the ages of 6 and 18 in government special schools, and vocational training to persons with disabilities above the age of 18.

The scheme is unusual among Maharashtra's disability schemes because it delivers no cash at all. What the beneficiary gets is a place in a government institution. The department's stated benefit is that a child with a disability has access to free education in an appropriate environment until the age of eighteen, and that free facilities of food, shelter, clothing and education are provided in these institutions. For a family in a village with no accessible school, that package is worth far more than a small monthly allowance would be.

Maharashtra runs separate state government institutes for the blind, the hearing impaired, persons with locomotor disability, the intellectually disabled and the multiply disabled, and the department's website lists them category by category. A parallel scheme funds Non-Governmental Aided organisations, NGO-run special schools and vocational training centres: on the same eligibility conditions, so a family that cannot find a government institution nearby is not necessarily out of options.

Who is eligible for admission to a government special school?

A child or young person can be admitted if:

  • The certified disability is at least 40 per cent.
  • The applicant is a domicile of Maharashtra.
  • For special education, the child is broadly in the 6 to 18 age group.
  • For vocational training, the person is above 18.
  • The application is submitted in the prescribed format to the concerned government institution.

The beneficiary categories named for the government institutions are visually impaired, hearing impaired and orthopedically handicapped children, with the state's institutes for intellectually disabled and multiply disabled children running alongside. Since the Social Justice Department's Government Decision of 13 September 2022, Maharashtra's disability schemes recognise all 21 disability categories listed in the Rights of Persons with Disabilities Act, 2016.

A person cannot apply / is not eligible if:

  • The certified disability is below 40 per cent.
  • The person is not a domicile of Maharashtra.
  • No disability certificate or UDID card can be produced. There is no alternative document.
  • The child is below 6 years, early intervention for that age is handled through District Disability Rehabilitation Centres and anganwadi-linked programmes rather than by admission to a special school.
  • The applicant is seeking a cash benefit. This scheme has no monetary component; for that, look at the state's aids and appliances scheme or the self-employment scheme.

There is no income condition attached to admission. A family above any poverty line may still enrol a child, because the scheme is framed as an educational right rather than as welfare relief.

How to apply for admission under this scheme

  1. Get the disability certificate or UDID card from the district civil surgeon or the notified medical board. It must show at least 40 per cent disability and name the disability type, because placement depends on the type.
  2. Identify the right institution. Ask the District Social Welfare Office, Zilla Parishad: or the Assistant Commissioner, Social Welfare Office in Mumbai City and Mumbai Suburban, which government special school or vocational training centre serves your area and your child's disability. The department's website lists state institutes separately for the blind, hearing impaired, locomotor disabled, intellectually disabled and multiply disabled.
  3. Collect the prescribed application form from that institution.
  4. Fill the form and attach the documents; disability certificate, domicile proof, age proof, Aadhaar and photographs, and submit it at the institution. Take a dated acknowledgement.
  5. Attend the assessment. The institution assesses the child's functional level and confirms whether special education or vocational training is appropriate.
  6. Complete admission formalities, including hostel admission where the institution is residential, and get the admission slip.

How to check whether admission has been granted

There is no online status tracker for this scheme, because admission is decided by the institution and not by a centralised portal. Check status this way:

  1. Follow up with the head of the institution, quoting the date of your application and any inward number.
  2. If the institution says seats are full, ask for the waiting-list position and for the name of the nearest alternative institution.
  3. If no government institution has a seat, ask the District Social Welfare Office about NGO-run aided special schools and vocational training centres, which Maharashtra funds under a parallel scheme on the same 40 per cent disability and domicile conditions.
  4. Escalate to the Assistant Commissioner, Social Welfare for the district, or to the Commissionerate for Persons with Disabilities, if admission is refused without reason.

Why admissions get refused, and what to do

  • Disability below 40 per cent on the certificate — the certificate must be re-assessed by the medical board.
  • Wrong institution for the disability type. A school for the hearing impaired cannot admit a child with a visual impairment; ask for the correct institution rather than re-applying at the same one.
  • Seats full in the residential wing. Day scholarship at the same institution, or an aided NGO institution, is the usual alternative.
  • Age outside the band; under 6 for special education, or an adult seeking school education rather than vocational training.
  • Domicile not established. A domicile certificate is safer than a ration card alone.
  • Incomplete admission file; missing age proof is the most common gap, because many families rely on a school record the child does not yet have.

Government special schools take admissions around the start of the academic year in June, but because these are residential institutions with rolling vacancies, applications are accepted through the year and children are admitted as seats open.
