What is the poultry farming training stipend scheme for Divyang people?

The Stipend Scheme for Poultry Farming Training for Divyang People is a small, targeted Gujarat scheme run by the Department of Agriculture, Farmers Welfare & Co-operation, Government of Gujarat. The scheme's stated aim is to raise the income of Divyang poultry farmers through scientific poultry farming training.

The scheme is deliberately simple. A Divyang adult attends a six-day training in scientific poultry farming. During the training, the state pays a stipend of up to Rs 2,000 straight into the beneficiary's bank account so that attending does not cost the beneficiary six days of earnings and bus fare. At the end, the beneficiary receives a poultry training certificate.

Poultry is a practical livelihood choice for many persons with disabilities. Backyard and small-scale poultry needs limited land, limited capital and limited physical mobility compared with field agriculture, and it produces income throughout the year rather than at harvest. What it does need is technical knowledge; housing, feed, vaccination schedules, disease recognition, brooding and record-keeping, which is precisely what the six-day training supplies.

How much is the stipend, and how is it calculated?

The stipend is a maximum of Rs 2,000, and the official breakdown is explicit:

The Rs 2,000 is the ceiling, not a guaranteed flat payment, a beneficiary who does not complete the full six days is paid for the days actually attended at the Rs 300 daily rate. Payment is made directly into the bank account, which is why a savings bank passbook or cancelled cheque is on the document list.

Alongside the money, the scheme gives a poultry training certificate on completion. That certificate is worth keeping: it is useful evidence of technical training when applying later for poultry unit assistance, a bank loan for a poultry shed, or other animal husbandry components on iKhedut.

Who is eligible for the scheme, and who is not eligible?

You can apply if:

• You are an adult Divyang person, a person with a disability: of Gujarat state. The scheme states that benefits will only be given to adult Divyang people of the society of Gujarat state.
• You hold a disability certificate from the competent authority.
• You can furnish an income proof certificate, which the scheme requires from every beneficiary.
• You are a resident of Gujarat and can prove it.

Priority in selection goes to women and to beneficiaries below the poverty line. Being female or BPL is not a condition of eligibility, but where applications exceed the training seats available, these two groups are taken first. Carrying a BPL card with the application is therefore worth doing even though the card is not mandatory.

You cannot apply if:

• You are a minor. The scheme is limited to adults.
• You do not have a disability certificate from the competent authority. A medical letter or a self-declaration is not a substitute.

How to apply for the poultry farming training stipend

1. Open the iKhedut portal at https://ikhedut.gujarat.gov.in/ and go to the animal husbandry scheme application page for this component.
2. Click "Apply New" and fill in the application — personal details, disability certificate details, residence, income certificate details and your savings bank account.
3. Use "Update Application" to correct anything while the application is still unconfirmed.
4. Confirm the application within seven days of the date you saved it. An unconfirmed application lapses.
5. Take a printout of the confirmed application. The portal is explicit that applying online alone does not count as an application, the printout is required.
6. Sign or thumbprint the printout and either submit it with the supporting documents to the office address printed on the application, or scan it and upload it on the portal using the "Signed Application Print" upload option, with other documents under "Other Document Upload".
7. Keep every upload under 200 KB in PDF format, as the portal requires, and make sure the scan is legible.
8. Attend the six-day training when the office calls you, and collect your poultry training certificate at the end. The stipend follows into your bank account.

What documents are required?

The official document list is: identity proof such as an Aadhaar card or Voter ID card; an income proof certificate; a Below Poverty Line card if applicable; a residence proof; a disability certificate from the competent authority; a barcoded ration card if applicable; and a savings account bank passbook or cancelled cheque if applicable.

How do I check my application status?

Use the application-status option on the public side of the iKhedut portal with the application number on your confirmed printout. Because this is an animal husbandry component, the office that will call you for the training is the one whose address is printed on your application form: usually the district or taluka animal husbandry office. That office can tell you where the file stands, when the next training batch is scheduled, and whether your documents were accepted. The stipend credit itself appears as a DBT entry in the savings account you declared.

Why do applications fail, and how do you fix it?

• Application not confirmed within seven days. The most common failure on iKhedut animal husbandry components: save and confirm in the same sitting if you can.
• Printout never submitted. Applying online is only half the process; the signed print must be filed or uploaded.
• Wrong or incomplete uploads. The portal will not inward such an application. Submit the remaining or corrected documents to the concerned office within seven days of applying.
• Upload larger than 200 KB or unreadable. Rescan at a lower resolution in PDF and re-upload.
• Disability certificate missing or issued by a non-competent authority. Get the certificate from the competent authority before applying.
• No income proof certificate. Obtain it from the mamlatdar or the designated authority in advance; it is a listed requirement.
• Bank account in a relative's name. The stipend is paid to the beneficiary, so the account must be the beneficiary's own.

This scheme does not run all year. Components on iKhedut open for notified periods within each financial year, and applications must be filed while the component is open.
