What is the Stipend Scheme for Poultry Farming Training for Weaker Section?

The Stipend Scheme for Poultry Farming Training for Weaker Section is a Gujarat state scheme launched by the Department of Agriculture, Farmers Welfare and Co-operation and delivered through the Directorate of Animal Husbandry's poultry network. Its objective, as stated by the department, is to raise the income of poultry farmers through scientific poultry farming training.

The scheme works on a simple principle: a person from a poor household cannot afford to give up six days of daily wages to attend a training course, however useful the course is. So the scheme pays for those six days. A trainee receives a maximum stipend of Rs 2,000; Rs 300 per day as daily allowance for 6 days, which is Rs 1,800, plus Rs 200 as to-and-fro transport fare: credited directly into the bank account. At the end of the six days, the trainee is issued a poultry training certificate.

That certificate is more valuable than the money. Several other Gujarat animal husbandry schemes, including the subsidised bird-unit schemes for Divyang people and for other weaker-section beneficiaries, require prior poultry-keeping training as an eligibility condition. This stipend scheme is the route by which a poor applicant acquires that qualification without paying for it.

Who is eligible for the poultry farming training stipend?

You can apply if:

• You are an adult, the scheme is written for adults, not for school-age children.
• You belong to the economically weaker sections of society in Gujarat.
• You are a resident of Gujarat.
• You can produce an income proof certificate, which must be filed along with the application. This is not optional.

Priority in selection is given to:

• Women applicants, and
• Applicants Below the Poverty Line.

You cannot apply, or you are not eligible, if:

• You are a minor. Only adults are covered.
• You are a resident of another state. This is a Gujarat state scheme.
• You cannot produce income proof. Without an income proof certificate the application cannot be processed, because weaker-section status is the core eligibility test.
• Your household income places you outside the economically weaker section as assessed by the competent authority issuing the income certificate.

Note what is not a bar. There is no caste restriction on this scheme — it is defined by economic weakness, not by category, and prior experience in poultry is not required, since the whole point is to train a beginner.

What documents are required?

Uploaded scans must be PDF files not exceeding 200 KB each. Anything larger will not attach on the ikhedut portal.

How to apply for the poultry farming training stipend online

1. Open the ikhedut portal animal husbandry scheme page at ikhedut.gujarat.gov.in and select the poultry farming training stipend scheme.
2. Click Apply New and fill in your personal details, income details, residence details and bank account details, then save the application.
3. Use Update Application to correct anything before you confirm.
4. Confirm the application within 7 days of saving it. An application left unconfirmed lapses.
5. Take a printout of the confirmed application. This step is mandatory: applying online alone does not count as an application.
6. Sign or thumb-print the printout and submit it with the income certificate and other supporting documents to the office address shown on the application form.
7. Alternatively, scan the signed printout and upload it on the portal under Signed Application Print, with the remaining papers under Other Document Upload.

The concerned officer inwards the application online only when the uploaded documents are correct and sufficient and the form carries the applicant's signature or thumb impression. If wrong or incomplete documents are uploaded, the application is not inwarded and the corrected documents must be submitted at the concerned office within seven days of applying.

How to apply offline

1. Visit the nearest Intensive Poultry Development Project office or the District Poultry Extension Centre in your district.
2. Collect the application form for the poultry farming training stipend.
3. Fill every mandatory field and attach self-attested copies of your identity proof, income proof certificate, residence proof and bank passbook.
4. Submit the completed form to the designated receiving authority at that office and keep the acknowledgement.

The offline route matters here more than in most schemes, because the Intensive Poultry Development Project offices and District Poultry Extension Centres are also the places where the six-day training is actually conducted. Applying in person puts you in front of the staff who will schedule the batch.

What happens after you are selected?

1. The concerned office scrutinises the income proof and eligibility and prepares the batch list, applying the priority given to women and BPL applicants.
2. You are called for the six-day training at the Intensive Poultry Development Project office or District Poultry Extension Centre.
3. You attend all six days of scientific poultry farming training.
4. On completion, you receive the poultry training certificate.
5. The stipend of up to Rs 2,000 is credited directly to your bank account.

Because the payment is made after the training and by bank transfer, a valid savings account in your own name is effectively a precondition for receiving the money even though it is not listed as a compulsory application document. Open one before the batch begins if you do not already have one.

How do you check your application status?

1. Log in to ikhedut.gujarat.gov.in and open the application status option for public schemes.
2. Enter your application number to see whether the form is saved, confirmed, inwarded or approved.
3. If it shows saved but not confirmed, confirm it at once, the 7-day limit applies from the date of saving.
4. For batch scheduling and stipend credit, contact the Intensive Poultry Development Project office or District Poultry Extension Centre where you submitted the form.

Why do applications get rejected?

• No income proof certificate filed with the application. This is the single clearest ground for rejection, since weaker-section status is the eligibility test.
• Application saved but never confirmed within 7 days.
• Printout not submitted. Online submission alone is not an application.
• Uploaded PDF larger than 200 KB, so the document never attaches.
• Incorrect or incomplete documents, which stops the application being inwarded online.
• Applicant not an adult, or resident outside Gujarat.
• Bank account details wrong or in another person's name, which blocks the stipend credit even after training is complete.

Where the problem is a document, the remedy is quick: submit the missing or corrected paper at the concerned office within seven days of applying, rather than filing a fresh application.
