What is the Sub Mission on Seeds and Planting Material?

Sub Mission on Seeds and Planting Material (SMSP) is the seed development programme implemented in Gujarat by the Agriculture, Farmers Welfare and Co-operation Department, through the Directorate of Agriculture. The department publishes the scheme, its government resolution and its guidelines on its own portal, agri.gujarat.gov.in.

The department states seven objectives for the sub mission:

• Increasing production of certified and quality seed.
• Strengthening seed testing laboratories.
• Assisting seed producing institutes to adopt new technologies, so that farmers get quality seed at the right time and at a reasonable price.
• Developing infrastructure for the seed industry.
• Improving seed quality.
• Enhancing capacity building for seed production.
• Creating a seed bank for adverse natural calamities.

Read together, those objectives explain why SMSP is not a cash-transfer scheme. Its farmer-facing part subsidises good seed; the rest of it builds the testing, storage and certification machinery that decides whether the seed a farmer buys in Gujarat is genuinely what the bag claims.

Two state bodies sit alongside the sub mission and are worth knowing by name: the Gujarat State Seed Corporation Limited, which produces and markets foundation and certified seed, and the Gujarat State Seeds Certification Agency, which certifies seed lots. Both are listed as corporations under the same department.

What assistance does the scheme give?

The department's scheme page sets out the assistance in three components.

The Seed Village Programme is the component an ordinary farmer applies for. The unit is deliberately small, the seed needed for one acre: because the programme's logic is that a farmer who sows certified seed on an acre saves his own quality seed for the next season and supplies neighbouring farms, raising the seed replacement rate of the whole village. The higher 60 per cent share for pulses, oilseeds, green manure and fodder crops reflects the state's push on exactly those crops, where seed replacement rates have historically been low.

The other two components are institutional. Laboratory strengthening and seed processing plants are sanctioned as projects, against a proposal and an estimate, not against a per-farmer rate card. The department does not publish a rupee ceiling for either on the scheme page, and no figure should be assumed.

Who is eligible for the Sub Mission on Seeds and Planting Material?

You can benefit if:

• You are a farmer of any category in Gujarat. The department writes "all categories of farmers", so general, Scheduled Caste and Scheduled Tribe farmers are all covered.
• You can attach land records with the application form. The department names this requirement explicitly.
• You have a bank account in your own name, since the assistance is paid by transfer.
• You are a State Agricultural University, Farmer Producer Organisation, co-operative enterprise or government enterprise applying for the laboratory or seed infrastructure components.

You are not eligible if:

• You cannot produce land records for the land on which the seed will be sown. A cultivator with no record in his own name cannot complete the form.
• You are an individual applying for the laboratory or seed processing plant components — those are limited to institutions and enterprises.
• You are a trader or seed dealer looking for a subsidy on seed bought for resale. The Seed Village Programme finances seed for cultivation on the beneficiary's own acre.
• You have already taken the Seed Village Programme benefit within the minimum interval of 2 years shown in the department's table.

What documents are required?

How to apply for the Sub Mission on Seeds and Planting Material

1. Open the Agriculture, Farmers Welfare and Co-operation Department portal at agri.gujarat.gov.in, go to Programs and Schemes → Schemes, and open the Sub Mission on Seeds and Planting Material entry.
2. Download the two PDFs the department attaches to the scheme, the government resolution and the guidelines. These carry the current year's operating detail, including how the seed is distributed in your district.
3. Visit your taluka or district agriculture office, or the Village Level Extension Worker, and ask for the seed programme application form and the season's schedule. Farmer-level components of Gujarat's crop schemes are handled through these offices, and the office will tell you whether the current season's applications are being taken online through iKhedut or on paper.
4. Fill in the form and attach the land records for the plot, a copy of your bank passbook and your Aadhaar card.
5. Submit the form within the season's window and collect an acknowledgement with a reference number.
6. Collect the foundation or certified seed from the distribution point named in the sanction, and keep the bill or delivery slip. It is the document any later verification will ask for.

Institutions follow a different route: a project proposal with estimates is submitted to the Directorate of Agriculture for the laboratory strengthening or seed processing plant components, and sanction is issued project by project.

How do I check my application status?

Quote the acknowledgement number at the taluka agriculture office that accepted the form; that office holds the case file and the distribution list. Where the application was routed through the iKhedut portal for the season, the portal's application status page will show it. The Directorate of Agriculture at Krishi Bhavan, Sector 10-A, Gandhinagar, is the escalation point above the district agriculture officer.

Common reasons an application fails

• Land records not attached, or a record in a relative's name. The scheme page makes this attachment compulsory.
• No bank account in the applicant's own name.
• Applying after the season's distribution has closed. Seed programmes track the sowing calendar, so a late application has no seed left to give.
• Claiming again inside the two-year interval shown for the Seed Village Programme.
• An individual applying for a project component meant for universities, FPOs, co-operatives or government enterprises.

Key dates

The department does not publish a fixed annual last date for this scheme. Distribution follows the kharif and rabi sowing calendars, so the practical deadline is set locally, ahead of sowing. Farmers who want certified seed for kharif should be talking to the taluka agriculture office well before the monsoon, not after it.

No fee is payable to apply. Assistance is paid as a subsidy on seed cost, not as cash in advance, so any demand for money to "arrange the subsidy" should be reported to the district agriculture officer.
