What is the Gujarat Textile Policy assistance to SHGs for job work?

Gujarat Textile Policy 2024 is an umbrella incentive policy of the Industries and Mines Department, Government of Gujarat, notified by Government Resolution No. IMD/WRT/e-file/9/2023/2817/CH dated 15 October 2024. The policy is operative for five years, from 1 October 2024 to 30 September 2029.

The Assistance to SHG for Job Work component sits inside the policy's Fiscal Incentives to Labour Intensive Unit chapter. It is the one part of the policy aimed squarely at women workers rather than at factory owners. Where a registered women's self-help group takes on job work for a textile manufacturing unit, stitching, embroidery, finishing, packing and similar tasks handed out by the unit. The state pays the group's women members a monthly training stipend and then a monthly payroll top-up.

According to the Industries Commissionerate guidelines for Gujarat Textile Policy 2024, self-help groups engaged in the activities covered by the policy are themselves treated as eligible industrial undertakings. That is what makes this component unusual: an SHG is not merely a labour supplier, it is a recognised claimant under an industrial policy.

The policy uses the transliterated Gujarati usage Sakhi Mandal for these women's groups in common speech, and the same groups that a district knows as sakhi mandals under the state rural livelihood mission are the ones this component addresses.

The two components stack. A woman member of an eligible group can receive the training stipend during the first three months and then move on to payroll assistance for up to five years, provided the group keeps doing job work and the industrial unit keeps meeting its own obligation.

The payroll figure is not a flat grant. It is the lower of two numbers: 25% of the job work value turnover attributable to the group, and Rs 5,000 per member per month. A group whose job work turnover is modest will therefore draw less than the headline figure, and the group's invoicing records decide the amount.

There is a matching obligation on the factory. The industrial unit that gives out the job work must itself pay Rs 5,000 per month to each woman worker in addition to the job work charges paid to the group. Failure to make that payment disqualifies the unit from claiming payroll assistance for those workers.

Who is eligible for SHG job work assistance in Gujarat?

A self-help group qualifies if:

  • The group has at least 25 women members.
  • The group is registered as an SHG. Registration with the National Rural Livelihoods Mission or the National Urban Livelihoods Mission, as per the norms of the Government of Gujarat, qualifies. So does a voluntarily formed group of at least 25 women registered with a competent authority — the Panchayat, Rural Housing and Rural Development Department, the Legal Department, the Registrar of Cooperative Societies, or the Commissioner of Cottage and Rural Industries.
  • The group is engaged in job work for industrial units carrying on eligible textile activities under the policy.
  • The industrial unit paying for the job work pays each woman worker Rs 5,000 per month over and above the job work charges.

The amendment of 31 January 2026, approved by the government on 22 January 2026, widened the definition in para 3.19 of the GR so that a single SHG, and not only a group of SHGs, registered with NRLM or NULM is covered. It also replaced the bare "SHG having 25 or more women" test in para 5.5.2(a) with a cross-reference to that fuller definition.

You are not eligible and cannot apply if:

  • The group has fewer than 25 women members.
  • The group is independently engaged in manufacturing rather than job work. The Government Resolution excludes such groups from these incentives outright.
  • You are a male member of an SHG. Assistance is available only for female workers.
  • You are an individual woman seeking a personal stipend. There is no individual application route; the claim runs through the registered group and the industrial unit.
  • The group is not registered with any of the competent authorities listed above.
  • The industrial unit does not pay the required Rs 5,000 per month per woman worker over and above job work charges.

How to apply for Gujarat Textile Policy SHG job work assistance

Applications are processed offline at present. The Industries Commissionerate guidelines state that applicants may submit hard copies at the Industries Commissionerate or District Industries Centre office until the online module becomes operational, and those applications will be processed offline. Forms are published on the Gujarat Textile Policy 2024 page of ic.gujarat.gov.in.

  1. Get the SHG registered with NRLM or NULM, or with the Panchayat and Rural Development Department, the Legal Department, the Registrar of Cooperative Societies, or the Commissioner of Cottage and Rural Industries, and make sure the membership register shows at least 25 women.
  2. Sign a job work arrangement with a textile industrial unit carrying on an eligible activity under the policy, and record the job work charges and the separate Rs 5,000 per member monthly payment in writing.
  3. Register with the Industries Commissioner. The industrial undertaking applies in the prescribed format, using the GTP 2024 Registration Form from ic.gujarat.gov.in, within one year from the first term loan disbursement, the start of commercial production, or the policy's effective date, whichever is later. The Industries Commissioner issues a registration certificate after scrutiny.
  4. Apply for the eligibility certificate. MSME units with gross fixed capital investment up to Rs 10 crore apply to the General Manager, District Industries Centre. Units above Rs 10 crore and up to Rs 50 crore apply to the Textile Branch of the Industries or MSME Commissionerate. Units above Rs 50 crore apply to the Industries Commissioner.
  5. Submit the SHG paperwork with the claim; member list, registration proof, job work invoices and turnover statement, proof of the Rs 5,000 monthly payments, and the group's bank details.
  6. Receive the assistance in the group's nominated bank account after the sanctioning authority approves the claim on the basis of the application, documents and inspection report.

How does an SHG track its claim?

Because the route is offline, tracking means following the file rather than refreshing a portal.

  1. Keep the inward acknowledgement number issued when the industrial unit files the claim.
  2. Ask the General Manager, District Industries Centre for the district where the unit is located whether the file has moved to inspection.
  3. For larger units, follow up with the Textile Branch, Industries Commissionerate, Udyog Bhavan, Gandhinagar.
  4. Reconcile each credit against the group's own job work turnover records, since the payroll figure is calculated from those invoices.

Why do SHG job work claims fail?

  • Fewer than 25 women members on the day of the claim. This is the most basic and most common failure.
  • The group is doing its own manufacturing, not job work. Selling finished goods on the group's own account takes it outside this component.
  • The industrial unit did not pay Rs 5,000 per member per month separately from job work charges, which blocks payroll assistance.
  • Turnover records do not support the claim. Payroll assistance is capped at 25% of job work value turnover, so weak invoicing directly cuts the amount.
  • Registration is missing or with a body that is not a competent authority under the policy.
  • Claiming for male members, which is outside the scope of the component.

Breach of policy conditions is treated severely across Gujarat Textile Policy 2024. Incentives already paid are recoverable as arrears of land revenue together with interest at 18% per annum from the date of first availment, and undisbursed amounts are forfeited.
