What is Assistance of Capital Investment Subsidy to Micro enterprises?
Assistance of Capital Investment Subsidy to Micro enterprises is a one-time capital grant of the Industries and Mines Department, Government of Gujarat, given to a micro manufacturing unit that has borrowed a term loan to set up or expand. It forms part of the Aatmanirbhar Gujarat Scheme for assistance to MSMEs, the package operative from 5 October 2022 to 4 October 2027 and administered by the MSME Commissionerate at Gandhinagar.
The subsidy is deliberately location-weighted. Gujarat classifies its talukas into Category 1, Category 2 and Category 3 under GR No. MIS-102020-347965-I dated 2 November 2020, with Category 1 covering the least industrially developed talukas. A micro unit in a Category 1 taluka receives more than double what the same unit would receive in a municipal area, which is how the state pushes new manufacturing into districts that would otherwise be skipped.
For eligibility under the Aatmanirbhar Gujarat Scheme, the Industries and Mines Department defines a micro enterprise as one with fixed capital investment in plant and machinery of up to Rs 1 crore. Small enterprises sit between Rs 1 crore and Rs 10 crore, and medium between Rs 10 crore and Rs 50 crore. This capital investment subsidy component is reserved for the micro band; small and medium enterprises get interest subsidy and net SGST reimbursement instead.
How much subsidy does a micro enterprise get?
According to the MSME Commissionerate guideline, the quantum of assistance is:

Two points decide the actual cheque. First, the base is the term loan amount, not the total project cost; own contribution and working capital limits are not counted. Second, the ceiling applies before the additional amount, so a Category 1 unit with a Rs 2 crore term loan and eligible fixed capital investment above Rs 10 crore receives Rs 35 lakh plus Rs 10 lakh, not 25% of Rs 2 crore.
The subsidy is a one-time payment. It is separate from, and can generally be combined with, the interest subsidy and net SGST reimbursement components of the same Aatmanirbhar Gujarat package, subject to the rule that total assistance for the same asset from all government sources cannot exceed the actual expenditure.
Who is eligible, and who is not eligible?
A micro enterprise qualifies if:
- The enterprise satisfies the micro definition under the MSMED Act 2006 and holds a valid Udyam Registration.
- The enterprise is in the manufacturing sector.
- The unit is located in a Category 1, Category 2 or Category 3 taluka of Gujarat, as notified by the Industries and Mines Department.
- The enterprise has taken a term loan from a bank or financial institution and obtained its first disbursement on or after 7 August 2020, per the operative guideline of the MSME Commissionerate.
- The project is a new unit, or an expansion, diversification or modernisation that meets the scheme's definition.
- The application is filed within one year of first disbursement, or by the date of commencement of commercial production, whichever is later.
The following cannot apply or are not eligible:
- Individuals in a personal capacity. There is no personal grant here, the beneficiary is the registered enterprise.
- Small and medium enterprises, which fall outside this component.
- Service enterprises, which are covered by the separate interest subsidy scheme for service enterprises rather than by this capital subsidy.
- Enterprises with no term loan, since the subsidy is computed on the loan amount.
- Enterprises that applied after the prescribed window, the guideline states plainly that applications beyond it forfeit capital subsidy eligibility.
- Enterprises claiming the same expenditure under another scheme of the state government or its agencies.
- Units where investment, turnover or activity in the books does not match the Udyam registration, until the mismatch is reconciled.
- Second-hand plant and machinery and ineligible assets, which are excluded from the fixed capital investment computation.

How to apply for capital investment subsidy in Gujarat
- Get the term loan sanctioned from a bank or financial institution and note the date of first disbursement. The application clock starts there.
- Complete Udyam Registration for the enterprise, ensuring the activity code and investment figures match what the books will eventually show.
- Register on the Investor Facilitation Portal at ifp.gujarat.gov.in and open the application for capital investment subsidy under the Aatmanirbhar Gujarat Scheme for assistance to MSMEs.
- Fill the online form with the term loan details, taluka, project cost, asset-wise fixed capital investment and expected date of commencement of commercial production.
- Upload the documents listed above, including the CA certificate for gross fixed capital investment and the bank appraisal report.
- Submit the signed printed application with the checklist to the District Industries Centre of the district, or to the MSME Commissionerate, Udyog Bhavan, Sector 11, Gandhinagar, as directed on the portal.
- Respond to scrutiny queries, mismatches between the CA certificate, the fixed asset register and the invoices are the usual cause, and a revised statement normally settles them.
- File the claim after production starts, attaching the first sale bill, machinery list, payroll for the last month of the claim period and the bank certificate, and collect the sanction order.
How to check the status of an application
Every application on the Investor Facilitation Portal carries an application number, and the portal dashboard shows whether the file is submitted, under scrutiny, held for query, sanctioned or rejected. Replies to queries must be uploaded against the same application. District Industries Centres also maintain a physical file number and can tell an applicant which desk the file is on. Why capital subsidy applications get rejected
- Filed late. Missing the one-year window after first disbursement is the single most common and least recoverable failure.
- CA certificate not reconciled with the audited balance sheet, fixed asset register and invoices. The scrutiny checks all three.
- Ineligible assets included — second-hand machinery, land where the scheme excludes it, working capital, or unpaid items still on credit.
- Payment trail missing. Assets must be shown as paid through the bank; cash purchases without a trail are struck off.
- Wrong taluka category claimed, which changes the rate and the ceiling.
- Investment above the micro threshold at the time of claim, which moves the unit into the small category and out of this component.
- Rented premises without a valid registered or notarised rent deed and proof of the power connection.
- Same expenditure claimed under multiple schemes, which the department reconciles before sanction.

What does taluka category mean?
Taluka category is the development classification of the taluka where the unit is located, notified by the Industries and Mines Department under GR No. MIS-102020-347965-I dated 2 November 2020. Category 1 talukas are the least industrially developed and attract the highest subsidy.
Can an individual apply for a personal benefit under this scheme?
No, an individual cannot apply for a personal payment. Assistance of Capital Investment Subsidy is an enterprise incentive paid to a registered micro manufacturing unit against its term loan and fixed capital investment.
Does the subsidy come before or after the machinery is bought?
After. The enterprise first invests, takes disbursement of the term loan and starts production, then claims the subsidy with a CA certificate of fixed capital investment and the first sale bill.
