What is the interest subsidy for service enterprises under Dr. Babasaheb Ambedkar Udyog Uday Yojana?
Bharat Ratna Dr. Babasaheb Ambedkar Udyog Uday Yojana is a special package that the Industries and Mines Department, Government of Gujarat, notified for SC and ST entrepreneurs in the MSME sector under Government Resolution No. MSM-102017-332-Ch dated 24 October 2017. The scheme sits inside the Gujarat Industrial Policy 2015 framework and was designed, in the words of the resolution's preamble, to give prospective SC and ST entrepreneurs handholding and leverage to start an enterprise, aligning the state's effort with Stand-Up India and Make in India.
Interest subsidy is one of the fourteen components of the yojana. The service-sector version of that component covers a new MSME service enterprise that borrows a term loan for machinery and equipment. According to the Government Resolution, only a new MSME of the service sector listed in Annexure-1 is eligible, and the assistance is interest subsidy at 6% with a maximum of Rs 25 lakh per annum for 5 years, on the term loan for machinery and equipment, anywhere in the state. The resolution separately defines an MSME service enterprise as one with investment in equipment of more than Rs 5 lakh.
The manufacturing side of the same component works on area-based rates to 6% up to Rs 25 lakh a year inside municipal corporation areas and 8% up to Rs 30 lakh a year outside them, but the service-sector entitlement is a single statewide rate of 6%. A young entrepreneur below 35 years of age on the date of loan sanction gets 1% additional interest subsidy, and the resolution caps the total rate at 7% where the base rate is 6% and at 9% where the base rate is 8%.
Who is eligible for the service-sector interest subsidy?
You can claim this assistance if:
- Your enterprise is a Micro, Small or Medium Enterprise as defined under the MSMED Act, 2006, with an Entrepreneurs Memorandum or Udyam registration.
- The enterprise is owned 100% by SC or ST entrepreneurs. Any individual of Scheduled Caste or Scheduled Tribe category above 18 years of age may set it up.
- The enterprise is a new one, that is, it commences activity during the operative period of the scheme.
- The service activity is one of those listed in Annexure-1 of the resolution.
- Investment in equipment is more than Rs 5 lakh.
- The term loan is sanctioned by a bank or financial institution following RBI guidelines.
You cannot apply if:
- The enterprise is not wholly owned by SC or ST entrepreneurs, even if the majority stake is.
- The loan comes from a Non-Banking Financial Company, or the loan was taken for second-hand assets.
- The service activity is outside Annexure-1. Retail tailoring, for example, is expressly excluded where apparel cutting and stitching job work is included.
- The term loan is sanctioned more than one year after the date of commencement of commercial production.
- The enterprise is an existing unit doing only expansion, diversification or modernisation in the service sector, since the service-sector entitlement is written for new enterprises.
- The claim relates to penal interest or other bank charges rather than normal interest.
Capital investment subsidy under the same yojana is a separate component, and the resolution states plainly that the service sector is not eligible for it. Service enterprises should therefore plan around interest subsidy rather than capital subsidy.

How to apply for the Ambedkar Udyog Uday interest subsidy
- Register the enterprise on Udyam and complete the term loan sanction with a bank or financial institution that follows RBI guidelines.
- Choose your date of eligibility — the resolution lets you opt for either the date of first disbursement of the loan or the date of commencement of commercial production.
- Fill in the prescribed application form for interest subsidy, download the matching checklist from the MSME Commissionerate incentive page, and attach caste certificates, loan papers, constitution documents and equipment invoices.
- Submit the file to the concerned District Industries Centre within one year from the first disbursement of the loan, or on or before the date of commencement of commercial production, whichever is later.
- Attend the DIC verification of the premises and machinery when it is scheduled.
- After commercial activity begins, file the annual reimbursement claim with the bank's interest certificate; reimbursement is made only after the enterprise has commenced commercial production.
Sanction and disbursement of interest subsidy proposals is done by the General Manager of the District Industries Centre, while the State Level Implementation Committee chaired by the Commissioner MSME monitors implementation across districts.
How much do you actually receive and when?
The subsidy is a reimbursement, not an upfront grant. Interest is first paid to the bank by the enterprise, and the state then reimburses 6% of the interest on the eligible term loan, subject to Rs 25 lakh in a year, for five years from the chosen date of eligibility. Two limits matter in practice. First, the total of state and central assistance can never exceed the interest actually paid to the bank. Second, any period during which the enterprise is a defaulter in payment of interest or instalments, as judged by RBI guidelines, is deducted from the five-year period.
Late submission is not fatal but is expensive: the resolution allows a late application to be considered subject to deduction of the late period after commercial production and a proportionate reduction from the maximum ceiling.
What conditions continue after sanction?
- The enterprise must remain in production for 5 years from the date of commercial production.
- At least 85% of total employment and 50% of supervisory and managerial staff must be local persons.
- Information on production, sales, turnover and employment must be furnished to the DIC annually before the end of September.
- Pollution control measures prescribed by the Gujarat Pollution Control Board must be observed.
- An enterprise inside a municipal corporation area must obtain the corporation's NOC for doing business.
- An enterprise that has availed assistance under this scheme is not entitled to benefit under another State Government scheme for the same purpose unless that scheme says otherwise.
- 5% of assisted enterprises are picked for random verification every financial year, over and above the routine inspection before disbursement.
Why do claims get rejected?
- Ownership below 100% by SC or ST promoters, usually because a non-SC/ST partner holds a small stake.
- NBFC loan used to buy the equipment.
- Application filed after the one-year window without any explanation, or the term loan sanctioned more than a year after production began.
- The service activity is not in Annexure-1.
- Equipment investment below Rs 5 lakh, which puts the unit outside the definition of an MSME service enterprise for interest subsidy.
- Default in loan repayment, which shortens or wipes out the eligible period.

No. Only loans sanctioned by a bank or financial institution as per RBI guidelines are eligible; loans from Non-Banking Financial Companies are excluded from every incentive under this resolution.
What happens if the enterprise defaults on its loan instalments?
The default period is deducted from the five-year subsidy period. Interest subsidy is also not available on penal interest or other charges.
Is there an extra subsidy for a young entrepreneur?
Yes, the resolution provides 1% additional interest subsidy to a young entrepreneur below the age of 35 years as on the date of sanction of the loan, in the manufacturing and service sector.
