What is Assistance in Rent to MSEs?

Assistance in Rent to MSEs is one component of the Scheme for Assistance to Micro, Small and Medium Enterprises, an umbrella scheme launched by the Industries and Mines Department, Government of Gujarat under Gujarat Industrial Policy 2020 through a Government Resolution of 2 September 2020. The MSME Commissionerate at Udyog Bhavan, Gandhinagar administers it, and the District Industries Centres process the files.

The component addresses a specific and unglamorous cost. A new micro or small manufacturer in Gujarat frequently cannot buy a plot or a shed at the start, so it leases one: often inside a GIDC estate or a private industrial shed cluster, and pays rent out of working capital in the years when cash is tightest. This component gives part of that rent back.

According to the scheme documents published by the Industries Commissionerate, the scheme reimburses 65% of rent paid, up to Rs 1,00,000 per annum, for a maximum of 5 years. Over a full five-year run the maximum recoverable amount is therefore Rs 5,00,000.

The operative period published with the scheme was 7 August 2020 to 6 August 2025. That window has now passed. The MSME Commissionerate incentive schemes page still lists the parent scheme as of its update dated 1 July 2026, and the Aatmanirbhar Gujarat Scheme for Assistance to MSMEs notified on 5 October 2022 now runs alongside it. Any enterprise planning a fresh claim should confirm with its District Industries Centre which resolution currently applies.

The start-date rule matters more than it looks. An enterprise that signs a lease in January and starts production the following December cannot claim from January; the reference date moves to three months before production, that is September. Reading it the other way, an enterprise that takes possession and starts production quickly loses nothing.

The rate applies to rent actually paid, which is why the document list demands rent receipts and a bank statement reflecting the payments together. Rent paid in cash and unsupported by a bank trail routinely fails verification.

Who is eligible for Gujarat's MSE rent assistance?

An enterprise qualifies if:

  • The unit is a micro or small enterprise as defined under the MSMED Act, with Udyam, IEM or Letter of Intent registration.
  • The unit is engaged in manufacturing.
  • The unit has acquired a rented or leased shed for its operations under a registered rent or lease agreement.
  • The shed owner holds legal ownership and possession of the property, backed by a property document, index copy or sale deed and an approved project plan from the competent authority.
  • The manufacturing unit is consuming electricity or power for its activities, evidenced by an electricity bill.
  • The rent agreement is not between blood relations or family members, which must be specifically declared.

You are not eligible and cannot apply if:

  • The enterprise is a medium enterprise. This component stops at small.
  • The enterprise is a trading or service business. Only manufacturing qualifies.
  • The unit owns its shed rather than renting it, or occupies premises without a registered rent or lease deed.
  • The landlord cannot prove ownership and possession of the shed.
  • The lease is with a family member or blood relative of the promoter.
  • The unit does not consume power for manufacturing.
  • You are an individual, a home-based worker or an unregistered workshop. There is no individual benefit under this component; the claimant must be a registered enterprise.
  • The same rent is already being reimbursed under another Government of Gujarat or Government of India scheme, which the mandatory undertaking is designed to catch.

How to apply for Assistance in Rent to MSEs

Applications are made online on the Gujarat Investor Facilitation Portal (IFP), the state's single-window platform for industrial incentives.

  1. Open ifp.gujarat.gov.in and click New Investor Registration to open the registration form.
  2. Complete the registration form with enterprise and promoter details and click Submit.
  3. Verify your email ID through the link sent to the address you registered. Registration is complete only after verification.
  4. Log in with that email address and your password.
  5. Select the Assistance in Rent to MSEs application and enter the business details; Udyam number, shed address, lease dates, monthly rent, date of commencement of production and the fixed capital investment figure.
  6. Upload the mandatory documents, in particular the registered rent or lease agreement, rent receipts, the bank statement showing rent payments, the lessor's PAN and ownership proof, the electricity bill, the CA certificate for fixed capital investment, and the declaration that the lease is not with a family member.
  7. Submit the application and save the acknowledgement number.
  8. Attend the District Industries Centre verification, which normally includes a physical visit to confirm that manufacturing is actually taking place at the leased shed.
  9. Receive the reimbursement by RTGS into the account shown on the cancelled cheque submitted with the application.

How do you check the status of a rent assistance claim?

  1. Log in to ifp.gujarat.gov.in and open your application dashboard.
  2. Compare the status shown against the acknowledgement number issued when you submitted.
  3. Contact the General Manager, District Industries Centre of your district for files stuck at verification, since the DIC conducts the site inspection.
  4. Use the IFP helpdesk at ifp.gujarat.gov.in/DIGIGOV/IFP-pages/contact.jsp for portal issues such as document upload failures.
  5. Reconcile each annual instalment against your own rent ledger. The claim is annual, so a fresh claim is needed for each year of the five-year run.

Why are rent assistance claims rejected?

  • No bank trail for the rent. Rent receipts alone are not enough; the bank statement must show the payments.
  • The lease is with a family member. The declaration on blood relations is a standing check and a false declaration invites recovery.
  • The activity is trading or services, not manufacturing.
  • The lessor's ownership is not established, for example where the person collecting rent is himself a tenant.
  • No electricity consumption at the premises, which the department reads as evidence that manufacturing is not actually happening there.
  • Rent claimed for a period before the reference date, that is, before the rent deed date or before three months prior to the start of production, whichever is later.
  • The enterprise has grown into a medium enterprise, taking it outside the MSE definition.
  • Double claiming the same rent under another central or state scheme.

The practical fix for most of these is preparation rather than appeal. Sign a registered lease with an unrelated owner, pay the rent by bank transfer every month, keep the electricity connection in the enterprise's own name, and file the claim year by year rather than in a lump at the end.
