Jagananna Civil Services Prothsahakam
Andhra Pradesh state government scheme
Jagananna Civil Services Prothsahakam pays Rs 1,00,000 to an Andhra Pradesh candidate from a backward section who clears the UPSC civil services preliminary examination, and a further Rs 50,000 on clearing the mains. Annual family income must be under Rs 8,00,000. Candidates apply free of cost on the state's Jnanabhumi-linked JCSP portal.
What is Jagananna Civil Services Prothsahakam?
Jagananna Civil Services Prothsahakam is a merit-linked cash incentive run by the Backward Classes Welfare Department, Government of Andhra Pradesh, for candidates from backward sections of the state who make progress in the Union Public Service Commission civil services examination. The scheme pays Rs 1,00,000 on clearing the preliminary examination and Rs 50,000 more on clearing the mains. A total of Rs 1,50,000 for a candidate who gets through both stages.
The logic behind the design is specific to how the UPSC examination is fought. Prelims is where most aspirants from low-income households drop out, not for lack of ability but because the six months between prelims and mains demand full-time study, test series fees, optional-subject coaching and, very often, living costs in Delhi or Hyderabad. Jagananna Civil Services Prothsahakam puts money in the candidate's hands precisely at that point, after the prelims result, before the mains preparation. The scheme is also referred to in Telugu simply as civil services prothsahakam, meaning civil services encouragement.
Claims are filed on the JCSP portal at jcsp.apcfss.in, run by the Andhra Pradesh Centre for Financial Systems and Services, and the incentive is credited by Direct Benefit Transfer to the candidate's own Aadhaar-seeded account. The scheme was introduced in 2023.
Who is eligible for Jagananna Civil Services Prothsahakam?
You qualify if all of these are true:
- You are a permanent resident of Andhra Pradesh, with a nativity or residence certificate to show it.
- You belong to a socially, educationally or economically backward section: in Andhra Pradesh practice this covers SC, ST, BC, EBC, Kapu and minority candidates holding a valid integrated caste certificate.
- You have cleared the UPSC civil services preliminary examination, or the mains, in the result year for which the claim window is open.
- Your annual family income is below Rs 8,00,000, certified through MeeSeva.
- Your family stays within the scheme's asset limits.
You are not eligible if:
- Your family owns a four-wheeler. Taxis, tractors and autorickshaws are exempted from this exclusion because they are livelihood vehicles.
- Your family owns commercial or residential property exceeding 1,500 square feet.
- Your annual family income exceeds Rs 8,00,000.
- You are not a permanent resident of Andhra Pradesh, even if you wrote the examination from a centre in the state.
- You have not cleared prelims or mains, an attempt alone earns nothing. This is not a coaching-fee reimbursement paid in advance.
The scheme sits alongside, and should not be confused with, the state's separate civil services coaching support arrangements. Prothsahakam is a post-result cash incentive; coaching support is a service delivered through empanelled institutes.
What documents are required?
| Document | Mandatory | Notes |
|---|---|---|
| UPSC prelims or mains result | Yes | Result page carrying your roll number; the whole claim rests on it |
| Aadhaar card | Yes | Identity and DBT seeding |
| Caste certificate | Yes | Integrated caste certificate from the tahsildar |
| Income certificate | Yes | Family income below Rs 8,00,000, from MeeSeva |
| Residence / nativity certificate | Yes | Proof of permanent residence in Andhra Pradesh |
| Degree certificate or marks memos | Yes | Graduation is the UPSC eligibility base |
| Bank passbook | Yes | Candidate's own account, Aadhaar-seeded |
| Passport photograph | No | Uploaded where the portal requests it |
Take fresh MeeSeva certificates before applying. Income and caste certificates have validity periods, and an expired certificate is the single most frequent reason a JCSP file is sent back for correction.
How to apply for Jagananna Civil Services Prothsahakam
- Wait for the UPSC result for the stage you are claiming; prelims or mains, and download the result PDF or screenshot showing your roll number.
- Collect the MeeSeva certificates you will need: integrated caste certificate, income certificate and residence certificate, all current.
- Open the JCSP portal at jcsp.apcfss.in and register with your name, mobile number and Aadhaar number. The portal is linked to the state's Jnanabhumi student database, so students already registered there will find several fields prefilled.
- Fill the application — personal details, examination details including roll number and year, family income, caste category and bank account details. Enter the bank account exactly as printed in the passbook.
- Upload the scanned documents in the sizes the portal specifies, then submit. The portal generates an Applicant ID, save it, because every later status check needs it.
- Track the claim with the Applicant ID on the JCSP dashboard until the status reads sanctioned and the DBT credit reaches your account.
There is no application fee at any stage, and no agent or coaching institute can file the claim on your behalf for a commission.
How do I check my JCSP application status?
- Log in to jcsp.apcfss.in with your registered mobile number and OTP.
- Open the applicant dashboard and enter your Applicant ID.
- The dashboard shows the verification stage: district-level scrutiny, departmental sanction, and payment.
- If the status is stuck at scrutiny, contact the District Backward Classes Welfare Officer in your district, who handles field verification, or call 1902.
Why are Jagananna Civil Services Prothsahakam claims rejected?
- Income certificate above Rs 8,00,000 or expired. Get a fresh MeeSeva certificate and refile in the same window.
- Caste certificate mismatch, the name or the community code on the certificate not matching Aadhaar. Correct the record at MeeSeva first.
- Four-wheeler in the family's name in the transport department database. Where the vehicle is a taxi, tractor or autorickshaw, produce the registration certificate showing the commercial category, since those are exempt.
- Property above 1,500 square feet recorded against the family.
- Bank account not in the candidate's own name, or not Aadhaar-seeded, so DBT fails. A parent's account will not do.
- Claim filed outside the notified window for that result year.
- Roll number not traceable on the UPSC result, usually a typing error in the application form.
Key dates to watch
Jagananna Civil Services Prothsahakam runs on the UPSC calendar rather than a fixed annual date. The UPSC civil services preliminary examination is normally held in May or June and its result follows a few weeks later; the mains follows in September and its result around December. The Backward Classes Welfare Department notifies the claim window after each result, so candidates should watch the JCSP portal and the departmental site in the weeks immediately after a result is declared rather than waiting for the next financial year.
Where do I go with a grievance?
- Helpline 1902, the Andhra Pradesh citizen helpline, for status and complaints.
- District Backward Classes Welfare Officer for verification-stage problems.
- Commissioner of Backward Classes Welfare, Government of Andhra Pradesh, for policy questions and escalations that the district cannot settle.
- Grievance link on the JCSP dashboard, quoting your Applicant ID.
Keep a copy of everything you upload. Where a claim is rejected on a factual ground, a vehicle that is actually a taxi, or an income certificate that was reissued, the fastest route is a written representation to the district welfare officer with the documentary proof attached, rather than a fresh application.

Frequently asked questions
How much does Jagananna Civil Services Prothsahakam pay?
Jagananna Civil Services Prothsahakam pays Rs 1,00,000 to a candidate who clears the UPSC civil services preliminary examination and a further Rs 50,000 to a candidate who clears the mains, a maximum of Rs 1,50,000 across the two stages. The money is credited by Direct Benefit Transfer.
Who is eligible for Jagananna Civil Services Prothsahakam?
A permanent resident of Andhra Pradesh from a socially, educationally or economically backward section who has cleared UPSC prelims or mains and whose annual family income is below Rs 8,00,000 is eligible. Asset limits on four-wheelers and large property also apply.
What is the income limit for the scheme?
Annual family income must be below Rs 8,00,000. The income certificate is taken from MeeSeva and is checked against the family's records, so an expired certificate is a common cause of rejection.
Does owning a car disqualify me?
Yes, a family owning a four-wheeler is excluded, but taxis, tractors and autorickshaws are specifically exempted from that exclusion because they are livelihood vehicles rather than personal cars.
Where do I apply for the civil services incentive in Andhra Pradesh?
Apply online on the JCSP portal at jcsp.apcfss.in, the Andhra Pradesh Centre for Financial Systems and Services platform linked to Jnanabhumi. Registration generates an Applicant ID that you use to track the claim. There is no fee.
Do I get the money before the exam or after?
After. Jagananna Civil Services Prothsahakam is a post-result incentive, not an upfront coaching grant — the claim can only be made once the UPSC prelims or mains result is out and your roll number appears on it.
Can I claim both instalments in the same attempt?
Yes. A candidate who clears prelims and then mains in the same attempt can claim Rs 1,00,000 at the prelims stage and Rs 50,000 at the mains stage, subject to each claim being filed in the window notified for that result.
Is the scheme only for SC and ST candidates?
No. The scheme covers candidates from socially, educationally or economically backward sections, which in Andhra Pradesh practice includes SC, ST, BC, EBC, Kapu and minority candidates who meet the income and asset conditions.
