Nethanna Sevalo Scheme
Andhra Pradesh state government scheme
Nethanna Sevalo is the Andhra Pradesh Handlooms and Textiles Department scheme that pays Rs 25,000 a year to each Below Poverty Line handloom weaver family actively working at the loom. Payment is made by Aadhaar-seeded Direct Benefit Transfer and the disbursement is announced around National Handloom Day on 7 August. Applications are filed free at the Grama or Ward Sachivalayam.
What is the Nethanna Sevalo Scheme?
Nethanna Sevalo is the annual income-support payment of the Department of Handlooms and Textiles, Government of Andhra Pradesh, for handloom weaver families. The scheme pays Rs 25,000 a year to each eligible Below Poverty Line weaver family that is actively working at the loom, credited by Direct Benefit Transfer into an Aadhaar-seeded bank account.
Nethanna is the Telugu word for weaver, and readers commonly search for the scheme as "Nethanna Sevalo", "Nethannaku Sevalo" or simply "AP weavers Rs 25000 scheme". According to published scheme material, the stated purpose is to strengthen weaver livelihoods and keep the traditional weaving trade viable, and the money is intended for raw materials, yarn, dyes and chemicals: or for repairing and maintaining the loom.
Nethanna Sevalo is the current name for a payment Andhra Pradesh has run under successive titles. It began as YSR Nethanna Nestham at Rs 24,000 a year, was continued as Nethanna Bharosa at Rs 25,000 after the 2024 change of government, and is now disbursed as Nethanna Sevalo alongside the state's other "Sevalo" payments such as Auto Driver Sevalo for drivers and Matsyakara Sevalo for fishermen. The important practical point for a weaver family is that these are not stacking entitlements. One family receives one annual weaver payment.
Why the payment is structured this way
Handloom weaving in Andhra Pradesh; in Chirala, Mangalagiri, Venkatagiri, Dharmavaram, Uppada, Madhavaram and Ponduru; is a household industry. The loom stands in the weaver's own home, the family buys yarn upfront, weaves for several weeks, and is paid only once the cloth is sold. The binding constraint is therefore working capital, not demand. A lump sum released before the main weaving season lets a family buy yarn and dye without borrowing from a moneylender or from a master weaver on terms that lock in future output at a fixed rate. That is why the benefit is annual and paid as a single credit rather than as a small monthly allowance.
The administering office is the Commissioner of Handlooms and Textiles, located at the 4th Floor, IHC Corporate Building, Autonagar, Mangalagiri, Guntur district, Andhra Pradesh 522 503, contactable on 08645-232466.
Who is eligible for Nethanna Sevalo?
You can be included if:
- Your family belongs to a Below Poverty Line handloom weaver household and holds a BPL ration card, commonly called the rice card in Andhra Pradesh.
- You are actively engaged in weaving. Published scheme material makes active practice of the profession the central test.
- You are a resident of Andhra Pradesh.
- You can produce proof of weaver status, a handloom weaver identity card, a handloom census entry, or membership of a primary weavers' cooperative society.
- You hold a bank account seeded with Aadhaar, because payment is by DBT only.
Two eligibility points are worth stating plainly because weavers frequently assume the opposite. Published scheme material records that no age restriction applies, an elderly weaver still working the loom is not excluded on age β and that eligibility does not depend on the number of handlooms owned, so a single-loom household is treated the same as one running several looms.
You cannot apply, or are not eligible, if:
- Your family is above the poverty line and does not hold a BPL ration card.
- You have stopped weaving. A person who once held a weaver card but has moved to other work does not qualify, and the Sachivalayam verification is designed to catch exactly this.
- Another member of your family has already been paid for the same year. The payment is one per family, not one per weaver.
- You are not resident in Andhra Pradesh, even if you weave for an Andhra Pradesh cooperative.
- You have no record of weaver status at all and cannot obtain one at the time of verification.
Allied handloom occupations, yarn winding, warping, sizing and dyeing; sit at the edge of the scheme. Andhra Pradesh has considered extending weaver payments to such workers, but a family should confirm its position at the district Handlooms and Textiles office rather than assume coverage.

How to apply for Nethanna Sevalo
Nethanna Sevalo has no dedicated online application portal. The application runs through Andhra Pradesh's village and ward secretariat network, which is the same channel used for the state's other Sevalo payments.
- Check whether your family is already on the weaver register. Ask at your primary weavers' cooperative society or the district Handlooms and Textiles office whether your household appears with a loom recorded against it. A family already listed usually needs only re-verification, not a fresh case.
- Collect the documents first. Obtain the income certificate from Mee Seva or the Grama Sachivalayam and confirm the BPL ration card is current. These two take the longest and are the usual reason a family misses the cut-off.
- Get the bank account Aadhaar-seeded. Visit the branch and ask for Aadhaar seeding and NPCI mapping. A sanctioned payment cannot reach an unseeded account.
- Go to your Grama Sachivalayam or Ward Secretariat and ask the Welfare or Village Agriculture Assistant for the Nethanna Sevalo application form.
- Fill the form and attach the documents: BPL card, weaver identity proof, Aadhaar, bank passbook, income certificate, residence proof and photograph.
- Submit it before the notified cut-off and take the acknowledgement with the reference number. For the 2026 round, published scheme material records a cut-off of 5:00 pm on 5 August 2026.
- Allow the field verification. A Sachivalayam functionary, with the district Handlooms and Textiles office, confirms that the loom exists at the address given and that the family is actively weaving.
- Watch for the disbursement around 7 August, National Handloom Day, when the year's release is announced.
How much does Nethanna Sevalo pay and when?
Nethanna Sevalo pays Rs 25,000 per weaver family per financial year. The amount is a flat annual figure fixed by the government, not a reimbursement, so a family is not asked to produce yarn bills or loom repair invoices to claim it and is not paid more for having more looms.
The release is timed to National Handloom Day, 7 August, the anniversary of the 1905 Swadeshi movement, which Andhra Pradesh uses as the annual occasion for weaver announcements. In rupee terms, the current Rs 25,000 is Rs 1,000 more than the Rs 24,000 paid under YSR Nethanna Nestham. A weaver who received Rs 24,000 in an earlier year and Rs 25,000 later is looking at the same entitlement at a revised rate, not two separate schemes.
Handloom weaver households in Andhra Pradesh are also covered by a separate free electricity entitlement for looms, which is administered independently of this cash payment. A family should not treat the power benefit as a reason to skip the Nethanna Sevalo application, or the other way round.
How to check your Nethanna Sevalo status
- Return to the Grama Sachivalayam or Ward Secretariat where the application was filed, with the acknowledgement reference number. The secretariat holds the village-level eligible list.
- Ask at the district Handlooms and Textiles office, which maintains the weaver register and the district disbursement list.
- Check with your primary weavers' cooperative society, where the society-level list is displayed in most weaving centres.
- Check your bank passbook or SMS alerts for the DBT credit. No sanction letter is posted to weaver families, so the bank credit is the confirmation.
- Call the Commissionerate on 08645-232466 if the district office cannot trace the case.
Why a weaver family may not receive Nethanna Sevalo
- Not on the weaver register. The most common reason, and one that requires a fresh registration rather than a grievance petition.
- No BPL ration card, or a card that has been cancelled or shifted to another household.
- Verification found the family is no longer weaving, for example where the loom has been dismantled or sold.
- A second claim from the same family, removed under the one-payment-per-family rule.
- Bank account not Aadhaar-seeded or not NPCI-mapped, which stops the DBT even after the name is approved.
- Name mismatch between the weaver identity card, the Aadhaar record and the bank account.
- Application filed after the notified cut-off, which pushes the family to the following year's cycle.
Most of these are fixable. An unseeded account is corrected in one visit to the bank branch. A name spelling difference should be corrected at the source document: Aadhaar or the weaver card, rather than by rewriting the application, otherwise the same mismatch reappears at the next verification.
Where do I complain about Nethanna Sevalo?
Start at the Grama or Ward Sachivalayam that took the application, since it holds the file and can say where it stopped. Escalate to the Assistant Director of Handlooms and Textiles for your district, who is the departmental authority over the weaver register and inclusion disputes. Beyond the district, write to the Commissioner of Handlooms and Textiles, 4th Floor, IHC Corporate Building, Autonagar, Mangalagiri, Guntur district 522 503, or call 08645-232466.
Nethanna Sevalo is free at every stage. No fee is payable to be added to the weaver register, no society office-bearer is entitled to a cut of the Rs 25,000, and no government functionary will ask a weaver for an Aadhaar OTP.

Who is not eligible for Nethanna Sevalo?
Families above the poverty line, weavers who have left the trade and are no longer weaving, and a second member of a family that has already been paid for the year are not eligible. Applicants who are not resident in Andhra Pradesh are also outside the scheme.
Is Nethanna Sevalo the same as Nethanna Bharosa or YSR Nethanna Nestham?
Nethanna Sevalo is the current name for Andhra Pradesh's annual handloom weaver payment, which earlier ran as YSR Nethanna Nestham at Rs 24,000 a year and then as Nethanna Bharosa at Rs 25,000. A weaver family receives one annual payment, not one under each name.
How do I apply for Nethanna Sevalo?

Does a weaver family have to apply again every year?
Families already carried on the department's weaver register are paid in the annual cycle without filing a fresh case, but the Sachivalayam re-verifies that the family is still actively weaving and still holds a BPL card. A weaver who is not yet on the register must apply before the notified cut-off.
Is any fee payable to get Nethanna Sevalo?
No. Application at the Grama or Ward Sachivalayam is free, and no cooperative society official, agent or middleman is entitled to any share of the Rs 25,000. No official will ask for your Aadhaar OTP.
