What is YSR Law Nestham?

YSR Law Nestham is a stipend scheme of the Government of Andhra Pradesh for junior advocates, launched in December 2019 and administered by the Backward Classes Welfare Department. The scheme pays Rs 5,000 a month to a young lawyer who has recently enrolled with the Andhra Pradesh State Bar Council, for a maximum of three years, so that the first years of practice, which usually produce almost no fee income: do not force the lawyer out of the profession.

Nestham is Telugu for "friend", and the scheme is often searched for as "Law Nestham" or "AP Law Nestham". The problem it addresses is specific and well documented in the profession: a junior advocate typically works under a senior for the first few years, earning a token amount or nothing at all, while paying for chamber costs, robes, travel to court, bar association fees and the All India Bar Examination. Lawyers from families without means frequently abandon litigation practice in exactly this window and take up unrelated work.

According to the scheme portal, the stipend is paid by Direct Benefit Transfer into the advocate's own bank account, with no intermediary and no routing through a bar association or a senior's office.

Main features

  • Rs 5,000 per month, paid directly to the junior advocate.
  • Maximum duration of 3 years, matching the definition of a junior advocate.
  • Total support of up to Rs 1,80,000 per beneficiary over the full period.
  • Continued payment is conditional on proof of active practice, reviewed every six months.

Who is eligible for YSR Law Nestham?

You can apply if:

  • You hold a degree in law (LL.B.) with a pass-out year of 2016 or later.
  • You are enrolled with the Andhra Pradesh State Bar Council under Section 17 of the Advocates Act, 1961.
  • You are within your first three years of practice after enrolment.
  • You are aged 35 or under as on the date of the government order.
  • You are a resident of Andhra Pradesh.
  • You hold a valid Certificate of Practice and are actively appearing in courts in the state.

You cannot apply if:

  • You have completed three or more years of practice after enrolment. The scheme is defined around the junior stage and ends there.
  • You are a non-practising advocate, registered with the Bar Council but employed elsewhere, in service, or running an unrelated business.
  • You own a four-wheeler. Vehicle ownership is used as the affluence filter in this scheme, in the same way land or income limits are used elsewhere.
  • You are above 35 years of age.
  • You graduated in law before 2016.
  • You are enrolled with the bar council of another state.

The three-year clock runs from the date of enrolment with the State Bar Council, not from the date of the law degree. An advocate who graduated in 2016 but enrolled in 2023 is judged on the enrolment date, subject to the age cap.

What documents are required for YSR Law Nestham?

Document Mandatory Notes
Law degree certificate Yes Pass-out year must be 2016 or later
AP State Bar Council enrolment certificate Yes Enrolment under Section 17, Advocates Act, 1961
Certificate of Practice Yes Needed at application and at each six-monthly review
Affidavit from a senior advocate Yes Attested confirmation of active practice
Aadhaar card Yes Used for portal authentication by OTP, biometric or IRIS
SSC certificate Yes Date of birth proof for the 35-year age cap
Domicile or residence certificate Yes Proof of residence in Andhra Pradesh

The senior advocate's affidavit is the document juniors most often get wrong. It must name the senior, state the chamber, and confirm that the applicant is actively practising. A general character certificate is not accepted.

How to apply for YSR Law Nestham online

  4. Fill the educational and professional details: law degree, university, year of passing, Bar Council enrolment number and date of enrolment.
  5. Enter your bank account details, including account number and IFSC. The account must be in your own name and Aadhaar-seeded for DBT.
  6. Upload the documents: law degree, Bar Council enrolment certificate, Certificate of Practice, senior advocate's affidavit, SSC certificate, domicile certificate and bank passbook.

  8. Save the Application ID. Every later status check, correction and grievance is keyed to this number.

How to apply for YSR Law Nestham offline

  1. Visit your Grama or Ward Sachivalayam. The village or ward secretariat — with all original documents and a set of photocopies.
  2. Ask the Digital Assistant or Welfare Assistant to file the YSR Law Nestham application on the portal on your behalf.
  3. Complete the Aadhaar authentication at the secretariat using biometric capture, which is the route to use where your mobile number is not linked to Aadhaar.
  4. Collect the acknowledgement slip carrying the Application ID.

Applications filed at a secretariat are the same applications as those filed online, there is no separate offline quota, and no fee is charged for the assistance.

How much does YSR Law Nestham pay and for how long?

YSR Law Nestham pays Rs 5,000 every month. The stipend continues for a maximum of three years, which is the outer boundary of the "junior advocate" definition used by the scheme. An advocate who joins the scheme one year after enrolment therefore draws it for the remaining two years, not for a fresh three-year term.

Payment is by Direct Benefit Transfer. The credit shows in the advocate's own bank account and no part of it is routed through a senior, a chamber or a bar association.

Continuation is not automatic. Every six months the beneficiary must furnish proof of active practice, an attested affidavit and a current Certificate of Practice. Where the six-monthly proof is not filed, the payment is stopped until the record is regularised. The scheme also expects the beneficiary to clear the Bar Council of India examination within two years of enrolment, since the Certificate of Practice depends on it.

How to check your YSR Law Nestham application status

  1. Open ysrlawnestham.ap.gov.in and select the application status option.
  2. Enter your Application ID and the registered mobile number.
  3. Read the status line, pending verification, approved, or rejected with the reason recorded.
  4. Where the portal is not reachable, ask at your Grama or Ward Sachivalayam, which can see the same record, or call 1902.

Why YSR Law Nestham applications get rejected

  • Three years of practice already completed at the date of application.
  • Age above 35 on the reference date in the government order.
  • Law degree before 2016, which places the applicant outside the eligible cohort.
  • No valid Certificate of Practice uploaded, or an expired one.
  • Weak or missing senior advocate affidavit. The most common documentary failure.
  • Four-wheeler ownership detected in the vehicle records linked to the applicant or the household.
  • Bank account not Aadhaar-seeded, which stops the DBT even after approval.
  • Name mismatch between the Bar Council enrolment record, the Aadhaar record and the bank account.

Most rejections in the last two categories are correctable. Update the bank account or Aadhaar record, then take the corrected papers back to the secretariat and ask for the application to be re-verified rather than filing a fresh one.

Help and grievance redressal

  • Grama and Ward Sachivalayam helpline: 1902. The state's general welfare helpline, which handles application and payment queries for scheme beneficiaries.
  • Your Grama or Ward Sachivalayam, the first place to take a rejection or a stopped payment, because the verification record sits there.
  • District Backward Classes Welfare Officer, the departmental escalation for a disputed rejection.
  • Andhra Pradesh State Bar Council, for anything touching your enrolment, Certificate of Practice or the All India Bar Examination, since these are verified against Bar Council records.

No fee is payable to apply for YSR Law Nestham. Neither a senior advocate nor a bar association official has any role in releasing the stipend, and nobody is entitled to a share of it.

Frequently asked questions

How much stipend does YSR Law Nestham pay?

YSR Law Nestham pays Rs 5,000 a month to an eligible junior advocate, credited by Direct Benefit Transfer to the advocate's bank account. The stipend runs for a maximum of 3 years from the start of practice, so the full value of the scheme to one advocate is up to Rs 1,80,000.

Who counts as a junior advocate under YSR Law Nestham?

A junior advocate is one who has not completed 3 years of practice in any court after enrolling with the Andhra Pradesh State Bar Council. The applicant must also have graduated in law in 2016 or later and be aged 35 or under.

Who is not eligible for YSR Law Nestham?

Advocates who have completed three or more years of practice, advocates who own a four-wheeler, and non-practising advocates who are registered with the Bar Council but working elsewhere or running an unrelated business are not eligible. Applicants above 35 years of age are also excluded.

Do I have to prove I am still practising?

Yes. Active practice is verified every six months through an affidavit, typically attested by the senior advocate under whom you practise, along with a valid Certificate of Practice. Failure to furnish the six-monthly proof stops the stipend.

Is the All India Bar Examination relevant to YSR Law Nestham?

Yes. A beneficiary is required to clear the Bar Council of India examination within two years of enrolment. Not clearing it in that window affects continued eligibility, because the Certificate of Practice itself depends on it.

How do I apply for YSR Law Nestham?

Apply online at ysrlawnestham.ap.gov.in by registering with your Aadhaar or VID, completing the personal, educational and bank details, and uploading your law degree, Bar Council enrolment, Certificate of Practice and senior advocate's affidavit. An Application ID is sent by SMS and email.

Which department runs YSR Law Nestham?

The Backward Classes Welfare Department of the Government of Andhra Pradesh administers YSR Law Nestham, working with the Andhra Pradesh State Bar Council for verification of enrolment and practice.
