Armed Forces Flag Day Fund - Home Loan Interest Subsidy: Why Applications Get Rejected and How to Fix It
Most rejections of the Armed Forces Flag Day Fund Home Loan Interest Subsidy come down to one of four things: the applicant is not a casualty case, the loan does not fit the scheme, the banker's certificate is weak, or the claim skipped the Zila Sainik Board. This scheme reimburses 50 per cent of interest on a Rs 1,00,000 slice of a house construction loan, for up to five years, and the Kendriya Sainik Board (KSB) screens every claim against the same rules published on its scheme page. Below is each common failure and how to correct it before you resubmit.
Rejection 1: You are not a casualty case
The single biggest reason claims fail is that the applicant is an ordinary ex-serviceman with no war or attributable casualty link. The KSB scheme page restricts this subsidy to three categories only; war bereaved, war disabled, and attributable peacetime casualties. If you retired normally and simply took a home loan, you do not qualify, however long you served.
Fix: Before spending effort on the claim, confirm your casualty category with your Zila Sainik Welfare Officer (ZSWO). Attributable peacetime casualty status must be documented, an accident or death record with an attributability finding. If you cannot produce it, this particular subsidy is closed to you; ask the ZSWO about other Kendriya Sainik Board welfare grants you may be eligible for instead.
Rejection 2: The loan does not fit the scheme
The subsidy is framed around the construction of a house. Claims are rejected when the loan was taken to buy a flat, buy land, repair a house, or for any non-construction purpose. Loans from a private financier, cooperative society or moneylender also fall outside the scheme, which covers only banks and government or public-sector institutions such as LIC, GIC and HUDCO.
Fix: Match your sanction letter to the scheme wording. If the loan purpose reads "construction" and the lender is a bank or listed public-sector institution, you are inside the boundary. If it reads "purchase" or the lender is private, the claim will not pass: there is no correction, because the eligibility is in the loan itself.
Rejection 3: The banker's certificate is missing or weak
The banker's certificate must confirm two things: that repayment has been regular, and that the repayment schedule has not been changed. A rescheduled loan, a moratorium, or any record of irregular repayment breaks this condition. A second frequent error is claiming interest due rather than interest actually paid — the subsidy is a reimbursement, so only interest already paid to the lender counts.
Fix: Ask your bank to issue a fresh certificate that explicitly states both regular repayment and an unchanged schedule, and attach a statement of interest actually paid for the exact period claimed. Do not claim projected or accrued interest.
Rejection 4: Attestation and routing errors
Claims are returned when the Ex-Servicemen Identity Card or Discharge Book copies are unattested or incomplete, or when the claim was sent directly to KSB instead of through the Zila Sainik Board. KSB does not accept direct applications.
Fix: Have every copy attested by your ZSWO, and submit the complete claim at your Zila Sainik Board so it can be scrutinised and forwarded with a recommendation to the KSB Secretariat.
Other reasons a claim stops
- The five-year entitlement is already exhausted, or the loan is fully repaid.
- A state government housing benefit was drawn for the same loan, KSB grants are conditioned on not having taken the same benefit elsewhere.
- Bank account or IFSC details are wrong, which stalls the ECS payment even after approval.
How to escalate or correct a rejected claim
- Ask your Zila Sainik Welfare Office for the specific reason recorded. It is your first point of contact for every KSB grant.
- Fix the named defect (fresh banker's certificate, attested copies, correct interest statement) and resubmit through the ZSB.
