Armed Forces Flag Day Fund - Mobility Equipment Grant: Why Applications Get Rejected and How to Fix It

The Armed Forces Flag Day Fund Mobility Equipment Grant is refused most often for one reason above all others: the disability is attributable to service, when this grant is only for disability sustained after retirement. The Kendriya Sainik Board (KSB) pays up to Rs 1,00,000 as a full advance to an ex-serviceman who became disabled in civilian life, with a disability of 50 per cent or more, to buy a modified scooter or similar equipment. Because it is paid as an advance and secured by a post-dated cheque, KSB scrutinises both eligibility and the post-purchase paperwork tightly. Here is each common rejection and its fix.

Rejection 1: The disability is attributable to service

If your disability arose during service; in an operation, on duty, or otherwise attributable to service, this grant is the wrong door. Such cases are covered by Army, Navy and Air Force schemes and by disability pension, and KSB rejects them here. The grant exists specifically for disability caused by an accident or illness after retirement.

Fix: Route service-attributable claims through the relevant Service scheme or your disability pension channel. For this AFFDF grant, submit evidence of the activity that caused the disability showing it happened after retirement, an accident report or medical record establishing the post-retirement cause.

Rejection 2: The disability certificate is below 50 per cent or does not recommend equipment

The certificate must state disability of 50 per cent or more and must be from an Armed Forces Medical Authority or a government hospital. A certificate from a private practitioner, or one that does not specifically recommend the procurement of mobility equipment, is rejected.

Fix: Obtain a fresh certificate from a government hospital or Armed Forces Medical Authority that names the disability, confirms 50 per cent or more, and expressly recommends mobility equipment. Without that recommendation line, the claim will not clear.

Rejection 3: Already covered under a Service scheme, or repeat within 10 years

Applicants already covered under a similar Army, Navy or Air Force scheme for the same equipment are excluded, to prevent duplicate provision. Separately, the equipment is treated as having a 10-year life, so a fresh grant drawn less than 10 years after a previous one is rejected.

Fix: Declare honestly whether you have received equipment through any Service channel. If your last AFFDF grant was under 10 years ago, wait until the 10-year period is complete before reapplying.

Rejection 4: Discharge Book, dealer estimate or bank defects

  • Discharge Book pages that are incomplete, out of sequence, or unattested by the Zila Sainik Welfare Officer (ZSWO).
  • A dealer's estimate missing specifications, or from an unauthorised dealer.
  • Bank details not in PNB or SBI, or a wrong IFSC — the scheme document specifies a PNB or SBI account.

Fix: Get all Discharge Book pages attested by your ZSWO in sequence, obtain a specification-wise quotation from an authorised dealer, and open or provide a PNB or SBI account with the correct IFSC.

Rejection 5: Purchase not documented within 60 days

Because the money is paid as an advance, you must buy the equipment and submit proof within 60 days. The dealer's receipt, a copy of the vehicle registration certificate, and a photograph of you with the scooter attested by an independent witness. Failure to do so leads to the post-dated cheque being encashed to recover the advance.

Fix: Buy promptly after the advance is credited, and route all three proofs through your ZSWO inside the 60-day window. Do not let the deadline lapse: recovery is automatic.

How to escalate

  1. Ask your Zila Sainik Welfare Office for the exact defect recorded; it is the first point of contact for every KSB grant.
  2. Cure the named defect and resubmit through the Zila Sainik Board, which forwards it via the Regional Sainik Board to the KSB Secretariat.
  3. For unresolved disputes, use the Post Grievance / Track Grievance options on ksb.gov.in, or contact JD (Welfare), KSB Secretariat on 011-20862446 / jdwelfare-ksb@desw.gov.in.
