What is the Assistance for Protected Cultivation scheme?

Assistance for Protected Cultivation is a horticulture subsidy scheme of the Agriculture and Co-operation Department, Government of Gujarat, run through the Directorate of Horticulture and delivered on the iKhedut portal. The scheme pays a share of the cost of building the physical infrastructure that lets a farmer grow crops in a controlled environment instead of an open field.

According to the scheme description carried on the national myScheme repository, the aim is to promote modern, climate-resilient horticulture: encouraging self-employment and steadier incomes through poly houses, shade net houses, mulching, nursery structures and starter kits that raise productivity and use water and land more efficiently.

"Protected cultivation" is a single label covering several very different investments, and the scheme's assistance rates reflect that.

What are the components and how much does each pay?

Plastic cover (mulching)

• Rs 32,000 per hectare in general areas.
• Rs 36,800 per hectare in hilly areas.
• Capped at 50 percent of the expenditure incurred, limited to 1 hectare per beneficiary.

Mulching is the cheapest entry point into protected cultivation. A plastic sheet over the bed suppresses weeds, cuts evaporation losses and warms the root zone, and the payback in a vegetable crop is usually within one season.

Self-employment oriented horticulture nursery development programme

• Nursery structure: Rs 3,50,000 per unit, and Rs 3,00,000 per unit for a 500 square metre area.
• Starter kit: Rs 50,000 per unit.
• Overall assistance up to 65 percent of the cost or Rs 2,27,500, whichever is less.

This component treats the nursery as a small business rather than a farm input. A grower who can raise healthy seedlings reliably has a saleable product, which is why the component carries the words "self-employment oriented".

Shade net house and poly house

• Coverage from 500 square metres to 4,000 square metres.
• Assistance calculated on a per-square-metre cost based on empanelled company prices.
• Structures supported include cylindrical, bamboo and wooden types.

The empanelment point matters in practice. Because assistance is worked out against the rates of companies empanelled with the department, buying from a non-empanelled fabricator can leave a farmer holding a bill the department will not fully recognise.

Plug nursery

• Public sector: Rs 30,00,000 per hectare for 1 hectare.
• Private sector: 50 percent of cost or Rs 15,00,000 per hectare, whichever is less, for 1 hectare.

A plug nursery raises seedlings in individual cells so the root ball transplants without shock. It is the highest-value component in the scheme and is capped at 1 hectare.

Who is eligible for protected cultivation assistance?

You can apply if:

• You are a resident of Gujarat.
• You are a farmer, with land available for the structure and a 7/12 record supporting it.
• You have completed iKhedut beneficiary registration with Aadhaar verification.
• You hold a bank account in your own name for the DBT credit.

You are not eligible, and cannot apply, if:

• You are not a resident of Gujarat or your land lies outside the state.
• You cannot produce a 7/12 land certificate or valid lease proof for the plot where the structure is to be built.
• You are seeking assistance for an area outside the published limits, for example a poly house smaller than 500 square metres or larger than 4,000 square metres, or mulching beyond 1 hectare per beneficiary.
• You are applying as a supplier or fabricator rather than as a cultivating farmer.

The scheme's published eligibility is deliberately broad; resident of Gujarat, and a farmer. No income ceiling or caste condition is stated for the scheme as a whole, though category details are recorded on the application.

What documents are required?

Keep supplier quotations and, later, the GST invoice. Since several components are paid as a percentage of actual expenditure, the invoice decides the final sanctioned amount.

How to apply for protected cultivation assistance on iKhedut

1. Visit ikhedut.gujarat.gov.in, click Login at the top right, then select Beneficiary Registration and choose your beneficiary type — Farmer, Institutional, or Except For the Farmer.
2. Select your District, Taluka and Village, choose the account-holder type, enter your bank account number and name, solve the captcha and click Save and Next.
3. Enter your mobile number and email address, click Send OTP, enter the OTP sent to your Aadhaar-linked mobile, create and confirm a password, solve the captcha and click Submit.
4. Log in, click Schemes, then Agricultural Schemes, and open the protected cultivation component you want; mulching, nursery, shade net or poly house, or plug nursery.
5. Click Apply, then Apply New, and fill the form with your survey number, the area proposed, and the structure type.
6. Use Update Application to correct any entry, then confirm the application. An unconfirmed application does not enter the queue.
7. Take a printout of the confirmed application and keep it for the field verification visit.

How to apply if you do not have internet access

1. Go to a Common Service Centre or the village VCE centre with your Aadhaar card, 7/12 extract and bank passbook.
2. Ask the operator to complete your iKhedut beneficiary registration and then the protected cultivation application.
3. Collect the printed confirmed application before you leave.

Your Taluka Agriculture Officer and District Horticulture Officer can advise which component is currently open and which fabricators are empanelled.

How do I check my application and subsidy status?

1. Log in to ikhedut.gujarat.gov.in with your registered mobile number.
2. Open your application list and locate the confirmed application number.
3. Follow the stages, submitted, verified at taluka level, pre-sanction approval, structure erected, physical verification, sanction, payment.
4. Once sanctioned, the assistance is credited by Direct Benefit Transfer.

Many protected cultivation components require prior approval before you build. Erecting a poly house first and applying afterwards is the single most expensive mistake a farmer can make under this scheme, because the department verifies against an approved proposal.

Why applications get rejected, and how to avoid it

• Structure built before approval. Wait for the sanction letter before ordering material.
• Fabricator not empanelled, so the per-square-metre rate does not apply to your bill.
• Area outside the permitted range, below 500 sq m or above 4,000 sq m for poly and shade net houses, or mulching claimed beyond 1 hectare.
• 7/12 record not in the applicant's name, or the survey number on the form not matching the record.
• Bank account name mismatch, which stalls the DBT credit.
• Application never confirmed on the portal.
• District target exhausted for the year, in which case the claim waits for the next allocation.

Key dates and how the window works

Gujarat runs iKhedut on component-wise application windows rather than a year-round open form, and windows are announced in the Schemes section of the portal. Because the state has moved to iKhedut 2.0, beneficiary registration with Aadhaar OTP verification is compulsory before any application can be opened, so complete it in advance. Farmers are also being asked to enrol in the Farmer Registry at gjfr.agristack.gov.in, which the Agriculture Department says will make future farmer-centric benefits easier to access.
