Atal Career Nirman Yojana, Chhattisgarh
Chhattisgarh state government scheme
Atal Career Nirman Yojana is a Chhattisgarh Labour Department scheme under which the Building and Other Construction Workers Welfare Board gives up to one year of free JEE, CGPET and NEET-UG coaching to children of registered construction workers, with free hostel and food or a Rs 5,000 monthly stipend. Apply free at shramevjayate.cg.gov.in.
What is Atal Career Nirman Yojana?
Atal Career Nirman Yojana is a welfare scheme of the Chhattisgarh Labour Department, run by the Chhattisgarh Building and Other Construction Workers (BOCW) Welfare Board. The scheme pays for entrance-examination coaching for the children of registered construction workers, so that a mason's or a daily-wage labourer's child can compete for an engineering or medical seat without paying private coaching fees that routinely run into lakhs.
According to the Labour Department portal, Atal Career Nirman Yojana provides up to one year of free coaching for the engineering entrance route (JEE Main, JEE Advanced and the Chhattisgarh Pre-Engineering Test, CGPET) and for the medical route (NEET-UG). Coaching centres are set up at divisional headquarters so that students from across the state can reach a centre without moving to a metro city.
What the scheme covers
- Free coaching for up to one academic year.
- Free study material: textbooks, notes and practice sets.
- Residential option: free hostel accommodation and meals at the coaching centre.
- Non-residential option: a stipend of Rs 5,000 per month for students living in rented accommodation outside their home district.
Seat structure
- 50 per cent of seats reserved for girl students.
- Up to 75 per cent of seats allotted to residential coaching, the rest to non-residential.
Because the scheme is financed from the construction workers' welfare cess collected under the BOCW Act, the benefit is tied strictly to the parent's registration with the Welfare Board and not to a general income test.
Who is eligible for Atal Career Nirman Yojana?
Your child can be considered if:
- A parent is a construction worker registered with the Chhattisgarh BOCW Welfare Board, and that registration has been live for at least one year on the date of application.
- The student has passed Class 12 with science subjects.
- The student is among the first two living children of the registered worker.
- The student has not previously taken this benefit. Each child can use it once.
Your child cannot apply if:
- The parent's labour card has lapsed or is less than one year old. An expired registration is the most common disqualification.
- The student is the third or later child of the registered worker. The scheme is capped at two children per worker.
- The student passed Class 12 in arts or commerce. Only the science stream is eligible, since the coaching is for engineering and medical entrance tests.
- The student is already receiving coaching assistance under another government scheme. Double benefit for the same purpose is not allowed.
- The student already used the benefit in an earlier year and wants a second year of coaching.
Merit within the eligible pool decides the seat. Being eligible does not guarantee admission, because the number of coaching seats at each divisional centre is fixed.

How to apply for Atal Career Nirman Yojana
- Confirm first that the parent's BOCW registration is active and at least one year old. If it has lapsed, renew it at the labour office or a Lok Seva Kendra before doing anything else.
- Open the Chhattisgarh Labour Department portal at shramevjayate.cg.gov.in, or install the Shramev Jayate app from the Google Play Store.
- Register or log in using the parent's labour card number and the registered mobile number, and verify the OTP.
- Select Atal Career Nirman Yojana from the scheme list and open the application form.
- Enter the student's details, Class 12 marks, and the course selection declaration stating whether you want the engineering stream (JEE and CGPET) or the medical stream (NEET-UG).
- Choose residential or non-residential coaching. If you choose non-residential and want the Rs 5,000 stipend, upload proof of rented accommodation outside your home district.
- Upload the labour card, Class 12 marksheet, Aadhaar, bank passbook, photograph, and any category certificate.
- Submit the form and save the acknowledgement number shown on screen.
How to apply offline
- Visit your nearest Lok Seva Kendra or the district labour office with the parent's labour card, the student's Class 12 marksheet, Aadhaar and bank passbook.
- Ask the operator to fill the Atal Career Nirman Yojana application on the Shramev Jayate portal on your behalf.
- Verify the printed form before it is submitted, particularly the labour card number, the stream selection and the bank account number.
- Collect the acknowledgement slip carrying the application number.
Offline submission goes into exactly the same portal, so an offline applicant is not at a disadvantage in the merit list.
How to check your application and selection status
- Log in to shramevjayate.cg.gov.in with the labour card number and OTP.
- Open the application status section and enter the acknowledgement number from the receipt.
- Watch the merit list published by the BOCW Welfare Board for the coaching cycle. Lists are published as PDFs against each divisional coaching centre.
- Call 0771-2971063 or write to the Welfare Board if your application number does not appear on any published list.
Stipend payments to non-residential students are made by Direct Benefit Transfer, so track credits in the student's own bank passbook rather than a parent's account.
Why Atal Career Nirman Yojana applications get rejected
- Lapsed labour card. The parent's registration must be current and at least one year old; this single reason accounts for the largest share of rejections.
- Third child. Only the first two living children of a registered worker are covered.
- Wrong stream. A non-science Class 12 does not qualify.
- Duplicate benefit. The student is already drawing coaching support under another government scheme.
- Repeat claim. The student has used the benefit once already.
- Bank account not in the student's name, which blocks the DBT stipend even after selection.
- Merit position below the cut-off at the chosen divisional centre. This is a rejection of place, not of eligibility, and the student may apply again in a later cycle if still otherwise eligible.
A stipend can also be stopped after selection if attendance falls below 80 per cent. The attendance condition is checked by the coaching centre and reported to the Welfare Board.
Key dates
According to the Labour Department, applications under Atal Career Nirman Yojana are invited in two windows each year, roughly May-June and July-August, timed around Class 12 results and the start of the coaching year. There is no single fixed statewide last date published for all cycles, so the practical advice is to check shramevjayate.cg.gov.in immediately after Class 12 results are declared and to renew the parent's labour card before the window opens.
