What is Chhattisgarh Udyam Kranti Yojana?

Chhattisgarh Udyam Kranti Yojana is a state self-employment scheme of the Department of Commerce and Industries, Government of Chhattisgarh, delivered through the Directorate of Industries and its District Trade and Industries Centres. The scheme was announced in the state budget to help unemployed young men and women of Chhattisgarh set up their first manufacturing, service or trading enterprise with bank finance that the state government makes affordable.

The design follows the pattern the state already uses for self-employment lending. A bank sanctions the term loan and working capital. The state government does not lend money directly; it reduces the borrower's cost by paying interest support to the bank and by releasing a subsidy announced at up to 50 per cent of the sanctioned loan amount once the unit is set up and verified.

Important status note. The scheme has been announced and publicised, but the Commerce and Industries Department has been issuing the detailed operational guidelines in stages. Loan ceilings, the exact subsidy percentage for each category, the interest support rate and the moratorium period are the numbers that vary between the announcement and the final circular. This guide states only what is on record and tells you where to confirm the rest. Do not plan a project budget on a figure you read on a private website.

Who is eligible for Chhattisgarh Udyam Kranti Yojana?

You can apply if:

  • You are a permanent resident of Chhattisgarh and can produce a domicile or residence certificate.
  • You are setting up a new enterprise; manufacturing, service or a small trading unit, that is not already in production.
  • You meet the minimum educational qualification in the guidelines. The published framework for the state's self-employment lending sets a floor as low as Class 8 pass for the smallest trades, with higher qualifications required for technical activities.
  • You are within the age band notified for the scheme. Chhattisgarh's youth self-employment schemes generally run from 18 years upward, with an upper limit around 40 to 45 years and relaxation for reserved categories.
  • Your bank record is clean, you are not a defaulter of any bank or financial institution.
  • No other member of your family has already taken a benefit under this scheme.

You cannot apply if:

  • You are not a resident of Chhattisgarh. Domicile is a hard condition.
  • Your unit is already running or has already been financed under another state or central self-employment scheme such as PMEGP or the Mukhyamantri Yuva Swarojgar Yojana. Double benefit for the same activity is not allowed.
  • You are a wilful defaulter or your name appears in a bank's defaulter list.
  • You are in regular government or public-sector employment, or already draw a salary, since the scheme targets the unemployed.
  • Another member of your family has already availed the scheme. One family, one benefit is the standard rule.
  • Your proposed activity falls in the negative list kept by the Directorate of Industries, which typically excludes liquor, tobacco products, meat processing in prohibited categories and polluting activities that cannot get clearance.

How to apply for Chhattisgarh Udyam Kranti Yojana

  1. Visit the District Trade and Industries Centre — the Jila Vyapar evam Udyog Kendra: at your district headquarters and ask the general manager's office for the Udyam Kranti Yojana application form and a copy of the current guidelines. The form is free.
  2. Decide your activity and prepare a project report. State the machinery you will buy, the raw material, the premises, the manpower, the expected monthly sales and how you will repay. Centre staff and the district industries extension officer help prepare this at no charge.
  3. Fill the form and attach the documents listed above; domicile, Aadhaar, qualification certificate, age proof, bank passbook, caste certificate if claimed, and quotations.
  4. Submit the file and collect an acknowledgement carrying a receipt number and date. Do not leave without this. It is the only proof you applied.
  5. Attend the district task force committee interview when called. The committee, chaired by the collector or an officer nominated by the collector, scrutinises the project and recommends cases to banks.
  6. Complete the bank formalities at the branch to which your case is sponsored. The bank appraises the project, may ask for a co-applicant, and issues a sanction letter stating the loan amount, interest rate, repayment period and moratorium.
  7. Set up the unit and claim the subsidy. After the loan is disbursed and the unit is established, the district industries office arranges physical verification and the subsidy is released to your loan account.

Where the state has enabled online filing, the same steps are followed through the Chhattisgarh unified industrial portal at oneclick.cgstate.gov.in and the Chhattisgarh State Industrial Development Corporation site at csidc.in. Check both before travelling, since a district may accept only one mode at a time.

How to check your application status

  1. Note the receipt number and date on your acknowledgement slip.
  2. Call or visit the general manager, District Trade and Industries Centre, and ask for the status against that receipt number and the date of the next task force committee meeting.
  3. Once your case is sponsored, follow up at the bank branch with the sponsorship letter number. Banks are required to record a decision on sponsored cases and to give reasons in writing when they decline.
  4. If the bank has declined, ask for the rejection reason in writing and take it back to the district industries office, which can re-sponsor a corrected case to another branch.

Why applications get rejected, and how to fix each reason

  • No domicile certificate, or one in a parent's name. Apply for a fresh certificate in your own name through the e-District portal or the tehsil office before you file.
  • Weak or copied project report. Banks reject template project reports with round numbers and no supplier quotations. Attach real quotations and a realistic monthly sales figure.
  • Existing loan or default in the family. Clear the earlier account or get a no-dues certificate from the bank before applying.
  • Age or qualification outside the notified band. Check the current guidelines copy at the district office rather than a private website, because these two numbers are exactly what change between circulars.
  • Duplicate benefit. If you or a family member already took PMEGP or another self-employment subsidy for the same activity, the case is dropped at verification. Apply for a genuinely different activity or wait out the prescribed period.
  • Incomplete file. Applicants are normally given up to 15 days to supply missing papers. Respond inside that window; after it, the file is closed and you must apply afresh.

Where to get help

  • District Trade and Industries Centre (Jila Vyapar evam Udyog Kendra) in your district headquarters. The first and most useful point of contact for forms, guidelines, project report help and status.
  • Directorate of Industries, Government of Chhattisgarh, whose scheme pages and circulars are published at industries.cg.gov.in.
  • Chhattisgarh State Industrial Development Corporation at csidc.in for land, shed and industrial estate questions linked to your project.
  • Banking Ombudsman of the Reserve Bank of India if a bank sits on a sponsored case without giving a written decision.

Chhattisgarh Udyam Kranti Yojana has no application fee and no agent. If anyone offers to get your loan sanctioned for a commission, report it in writing to the district collector.

Frequently asked questions

What does Chhattisgarh Udyam Kranti Yojana give you?

Chhattisgarh Udyam Kranti Yojana arranges a bank loan for a new enterprise and the state government supports it with interest assistance and a subsidy announced at up to 50 per cent of the sanctioned loan amount. The loan itself comes from a scheduled bank, not from the state treasury.

Who can apply for Chhattisgarh Udyam Kranti Yojana?

A permanent resident of Chhattisgarh who is setting up a new enterprise, meets the age and minimum education conditions in the scheme guidelines, and is not a defaulter of any bank can apply. Only one member of a family is taken under the scheme.

Can an existing business get a loan under this scheme?

No. The scheme is meant for new units. An enterprise already in production or already financed under another state or central self-employment scheme is not eligible for a fresh benefit under Udyam Kranti Yojana.

Is the Chhattisgarh Udyam Kranti Yojana loan really interest free?

The announcement describes state interest support so that the borrower's effective interest burden is heavily reduced or removed. Until the final departmental guidelines are notified, treat the exact interest rate, subsidy percentage and moratorium period as subject to the sanction letter issued by your District Trade and Industries Centre and bank.

Where do you apply for Chhattisgarh Udyam Kranti Yojana?

Apply at the District Trade and Industries Centre, known locally as the Jila Vyapar evam Udyog Kendra, in your district headquarters. Where online filing has been enabled, the Chhattisgarh unified industrial portal at oneclick.cgstate.gov.in and the CSIDC site carry the link.

Is there any fee for the application form?

No. The application form and the counselling given at the District Trade and Industries Centre are free. No officer, bank employee or agent may charge a fee for filing, recommending or sanctioning a Udyam Kranti Yojana case.

How long does sanction take?

The district-level task force committee meets periodically to clear cases, after which the file goes to the bank for appraisal. Applicants are given up to 15 days to supply missing papers before a case is treated as incomplete, so keeping the file complete at first submission is the fastest route.

Can a woman applicant get any extra benefit?

Chhattisgarh's self-employment schemes have historically given women, Scheduled Caste, Scheduled Tribe, Other Backward Class, disabled and Naxal-affected applicants a higher margin-money or subsidy rate. Confirm the exact differential rate for Udyam Kranti Yojana from the guidelines copy at your District Trade and Industries Centre.
