Mahtari Shakti Rin Yojana
Chhattisgarh state government scheme
Mahtari Shakti Rin Yojana is a Chhattisgarh credit scheme announced in the 2025-26 state budget that offers women already drawing Mahtari Vandan Yojana assistance a collateral-free loan of up to Rs 25,000 for self-employment. The loan is routed through the Chhattisgarh Rajya Gramin Bank and repaid in monthly instalments from the Rs 1,000 monthly Mahtari Vandan credit.
Mahtari Shakti Rin Yojana is a credit scheme of the Government of Chhattisgarh that lets women who already receive Mahtari Vandan Yojana assistance borrow up to Rs 25,000 without collateral or a guarantor, so that the monthly assistance becomes seed capital for a small business rather than only household spending money. The scheme was announced by the Chhattisgarh Finance Minister as part of the state budget presentation, and is delivered through the Chhattisgarh Rajya Gramin Bank, the state's regional rural bank, in coordination with the Women and Child Development Department that maintains the Mahtari Vandan beneficiary database. The scheme is also written and spoken locally as "Mahtari Shakti Loan Yojana" and in Hindi as "महतारी शक्ति ऋण योजना".
What is Mahtari Shakti Rin Yojana?
Mahtari Shakti Rin Yojana rests on a simple financial idea. Chhattisgarh already transfers Rs 1,000 every month to eligible married women under Mahtari Vandan Yojana, a stream of roughly Rs 12,000 a year landing in a bank account that the state can see. That predictable credit makes the woman visibly bankable even if she owns no land, has no salary slip and has no credit history. Mahtari Shakti Rin Yojana converts that visibility into a small collateral-free loan.
Mahtari Shakti Rin Yojana therefore targets the exact gap that keeps rural women out of formal credit. A woman who wants Rs 15,000 to buy a sewing machine or stock a small kirana counter is usually too small for a normal bank term loan, has nothing to pledge, and cannot produce a guarantor. Her fallback is a moneylender at punishing rates or an informal chit. The scheme puts a bank between her and that fallback.
Mahtari Shakti Rin Yojana is a loan, not a grant. This is the single most important thing to understand before applying. The money must be repaid with interest, and non-repayment will damage the borrower's credit record in exactly the way any other bank default would.
Who is eligible for Mahtari Shakti Rin Yojana?
Mahtari Shakti Rin Yojana is open to women who meet the following conditions:
- The applicant must be a woman and a permanent resident of Chhattisgarh.
- The applicant must already be a live beneficiary of Mahtari Vandan Yojana, with the Rs 1,000 monthly credit reaching her account.
- The applicant must hold an operative bank account, normally with the Chhattisgarh Rajya Gramin Bank or the branch designated for her village.
- State announcements describe an age band of roughly 21 to 50 years for the loan; the exact cut-off applied is the one the lending branch is instructed to use, so confirm it at the branch.
- The applicant is expected to be enrolled, or to enrol at the time of the loan, in the low-cost central insurance schemes; Pradhan Mantri Jeevan Jyoti Bima Yojana and Pradhan Mantri Suraksha Bima Yojana, so that a death or accident does not leave the family with an unprotected debt.
The following women are not eligible and cannot apply:
- Women who do not appear on the Mahtari Vandan Yojana beneficiary list. There is no separate entry route; the scheme reads directly from that database.
- Women who are not permanent residents of Chhattisgarh.
- Women already recorded as defaulters with a nationalised bank, a cooperative bank, a regional rural bank or a state financial corporation.
- Women outside the announced age band.
- Men. The scheme is single-gender by design.
A household can, in practice, have only one Mahtari Shakti loan running at a time in most branches, because the eligibility flows from one Mahtari Vandan entitlement per eligible woman.
How much money does Mahtari Shakti Rin Yojana give?
Mahtari Shakti Rin Yojana caps the loan at Rs 25,000. State announcements describe sanctions starting from about Rs 10,000, with the branch deciding the figure within that band. The amount is credited to the borrower's own bank account rather than paid as cash or as a voucher.
Repayment is in monthly instalments. Chhattisgarh announcements have described a repayment tenure running up to 48 months, with interest charged on the reducing balance; meaning the interest component falls as the principal is paid down. Reported interest levels start from around 7 per cent, but the operative rate is the one printed on the sanction letter at the branch, and that is the figure a borrower should read before signing. Do not budget on a rate quoted by a website; ask the branch to write it down.
Because the borrower's Mahtari Vandan credit of Rs 1,000 lands in the same account each month, the instalment on a small loan is designed to be serviceable from that inflow plus the earnings of the new activity. That is the whole architecture of the scheme.
How to apply for Mahtari Shakti Rin Yojana
Mahtari Shakti Rin Yojana is applied for at a bank branch, not on a state web portal. Follow these steps:
- Confirm that your Mahtari Vandan Yojana payment is live. Check that the Rs 1,000 monthly credit has actually reached your account in recent months. If the payment has stopped, fix that first. The loan eligibility is read from that list.
- Visit the nearest Chhattisgarh Rajya Gramin Bank branch, or speak to the bank's business correspondent or Bank Sakhi who visits your village. Ask specifically for the Mahtari Shakti Rin Yojana application form.
- Fill the form with your name exactly as it appears on Aadhaar and on the Mahtari Vandan record, your account number, the loan amount you want and a one-line description of the activity you will spend it on.
- Attach the documents, Aadhaar, bank passbook copy, residence proof and two passport-size photographs, and submit the set at the branch counter. Collect an acknowledgement with a date.
- Complete the insurance enrolment the branch asks for under Pradhan Mantri Jeevan Jyoti Bima Yojana and Pradhan Mantri Suraksha Bima Yojana if you are not already covered. The annual premium for these is a small deduction from the same account.
- Wait for the branch to verify your Mahtari Vandan status and your repayment record. On sanction, the amount is credited to your account and you are given a repayment schedule. Keep that schedule.
Offline is the only route currently described for this scheme. Treat any website that asks for a fee to "register" you for Mahtari Shakti Rin Yojana as fraudulent — the government charges nothing for the application.
How do I check the status of my application?
Status for Mahtari Shakti Rin Yojana is tracked at the branch that took the application, since there is no public web tracker. Carry the acknowledgement slip and ask the branch manager or the loan officer for the position of your file. Keep a note of the date on which you submitted, because that is what the branch will search by. The Mahtari Vandan payment status that underlies your eligibility can be checked separately at the Women and Child Development Department office or through the Anganwadi supervisor who maintains the local list.
Why do applications get rejected, and how do you fix it?
Mahtari Shakti Rin Yojana rejections cluster around a small number of causes:
- Mahtari Vandan payment not live. If your monthly credit has stopped, often because of an Aadhaar-bank seeding failure or a name mismatch, the loan file will not clear. Fix the seeding at the bank and the record at the Anganwadi centre, then reapply.
- Name mismatch. The name on Aadhaar, on the bank passbook and on the Mahtari Vandan list must be the same. A married name recorded in one place and a maiden name in another is the commonest single defect. Get the bank record corrected.
- Existing default. An unpaid earlier loan with any bank or cooperative society blocks the sanction. Settle or regularise it first.
- Dormant account. An account with no transactions for a long period may be marked inoperative. Have it reactivated with fresh KYC before applying.
- No stated activity. A form with no description of what the money is for is frequently sent back. Write one clear line.
Where do I complain if something goes wrong?
Complaints about Mahtari Shakti Rin Yojana follow two tracks. If the problem is with the bank, a file sitting unattended, a refusal without a written reason, or a demand for an unofficial payment; raise it in writing with the branch manager first, then with the regional office of the Chhattisgarh Rajya Gramin Bank, and finally with the Reserve Bank of India's banking ombudsman, whose complaint route is free. If the problem is with the underlying Mahtari Vandan entitlement, take it to the district Women and Child Development office through the Anganwadi worker and supervisor for your area. Keep a copy of everything you submit, with the date, at every step.
Key dates and current status
Mahtari Shakti Rin Yojana was announced in the Chhattisgarh state budget and rolled out through the Chhattisgarh Rajya Gramin Bank network. It operates as a rolling bank credit product rather than as a scheme with an annual application window, so there is no published last date to apply. Because the design is tied to the Mahtari Vandan Yojana list, any change to that scheme's eligibility flows directly into this one. Confirm current terms; sanction band, interest rate and tenure: at the branch before you commit, since these are bank-set variables and can be revised.

Frequently asked questions
How much loan does Mahtari Shakti Rin Yojana give?
Mahtari Shakti Rin Yojana offers a collateral-free loan of up to Rs 25,000 to an eligible woman. State announcements describe a range starting from around Rs 10,000, with the exact sanction decided by the lending branch based on the woman's proposed activity and repayment capacity.
Do I need a guarantor or security for the Mahtari Shakti loan?
No. The scheme was announced specifically as a collateral-free and guarantor-free loan, which is its main selling point. The Mahtari Vandan monthly credit into the same account acts as the repayment comfort for the bank in place of security.
Who cannot apply for Mahtari Shakti Rin Yojana?
Women who are not on the Mahtari Vandan Yojana beneficiary list cannot apply, because the scheme is built on top of that database. Women who are not permanent residents of Chhattisgarh, and women already classified as loan defaulters by a bank or cooperative society, are also not eligible.
How is the Mahtari Shakti loan repaid?
Repayment is in monthly instalments over a period reported in state announcements as up to 48 months, deducted from or paid out of the same account that receives the Rs 1,000 monthly Mahtari Vandan credit. Interest is charged on the reducing balance.
Where do I apply for Mahtari Shakti Rin Yojana?
Apply at your nearest Chhattisgarh Rajya Gramin Bank branch, or through the bank's business correspondent or Bank Sakhi operating in your village. There is no separate state web portal that accepts the loan application.
Is Mahtari Shakti Rin Yojana the same as Mahtari Vandan Yojana?
No, they are two different schemes. Mahtari Vandan Yojana pays Rs 1,000 a month as unconditional assistance to eligible married women. Mahtari Shakti Rin Yojana is a repayable loan offered on top of it, to women already in the Mahtari Vandan list, for starting a small business.
What can the Mahtari Shakti loan be used for?
The loan is meant for self-employment and small income-generating activity — buying a sewing machine, stock for a small shop, poultry or goat rearing, a food or tiffin business, or tools for a home-based trade. Banks generally ask for a one-line statement of the activity before sanction.
