Chhattisgarh Yuva Mitan Parivahan Yojana
Chhattisgarh state government scheme
Chhattisgarh Yuva Mitan Parivahan Yojana was a free bus pass scheme launched on 7 October 2023 for college students commuting from home to college. The scheme was discontinued within about 2 months after the December 2023 change of government, and its portal cmbuspass.cgstate.gov.in no longer resolves. No new bus passes are being issued under this name.
What was Chhattisgarh Yuva Mitan Parivahan Yojana?
Chhattisgarh Yuva Mitan Parivahan Yojana was a free bus pass scheme for college students, launched on 7 October 2023 by the then Chief Minister Bhupesh Baghel. The scheme's single promise was simple: a student travelling daily from home to a recognised college in Chhattisgarh would not pay a bus fare.
Chhattisgarh Yuva Mitan Parivahan Yojana was run as a joint effort. Colleges and the Higher Education Department verified who was a genuine, regular student. The Transport Department and the bus operators actually moved the students. A dedicated portal, cmbuspass.cgstate.gov.in, issued a QR-code pass which the student showed to the conductor in place of a ticket. Government college notice boards across the state, Government Digvijay Autonomous College in Rajnandgaon, Mahamaya College Ratanpur, Government G. N. A. PG College Bhatapara and others, circulated the scheme notice and a "bus facility manual" to students in the week after launch.
The scheme is no longer operating. It is written up here because thousands of students still search for it, and because a large number of unofficial websites continue to publish "apply online 2026" pages for a scheme that has no live portal.
Is Yuva Mitan Parivahan Yojana still active?
No. Chhattisgarh Yuva Mitan Parivahan Yojana is discontinued.
The sequence is well documented. The scheme launched on 7 October 2023, roughly a month before polling in the Chhattisgarh assembly election. The election brought a change of government in December 2023. Press reporting from 18 December 2023 stated that the free bus scheme for students had been stopped effectively before it got going, that the new government did not intend to continue schemes under the "Mitan" name, and that the bus pass website would be shut down. The companion Rajiv Mitan scheme was reported as being closed at the same time.
That reporting matches what can be checked today: the domain cmbuspass.cgstate.gov.in does not resolve. There is no live application form, no status page and no pass download.
Readers should treat this plainly. If a website invites you to "register for the Yuva Mitan bus pass 2026", it is republishing a 2023 page. No fee, no document and no agent can produce a pass under a scheme whose portal has been withdrawn.
What did the scheme offer while it ran?
- Free travel between home and college on the notified route, for students of recognised colleges and universities in Chhattisgarh.
- A QR-code bus pass, downloadable after the college verified the student's enrolment, shown to the conductor instead of buying a ticket.
- No cash transfer. The benefit was entirely in kind. No money was ever credited to a student's bank account under this scheme, so anyone claiming to release "pending Yuva Mitan payment" is running a fraud.
- The state's own announcements at launch spoke of covering on the order of a lakh or more college students, mainly those travelling in from villages and small towns to district-headquarters colleges.
Who was eligible for Yuva Mitan Parivahan Yojana?
The eligibility rules, as published while the scheme was live, were:
A student could apply if:
- The student was a permanent resident of Chhattisgarh.
- The student was enrolled as a regular student in a recognised college, university or institution in the state.
- The student's home-to-college route was served by a bus route covered by the scheme.
- The student had an active mobile number for OTP-based registration on the portal.
A student was not eligible, and cannot apply now, if:
- The student was not a resident of Chhattisgarh.
- The student was enrolled in a distance, private-candidate or correspondence mode rather than as a regular student.
- The student was a school pupil rather than a college student, the scheme was built around college commuting.
- Most importantly, nobody is eligible today, because the scheme has been discontinued and the portal is offline. This applies regardless of residence, college or route.
What documents were needed?
| Document | Mandatory | Notes |
|---|---|---|
| Aadhaar card of the student | Yes | Identity verification at registration |
| College ID card or fee receipt | Yes | Proof of regular enrolment |
| Chhattisgarh residence certificate | Yes | Domicile requirement |
| Passport-size photograph | Yes | Printed on the QR-code pass |
| Active mobile number | Yes | OTP-based portal registration |
This list is preserved for the record. It does not describe a process you can follow today.
How the application worked, and what to do instead
The steps below describe the process as it existed in 2023. Follow them only to understand what the scheme was; the portal in step 1 is dead.
- Open the scheme portal at cmbuspass.cgstate.gov.in and register using a mobile number, verified by OTP.
- Log in with the username and password generated at registration.
- Fill the bus pass application form with the college name and the bus route between home and college.
- Submit the form for verification by the college, which confirmed that the applicant was a regular enrolled student.
- Download the QR-code bus pass after approval and show it to the conductor on each journey.
What to do instead, in 2026:
- Ask your college office what travel concession is currently notified for students. Colleges receive circulars from the Higher Education Department whenever a concession scheme changes.
- Ask the Regional Transport Office or the bus operator about the standard student concession pass, which is a separate, long-standing arrangement and is not affected by the closure of this scheme.
- Check the Mukhyamantri Grameen Bus Suvidha Yojana if your problem is that no bus serves your village at all. That scheme addresses rural bus connectivity rather than student fares.
- Check the Chhattisgarh Higher Education Department portal, reachable from the state portal cgstate.gov.in, for current student support schemes, including scholarships that can offset travel costs.
How to spot a fake Yuva Mitan bus pass page
- It asks for a registration fee or a "form charge". The original scheme was free.
- It hosts the form on a .com or .in domain rather than a cgstate.gov.in or cg.gov.in address. Every genuine Chhattisgarh government service sits on a government domain.
- It promises money in your bank account. The scheme was a bus pass, never a cash transfer.
- It carries a 2026 date on a page whose content is from October 2023, including the same screenshots of the old portal.
- It asks you to share an OTP with a "helpdesk". No government office asks for an OTP.
Key dates in the scheme's short life
- 7 October 2023; Chhattisgarh Yuva Mitan Parivahan Yojana launched by the then Chief Minister.
- 10 October 2023 — government colleges circulate the scheme notice and the bus facility manual to students.
- December 2023: change of state government after the assembly election.
- 18 December 2023, press reports state the free student bus scheme is being closed along with other "Mitan" branded schemes.
- As checked on 2 August 2026, the portal cmbuspass.cgstate.gov.in does not resolve; no successor scheme exists under this name.
Where to raise a query
Because the scheme is closed, there is no scheme-specific helpline left to call. The useful routes are:
- Your college's student section, for the concession actually available on your route this session.
- The Chhattisgarh Higher Education Department, reachable from cgstate.gov.in, for current student welfare schemes.
- The CM Helpline 1076, the state's general grievance line, if you were issued a pass in 2023 and have an unresolved complaint arising from it.
The honest summary is short: Chhattisgarh Yuva Mitan Parivahan Yojana existed for about two months, issued QR-code bus passes to college students through cmbuspass.cgstate.gov.in, and was discontinued after the December 2023 change of government. Anyone asking you to pay to apply for it today is not helping you.

Its application portal, cmbuspass.cgstate.gov.in, no longer resolves, so no new bus pass can be generated.
What did Yuva Mitan Parivahan Yojana offer students?

When was Chhattisgarh Yuva Mitan Parivahan Yojana launched?
Chhattisgarh Yuva Mitan Parivahan Yojana was launched on 7 October 2023. Government colleges across the state circulated notices and a bus facility manual to students in the days that followed.
Can I still apply for a Yuva Mitan bus pass in 2026?
No, you cannot apply. The portal is offline and no successor scheme is being run under this name. Websites still advertising "Yuva Mitan Parivahan Yojana 2026 apply online" are copying old 2023 pages and are not official.
Is there any free or subsidised student travel in Chhattisgarh now?
Concessional student travel in Chhattisgarh is handled through ordinary student concession passes on state and contracted bus services, and rural connectivity is served by the Mukhyamantri Grameen Bus Suvidha Yojana rather than by a dedicated free college bus pass. Ask your college office and the Regional Transport Office what concession is currently notified.
Who ran the scheme — the Transport Department or Higher Education?
Both were involved. The Higher Education Department and the colleges handled student verification and pass issue, while the Transport Department and bus operators carried the students and settled the fare with the state. The scheme was launched from the Chief Minister's office as a state initiative.
Why was the scheme discontinued?
The scheme was reported closed after the December 2023 assembly election brought a new government to power in Chhattisgarh. Press reports from December 2023 said schemes carrying the "Mitan" branding, including this one and the Rajiv Mitan scheme, would not be continued, and the bus pass website would be taken down.
