Coaching Assistance for Pre-preparation for Competitive Exams of All India Level (IIM, CEPT, NIFT, NLU) and Foreign Study Exams (IELTS, TOEFL, GRE)

What is this coaching assistance scheme?

This scheme is run by the Director, Developing Castes Welfare, an office of the Social Justice and Empowerment Department, Government of Gujarat. It reimburses part of the coaching fee paid by a student from a Socially and Educationally Backward Class (SEBC) or an Economically Backward Class (EBC) who is preparing for a high-stakes entrance examination, national institutions such as the IIMs, CEPT, NIFT and the National Law Universities, and, in the scheme as listed on the national myScheme portal, study-abroad qualifying tests such as IELTS, TOEFL and GRE. Students in Gujarat commonly search for it as the coaching sahay yojana.

The problem it addresses is narrow and real. Entrance coaching for these exams is priced for urban middle-class families. A student who has the marks but not the fee simply does not sit the exam, or sits it unprepared. The scheme pays up to Rs 20,000; or the fee actually paid, whichever is lower; directly into the student's bank account by Direct Benefit Transfer.

The Directorate lists this among 27 educational schemes it runs for developing castes, next to pre-examination coaching for JEE, GUJCET and medical entrance, and private tuition assistance for Class 11 and 12 science students. All of them are applied for through the department's single citizen portal, e-Samaj Kalyan.

Who is eligible for coaching assistance?

You can be considered if:

• You are a permanent resident of Gujarat.
• You belong to a Socially and Educationally Backward Class or an Economically Backward Class recognised in Gujarat, and hold the certificate to prove it.
• You have passed Class 10 or Class 12 and meet the marks condition. The criteria published by the Directorate for this scheme require 70 per cent or more in Class 10 for SEBC students, and 80 per cent or more in Class 10 for EBC girls together with annual family income below Rs 4.50 lakh.
• You have joined a coaching class for a covered examination and can produce the fee receipt.
• You hold a bank account in your own name, seeded with Aadhaar.

You are not eligible if:

• You belong to a Scheduled Caste or Scheduled Tribe: separate coaching schemes exist for those categories under the Director of Scheduled Caste Welfare and the Tribal Development Department, and applying here only delays you.
• You have already received this coaching assistance once; it is not given for more than one competitive examination.
• You are not domiciled in Gujarat.
• You fall short of the marks condition for your category.
• You have no fee receipt, the scheme reimburses a fee that was actually paid, so an intention to join coaching is not enough.
• Your family income exceeds the ceiling where an income condition applies to your category.

How much does the scheme pay, and when?

The benefit is Rs 20,000, or the coaching fee paid, whichever is lower, given once. The payment is made by DBT to the student's own account after the application is scrutinised by the Directorate. There is no cash component, no voucher, and no payment routed through the coaching institute.

Because the ceiling is fixed and the coaching fee for a serious CAT, CLAT, NIFT or GRE programme is often much higher, treat the assistance as a part payment that reduces the burden; not as full funding. Students frequently combine it with a bank education loan or with the Social Justice and Empowerment Department's other education support, including its foreign-study loan scheme available through the same portal.

How to apply for coaching assistance in Gujarat

1. Open the e-Samaj Kalyan portal at esamajkalyan.gujarat.gov.in and choose Citizen login. If you are new, use Register yourself first.
2. Log in and update your profile completely — name exactly as on the marksheet, category, district, contact number and bank details. An incomplete profile blocks the scheme form.
3. Open the list of schemes under Director, Developing Castes Welfare and select the coaching assistance scheme for competitive examinations.
4. Fill the application: examination you are preparing for, coaching institute name, course duration, fee paid, and your Class 10 and Class 12 marks.
5. Upload the documents: SEBC or EBC certificate, marksheets, coaching fee receipt, admission letter, Aadhaar, bank passbook copy, domicile proof and, if your category needs it, the income certificate.
6. Submit the application and download or print the acknowledgement carrying your application number.
7. If the district social welfare office asks for the physical file, submit the signed printout with self-attested copies within the time stated.

How to apply if you cannot file it yourself

1. Visit the District Social Welfare Officer's office in your district headquarters, or the office of the Director, Developing Castes Welfare in Gandhinagar, and ask for help with the e-Samaj Kalyan application.
2. Carry originals and photocopies of every document listed above; the portal needs scans, and offices with a help desk can scan and upload them.
3. Collect the acknowledgement with your application number before you leave.

How do I check my application status?

1. Log in to esamajkalyan.gujarat.gov.in with the same credentials used to apply.
2. Open your application list, the status shows as pending, scrutiny, approved or payment released.
3. If the status stays unchanged for a long period, contact the District Social Welfare Officer with your application number, or call the Directorate on 079-23253245.

Why coaching assistance applications get rejected

• Fee receipt missing or not in the student's name. This is the most common failure; a WhatsApp message or an institute brochure is not a receipt.
• Marks below the category threshold in Class 10.
• Wrong category, an SC or ST student applying in the developing-castes scheme.
• Certificate expired or issued by the wrong authority. SEBC and EBC certificates must come from the competent authority in Gujarat.
• Bank account in a parent's name. DBT is made only to the student's own Aadhaar-seeded account.
• Duplicate claim by a student who already drew the benefit for another exam.
• Application filed outside the notified window for the year.

The scheme is notified on e-Samaj Kalyan each academic year rather than being open permanently, so the practical sequence is: pass the qualifying examination, obtain or renew your SEBC or EBC certificate, join the coaching class and get a proper receipt, then watch the portal for the scheme to open. Applying with documents half-ready is what costs students a year, because the window can be short.

How this scheme sits among Gujarat's other coaching schemes

The Directorate of Developing Castes Welfare runs more than one coaching support line, and picking the wrong one is a common mistake. Financial assistance for pre-examination training for NEET, JEE, GUJCET and medical entrance is a separate scheme for SEBC students, and private tuition assistance is a third scheme for Class 11 and Class 12 science students. Scheduled Caste students are served by parallel schemes of the Director of Scheduled Caste Welfare, including private coaching assistance for Class 11 and 12 science students under scheme code BCK-7 and coaching for recruitment examinations. The Social Justice and Empowerment Department also operates larger financing products through the same portal, including an education loan and a foreign-study loan, which is the route students take when the Rs 20,000 coaching ceiling is far below the cost of a study-abroad plan. Read the scheme name on the e-Samaj Kalyan form carefully before submitting, because a claim filed under the wrong scheme is rejected rather than transferred.
